Austin leans on top cops, crime data to make case for more police spending

Minister who questioned numbers says figures show more enforcement is needed

Austin appeared at a news conference with the head of the RCMP in New Brunswick and the president of an association of police chiefs for what he called "an update on crime trends."

The new minister attracted criticism last month when he said crime data was "not accurately relaying what we're seeing on the ground and his job was"to hear from people. … It's not to just simply go over numbers all the time."

Numbers from the province also showed that provincial jails were not over capacity when the government announced in December 2021 that it would build a new jail in the Fredericton area. 

On Thursday, Austin said Statistics Canada's crime severity index ranked New Brunswick highest among the Atlantic provinces and said the crime rate in the province has risen 26 per cent in five years while staying flat nationally.

"This police-reported data supports what I've been hearing from New Brunswickers and what law enforcement agencies are reporting and seeing to us," Austin said.

But some of the numbers presented Thursday were impossible to compare with the past. 

New integrated units make difference, chief says

Woodstock police Chief Gary Forward, president of the New Brunswick Association of Chiefs of Police, said police have made 159 drug seizures and 328 drug-related arrests, and seized $808,000 in cash and 311 weapons, between April 1 and Dec. 1.

Forward said improved communication between police services working through the integrated units "is culminating into a better understanding of the activity that's taking place of a pervasive nature throughout our province."

He said there was no way to compare those numbers to 2021 because the work was done by new integrated drug enforcement units that did not exist last year. 

"This is a new initiative," he said, suggesting that it will be better to compare this year's figures to next year's when they are available.

The province added $4.3 million to its budget last year for the Safe Communities and Neighbourhoods program and to set up provincial crime reduction units focusing on what it calls "high-level drug crime."

Another $3.3 million was added this year to fund the integrated drug enforcement units that are aimed at mid-level and street-level crime.

Public relations exercise

Jacques LeBlanc, the Liberal Opposition public safety critic, called the news conference a public relations exercise and said the province should be doing more public health briefings on COVID-19 and respiratory viruses instead.

He said he didn't hear enough data to justify the new provincial jail the Higgs government plans for the Fredericton area. 

Austin confirmed the new jail is likely to end up being more expensive than the original $32 million because of inflation, though he said he did not have a final figure.

He said his department plans to expand mental health and addiction services available to inmates in all provincial jails.

"We don't want inmates going back out on the streets and committing the same crimes. So what can we do while they're in our custody to give them all the tools that they can have, so when they get out they can be productive citizens of society?"

Austin said crimes that are on the rise include property crimes, vehicle thefts and break-ins. At the same time, he said,  homicides, robberies and arsons are going down.

In 2021 the Higgs government forced out the head of the RCMP's J Division in New Brunswick, assistant commissioner Larry Tremblay, claiming he was unwilling to "drive significant change" in policing in the province.

Ted Flemming, the public safety minister at the time, said then that the province wanted more action on drug crime. "We want to declare war on these people."

Tremblay's successor, assistant commissioner DeAnna Hill, said Thursday she has toured the province to "absorb questions about dissatisfaction" with the RCMP.

"My focus has been on: what are we doing not as well as we should? What are we doing outstanding? What do I need to do for our membership? They are overworked and stressed." 

She and Austin both said people are satisfied with the RCMP officers they deal with, but feel there aren't enough of them.

Sirs and Madame,

We are certainly a well-mixed bunch of Canadians. Ambassador
Kergin was born in a Canadian military hospital in Bramshott, England,
on April 26th, 1942. At the time his father was likely in the Canadian
military fighting against the Axis Powers in Italy etc. Commissioner
Zaccardelli was born and raised in Italy until the age of seven when
he then moved to Canada with his family. He was free to do so because
of the sacrifice of our forefathers to free the world of fascists and
their efforts towards a New World Order of their own. Wayne Easter and
I were born to be free men of the Maritimes. Byway of his political
good fortune he has been appointed as the Solicitor General of Canada
to speak for all other Canadian Citizens even this little old scooter
tramp.

The funny part is Mr. Easter is not a lawyer and yet it is
perfectly acceptable for him to speak to Attorney General Ashcroft on
my behalf. On the other hand, Ashcroft has denied me the right to
speak on behalf of the interests of my own wife, my children and
myself in the USA. This has been done even though I have every right
to do so under her Durable Power of Attorney, my rights as a father
and the right to protect my own interests. If anyone should understand
me and speak up on my behalf it is Mr. Easter. The reason I send the
enclosed documents is because of his words as follows:

"The IBETs are but one example of the tremendous cooperation
between our two countries to keep our citizens safe and secure. Our
partnership has grown to become an international model of how two
countries can, and should work together on trans-border crime and
terrorism issues," said Mr. Easter.

