Living in his broken-down car, homeless man says he has until Thursday to move
Former peer support worker among growing number still unable to find shelter as winter nears
For years Claude Lurette would help those struggling with addiction and mental health, including those experiencing homelessness, navigate the social support system.
But as of late, the former housing and peer support worker has found himself on the other side of the fence: living in his car, broken down at the side of the road.
"It was more difficult saying it to myself more than anything else," Lurette said. "That I could consider myself a failure in many aspects. A hypocrite."
Faced with an eviction notice nearly eight months ago, the 64-year-old moved out of his Ottawa Community Housing unit and into his silver Mazda 3.
Lurette said his $900 rent proved too much after his deteriorating health forced his early retirement. But after the ball axle of his passenger-side front wheel broke in August, Lurette has been stuck at the side of Hemlock Road, east of downtown.
He's unable to pay about $2,000 to get the car back on the road.
Now Lurette says he's been given until Thursday to move the car and, if he doesn't, he said he was told the RCMP threatened to tow it themselves. His two passenger-side tires are resting on National Capital Commission (NCC) property, he was also allegedly told.
Can't afford repairs
Lurette said he receives $300 from Ontario Works each month, which is not enough to fix the car.
Mikyla Tacilauskas, who manages the Salvation Army's outreach and housing services in Ottawa, said they've seen more people losing shelter and unable to find safe spots inside.
"We are expecting this winter to be exceptionally difficult for our clients and our programs, just because of how vastly different it has been since years previous," she said.
Ottawa's shelters are bursting, overwhelmed by a surge of refugee claimants.
The Salvation Army is also seeing an increase in couples and seniors sleeping outdoors, Tacilauskas noted.
If everybody who's sleeping outside wanted to look into shelter, I don't think there would be space.

A big problem, she said, is that while significant programming exists to address homelessness, compounding problems — like being a senior citizen living outside or a woman fleeing violence — bring unique challenges that can't be addressed with blanket solutions.
"Now, in terms of car sleepers in particular, where do you park your car is one that we often see difficulty with," she said. "What happens when the car breaks down?"
Tacilauskas said concrete figures are impossible to nail down but Kale Brown, the city's manager of homelessness programs, estimates 280 people are living unsheltered in Ottawa as of mid-October.
"If everybody who's sleeping outside wanted to look into shelter, I don't think there would be space," Tacilauskas said.

Looking for housing
The wait-list for those seeking permanent housing, administered by the non-profit Social Housing Registry of Ottawa, was 12,000 names long as of 2020.
Lurette's back on that list, hoping to find a bed before the winter. He did say if someone doesn't accept the first place they're offered, their application is cancelled.
"I need to feel safe," Lurette said.
Older residents should gain priority, Tacilauskas said, but money owed to Ottawa Community Housing may prove challenging. The Salvation Army team said it has been working with Lurette behind the scenes.
Lurette doesn't believe his tires are on NCC property, arguing he's still under the jurisdiction of the city and Ottawa police.
The NCC said it hasn't made such a request and isn't involved.
Lurette worries about returning to a vulnerable situation where he was to couch-surf and he said his previous work makes living in shelters too dangerous, and living with family isn't an option currently.
For now he's preparing for the eventuality that his car, and the place he temporarily calls home, will be taken away.
"It's the anxiety of going there one day and my car is gone," he said by phone on Monday. "And then I truly am homeless and without clothes and without anything.
"To be honest with you, that kind of terrifies me."

long enough. This is why it my belief we can get everyone on our side
by giving them a share. Once they see the socially responsible path we
can introduce new methods of governing by local sustainable practices.

In case you forgot I hate political parties. That is why I ran as an
independent 5 times. I told ya to go to the SEC and see how Kevin
Lynch explained Canada to Yankees in 2002 while I was suing legions of
Yankee lawyers etc. Nothing has changed since. In fact things have
gotten much worse.
For instance what did you do with my work since 2011? I figured you
had used my stuff and made a lucrative deal with Harper and his
minions. It certainly seems that now that the Liebranos hold the
reigns of power you are upset again
However a friend of mine (an ex liberal who knows lots of players on
both sides of the fence) is starting a new provincial politcal party.
I will show this to him. He may respond.
As I said plan to quit in July. I suspect that nobody will give damn
what I do after that. Obviously I am war with the world right now
getting even with a lots of old foes before I do quit.
In a nutshell I feel that apathy rules the day. Now that evil mindless
buffoons such as Netanyahu, Trump, Trudeau, May and Merkel control the
scene in the western world I see no need to waste my precious time
anymore. All my kids are adults now and I am very tired and feeling
pretty mean. Its time for one more long last ride in order to enjoy
what is left of this wonderful old world before I die or the world
goes to Hell in a hand basket because of the actions of greedy
mindless politicians.

Groups make toxic mineral an election issue
Health Organizations, Unions push Harper on Asbestos Ban
“Put people’s lives ahead of politics, Mr Harper,” groups urge.
In an open letter sent today, over twenty health, union and
environmental organisations call on Prime Minister Harper to end his
support for the asbestos trade.
Harper is today holding his second rally in Asbestos, Quebec
(population around 7,000 in a country of 33 million), seeking votes by
promoting himself as the political leader most dedicated to the
asbestos industry.
“We call on you to put people’s lives ahead of politics,” said Dr
Kapil Khatter of the Canadian Association of Physicians for the
Environment. “Canada’s leading medical authorities have all told you
that the export of asbestos is medically and morally indefensible and
will lead to an epidemic of asbestos-related disease and death
overseas.”
Canada was the world’s biggest asbestos exporter in the last century,
but the asbestos industry is now bankrupt and about to die out. The
last operating asbestos mine in Canada is in Thetford Mines, Quebec.
It is under bankruptcy protection and is laying off some of its 350
workers because its asbestos deposit will soon be exhausted.
“Public policy should be based on science, not on politics,” said
Christian Simard, executive director, Nature Québec. “The science is
indisputable that all forms of asbestos are deadly. Not a single
reputable authority supports P.M. Harper’s policy that asbestos can be
safely used.
“Canada is becoming known as an immoral asbestos pusher and as an
enemy of global public health,” said Kathleen Ruff, senior human
rights adviser to the Rideau Institute. “This is not the role
Canadians want to play in the world.”
Harper has promised to block an upcoming meeting of the U.N.
Environmental Convention (Rotterdam Convention) so as to prevent
chrysotile asbestos being listed as a hazardous substance. Chrysotile
asbestos represents 100% of the global asbestos trade.
“P.M. Harper is the only national leader in Canada and in the Western
world to promote asbestos,” said Dr Khatter. “This election is about
trust and integrity. We are urgently pleading with P.M. Harper: Show
integrity by respecting the science and put human life ahead of
partisan political interests. We hope he will listen.”

If Mr Amos or any one else wants to support me to get involved that is
there purgative. Mr Amos’s email has nothing to do with the email I
sent you directly. I would like you to pursue my issues if you have a
problem with an other citizen getting involved then I guess you should
have done your job right the first time. I can imaging there will be
many more people other then my friend David Amos asking questions
soon.
I want the answers to my questions anything Mr Amos does or say is
your responsibility to answer or respond is it not? It’s just nice to
know some people still have morals and integrity. And wants to see
some one do there job. What do you know about Ms Amos? Can you tell me
why you did not act until you got the email from him? It would seem he
is very powerful to get you to jump.
I will forward a couple more emails I send Roland Morin this morning
if you could insure they are also followed up on I would appreciate
it. As we do want to insure they are not just stealing my free dirt
since there was never any proof that the soil was in fact
contaminated. If we can get the occupational hygienist reports to
prove there statement that be great. At least I will be able to
forward that info to interested parties.
I will be more then happy to forward to all mayors across Canada since
this issue has now been exposed concerning the lead and mercury. Do
you honestly think this is something we should not share?
Is this type of business practice not putting extra load on the WSIB
for needles claimed that could be prevented?
Could you also insure we get to see a copy of the specification being
used for both the NCC and the Canadian military just so we know every
one has a real specification to follow for the removal of hazardous
substances such as lead and asbestos.
It is clear to me the executing have no clue as to what designated
substances are and how they can possible have the job to manage the
parliament building is beyond me.
Do you have any idea as to just how many tonnes of asbestos has been
purchase since the parliament building have been rebuild since the
fire? Not to mention the other ten designated substances? I would like
to know if you could get this information from the NCC for me just as
a simple test to prove they desire the job and title they currently
hold.
I find if hard to believe we have a freedom to info act but we some
how manage to separate the documents. This information is available to
you at the archives as long as the documents did not include photos or
diagrams as they have been separated from the original document with
no way to connect these files to each other in the future. Is this
right? if not could you please provide me with instructions to put
these documents back together for my future research?
And if you could also provide me with a list of ways document could
get lost or misplaced. And what is done if this happens?
When I can I expect action be taking to insure we all have the same
rights as Canadians? How do I get past the obstacle of the courts
system to get my rights as a citizen at the same prices every one else
pays like small claims court or other courts. It seems I am forced to
hire a lawyer that has little to no experience in this type of matter.
Why can we not benefit like other using the landlord tenant Commition
and why will a tenants association not be recognized? What is so
important about this green belt with reported spikes in ground water
pollution and the NCC advertizing clean water on. The first poster is
see at the master plan for the next 50 year. There was no mention of
the 270 properties currently being miss managed. I would think this be
kind of important as the money being earned or spend to maintain these
structure if it worth it or not. These issue can ad up to a large sum
of money being saved or wasted. How can the Federal government get
away with false advertizing like this? I asked what the NCC has done
to correct the problems concerning the reported spikes in ground water
pollution. I also asked if the septic systems were below the ground
water level would this not also cause the spike in the ground water
and if this is the case how can we even consider the water in the
green belt to be clean? Just between Bank St. and Conroy St. there
close to thirty properties at one time there was closer to fifty.
So I ask if you could please tell me why a federal government
department can wilfully lie on there information presented for the
master plan meetings? If there was no lie can you prove to me and the
industry association concerned with environmental practices like
occupational hygienists, environmental engineers landscape architects
and so on with there business practices event stand up to what the
industry standard are? What do you think the out come or this exercise
will expose?
And if the associations prove what every one has been saying form the
beginning that NCC executive should be replaced or at least have the
same privilege many others have had living in the green belt.
If you can get the executive to agree I will be more then happy to
contact all the associations concerned with these types of matter.
Would you not like to take credit for the replacement or at least
relocation of there residence to the address I done the inspections
on. If these place are liveable then why not get the executive staff
to live in the inspected house so they get an idea of the privilege
others have experienced living in the green belt.
Can you agree that slumlord should be forced to live in the same
accommodations they are willing to rent? If they are not willing to
live in the same structure then why should they be allowed to rent it?
How many NCC executives would trade places for a year with any
residence of the green belt?