Mr. Ashcroft and Mr. Easter also signed a Memorandum of Cooperation to
improve the method and speed of fingerprint data sharing between the
RCMP and the FBI. It builds on an agreement signed last December and
is a clear demonstration of the Smart Border Declaration's call for an
accord allowing the exchange of information between law enforcement
agencies in the two countries. " Obviously you know it all anyway.

Please find enclosed an exact copy of letters with all
enclosures except the copy of the wiretap tape sent yesterday to Mr.
Richardson of the FBI and The Carter Center. This is done to support
my allegations. If I disappear someone will bring a great deal of
evidence to the proper Canadian Authorities to aid in their search for
me.

All that I can say for now is thanks for nothing. I will go it
alone as usual. Did the person who called me back on November 19/03
really think that Ashcroft would let me use the payphone in Cuba in
order to call the Canadian Consulate for help? He also should learn a
little something about privacy before he tries to teach anything to
the newcomer in your office named Kim. I should not have to ask who
else is listening to our private conversation. He should tell me first
then ask my permission to include her. I am wondering if he is a
lawyer. It is better that I keep my own counsel if he is the best you
have to offer. Besides, I can't trust any authority and the RCMP in
particular. I have already written a great deal about why that is.

Where I go and why is nobody' business, as I said if perchance I
disappear, a friend of mine will see that you receive much evidence
for you all to investigate and make your inquiries as to my
whereabouts. Considering the Commissioner's stated expertise about the
mob he should well understand what the people are talking about on the
many tape recordings. At the very least I have now made you witnesses
to my pursuit of justice in the USA. If the Commissioner someday
doubts the recordings are genuine, perhaps he should call the people
recorded and ask them if they knew they were being recorded before he
calls me a liar. I am still pissed of about the RCMP calling me a
drug-dealing member of a bike gang. I swear, the next time a cop even
suggests that of me I will sue him and his little dog too and point at
the RCMP for starting that slander.

I had attempted to report the unwillingness of the RCMP to
investigate my matters to the so-called independent folks in BC only
to be informed that it would be the RCMP that would investigate their
own selves. Well, I have seen that before and I know for a fact that
won't wash. It appears that Commissioner Zaccardelli and I have
crossed paths before. He was the Officer in Charge of Criminal
Operations in New Brunswick from 1989 to 1993, was instrumental in
initiating and overseeing investigations during his time in J
Division. I was one of the people that he investigated. All
allegations made against me were false but that did not stop the RCMP
from recording their suspicions of me on all the police computer
networks. As a result I have been harassed many times over the years
and almost shot twice by trigger-happy Yankee cops.

The reason the RCMP were so diligent in trying to make me appear
like a bad dude was because they knew I was more than capable of
exposing some of their wrongs. Life is too short to battle big crooked
government officials and small town gossips, so I split. The Maritimes
is a very small place in a great big world but I do miss it alot
sometimes. Now that my new little family in the USA is under attack, I
had no choice but to make a stand. Now I must leave them in order to
protect them from foul play against me. When the FEDS down here
started acting poorly I had nowhere else to ask for help but from but
the Solicitor General of my native land. Turns out Mr. Easter is just
another politician. I will wager that I am more popular in many
circles on PEI than he is because I am not a double-talking
politician. There are many men employed by the Canadian government
that I have known for a long time that do know the truth I state.

I will have much to say in my book about cover-ups practiced by
the RCMP that I have known to exist in the Maritimes. If Mr. Easter
chooses to recall there are a few disgraceful happenings on PEI. The
RCMP actually enlisted my services to investigate, testify, and give
my expert opinion as to the cause of one man's demise. But when I
pointed my finger at a killer cop, the RCMP didn't like me anymore.
However the lawyer for the widow of the dead man wasn't long hiring me
to prove it and the RCMP were even quicker settling a civil lawsuit
out of court and the public view. I have my own ghosts to answer to
because if I had been more outspoken, maybe other people would not
died in similar circumstances after that time. If the Commissioner is
concerned about what the CBC has recently said about him and his
actions in New Brunswick he is going to find my words very upsetting.
I will be sending the Dudes at CTV some stuff shortly. Please view
their email to me last year and also proof of the fact that I had made
the CBC and Argeo Cellucci the US Ambassador to Canada well aware of
my concerns on July 16/02.

I have included four other documents in this letter. They are
rather telling things. One is my affidavit that I served upon the U.S.
Attorney in New Hampshire on March 31st 2003. Another is a Cinderella
Affidavit sold to me by the Carver Police Dept on July 16th 2003.
One day after I served the U. S. Attorney my affidavit, the Secret
Service were at my door investigating false allegations made against
me. The second document relates to events one day after I faxed and
mailed Attorney General Ashcroft. My wife and I were pulled out of a
line of cars by three cop cars and charged with speeding immediately
after leaving court. The first words out of the cop's mouth were a
joke about the conspiracy against me. After I easily beat him in
court, I demanded a copy of his Affidavit that was read to the court.
I was refused and was told I could get a copy of it from the cop shop
the next day. I later received a newly worded one with the wrong date
and the cop refused to sign it. Please notice that a speeding stop had
turned into a Secret Service stop. It is a classic example of a
Cinderella Affidavit smiliar to what the General Counsel to the Board
Of Bar Overseers Michael Fredrickson writes about. The really funny
part is that he taught at Mount Allison University when the
Commissioner and I were stomping around there area and he as fined by
the Ethic Commission for writing the book on the state's time and used
its resources. Please notice that the Secret Service is still
investigating me rather than Bank Fraud. The fact that the cops were
harassing us was no coincidence when you look what I filed in New
Hampshire the week before. In the third document you will see that the
very next day on my birthday two other cops tried to arrest me for no
reason whatsoever while I waited in court for a properly marked motion
to be heard in Norfolk Probate Court. Last week another cop came right
through a closed door without a warrant and without asking to enter in
an effort to hassle me. The instant I tried to give him some wiretap
tapes in front of a witness he couldn't run away fast enough just like
the two cops from Canton. I think they will leave me alone for awhile
until they come up with a new plan. In the fourth document you can
see that the Bulgers and Congressman Lynch know it all.

As I say in the enclosed documents I have now taken up bounty
hunting. I find it very interesting that I can find no record of what
happened after September 11th 2001. That day that it was reported that
some bones were found in Deerfield Nova Scotia. Did Ashcroft ask you
to quit looking? Would some please tell me the results of your
investigations in NS in order to aid in my search for Whitey Bulger.
My family needs the money so that I may hire many lawyers to sue many
other lawyers. I have already proved my point that they are all
crooks. It is for lawyers to waltz along behind with all the legal
crap that follows. I will fight fire with fire so to speak. Almost one
year ago I notified many Deans of Canadian Law Schools that I would be
looking to hire new lawyers yet tainted by the system. It appears that
they have ignored me. Now I will approach their students. Not all
lawyers are unethical. I judge it best to search for honest ones
amongst the youngest of us. After all it is their future that the old
crooks are messing with. In the "Mean" time I am going hunting alone.
Trust me I find it far more fun than arguing with liars that hold all
the cards within a corrupt system.

The last but far from least of the documents I have included is a
copy of my filing in New Hampshire US District Court on May 15th 2003
and related letters. Please notice that the clerk caused it to
disappear from the public record fraudulently claiming that I had
filed it on May 16th 2003. The other matters that Judge McAuliffe
refers to seem to have disappeared from the public record as well.

If you don't like my words or my pissed off attitude, sue me. I
Double Dog Dare you. It will just speed up my sincere effort to place
the shame where it belongs and that is upon all of you. I am emailing
this document around the world to prove what big media already knows.

Province acts on 'medieval villages' in northern Ontario after months of 'limited response'

Orders developers behind wilderness villages in Temiskaming to follow the rules

It has ordered the developers working in unincorporated townships to show they are following the rules by the end of the year.

More than a year after first hearing concerns about these off-grid communities popping up in the Temiskaming district, the Ministry of Municipal Affairs and Housing issued an information bulletin on Nov. 30.

It lays out existing laws and policies around planning, building, sewage disposal and water use that need to be followed in unorganized areas outside of municipal boundaries.

In a letter obtained by CBC, the ministry further requests specific information from the Boreal Forest Medieval Villages corporation that has so far developed four of these villages in the north, and gives the corporation until Dec. 30 to reply.

The letter states that previous requests for information from the province have received "limited response."

It asks for a description and inventory of the structures built on these properties, information about the number of composting toilets in use and the estimated daily sewage flows and evidence of permits for waste disposal. It also requests information on plans for drinking water and emergency services, especially considering the "primitive" roads into these properties.

The ministry is also looking for information about the legal relationship between the people who buy shares in each village, entitling them to a half-acre of land, and the corporation that actually owns the undivided property.

Requests for comment from the Boreal Forest Medieval Villages corporation were not returned. 

'This is happening all over Ontario'

"There are laws and policies in place and that they need to be followed," said Russell Evans, president of the Kenogami Watershed Ecological Alliance.

The group was formed after a medieval village was planned for undeveloped waterfront property on Kenogami Lake, across from Evans's home.

He and some neighbours actually tried to purchase the property earlier this year, pooling together $650,000 — about $25,000 more than what he says the village developers eventually paid for it. 

Evans said that since then, there has been some "friction" around the lake, with private roads leading to the property at times being blocked so would-be investors couldn't take a closer look.

He said he believes the ministry bulletin makes it clear that a multi-unit development would not be allowed on the waterfront property, but he would still like to see the province issue a minister's zoning order to close any potential loopholes.

"We will keep lobbying because this is happening all over Ontario," Evans said. "We will continue to make sure this never happens again."

Lois Perry, a councillor for Coleman Township and president of the Temiskaming Municipal Association, said she had a big smile when she heard the province was taking action, some 16 months after she first raised concerns.

"It started to get a little scary that they weren't listening. And lo and behold, they were," she said. "We will not drop it."

Perry said she hopes that the dozens of people who were interested in moving to these wilderness communities will still be able to come to the north.

"The north is always open to new development and more people; however, it has to be done the proper way," she said. 

"You know, the north isn't a playground that is open to everyone to just come up and abuse the resources."

MPP wonders how rules will be enforced

Tanner Demers and his partner bought seven shares in a village calling itself Swan Lake, on an old clearcut, not too far off Highway 11.

They moved from southern Ontario to Kirkland Lake a few years ago so they could start planning their dream home on the bush land they purchased for about $19,000.

"Ideally if the project pans out the way it was supposed to pan out, I would love to be able to raise a family up here. I would love to be able to do it in the bush. I mean, I don't know if that's going to be possible," the 27-year-old said.

"If this project pans out, this will be the best investment I've ever made. If it doesn't pan out, sure, I lose some money. The loss isn't that huge if we can't build residential homes there. I'm still going to go in and enjoy the property."

Demers said he hopes Swan Lake can be saved if he and his would-be neighbours plan it out properly. 

"I don't think anybody that's invested into the project is trying to dodge that. If we have to move forward with proper planning, we're happy to do that," he said. 

"So far I haven't been told that what we're doing is illegal, just that we have to provide information about how our project is running."

John Vanthof, the MPP for Timiskaming-Cochrane, said unincorporated areas in general have been "flying under the radar" of the provincial government for decades.

"I think it took everyone by surprise when the village concept reared its head; it took a while for the government to react," the veteran New Democrat MPP said.

"I don't fault the government for taking so long. I wish they would have acted sooner. But it's something we've never had to deal with before."

Vanthof said he does wonder how the province intends to enforce the rules spelled out in the bulletin in these somewhat remote unincorporated areas. The Ministry of Municipal Affairs did not answer that or other questions submitted by CBC.

"We have to make sure that we don't hurt people who live in unorganized who are actually trying to live by the law of the land in an attempt to stop those who aren't," he said.

"That's the quandary we are all facing."

New off-grid, low-cost villages are growing in the northern Ontario wilderness

Ontario government says it is monitoring new communities being built in the Temiskaming wilderness

"This is it. Chez me," said the 56-year-old, who recently moved from Toronto to become one of the first citizens of Swan Lake. 

That's the name given to a new community being built in the bush about a 40 minute drive north of the town of Kirkland Lake.

Standing on a hill overlooking an old logging clear cut, you can spot about a dozen trailers and other structures scattered over the landscape.

It's in an unincorporated township, so there are lower taxes, less building rules and fewer costs for someone wanting a home of their own. 

"Less than 30 grand for a house of your dreams. House of my dreams anyway," said Sule. 

He is busy getting ready for the first winter in his new home. The to-do list includes putting in all the windows and insulation, getting his stove installed, putting in a rain barrel, getting solar panels up on the roof and getting enough firewood cut to last him through the cool months.

Sule also has to figure out what he'll do for a refrigerator, shower and toilet. Right now he has to walk down the hill to use the "comfort station" the community put in after consulting with the local health unit. 

The board of directors for Swan Lake, who represent the dozens of investors who bought a share from the Boreal Forest Medieval Villages company entitling them to a half-acre site, declined an interview.

They and some of the other communities being built on undivided land in unorganized areas have been under fire from existing cities and towns in Temiskaming, who want to see the province bring in tighter regulations for this new type of development. 

"Our whole point is to walk lightly on the land, so go ahead and regulate us," said Sule, who figures that a half-dozen people might stay in Swan Lake over this winter. 

"What less can we do?"

Another one of these communities is being built on bush land on the shores of Long Lake, up stream from the existing village of Charlton, not far from New Liskeard.

It's being called Longview. Alex McMurray says he is one of the four permanent residents, as well as being president of  the Boreal Forest Off-Grid Association that represents the 92 investors. 

"I think there's a lot of misconception on what it will look like. Because I don't think it's going to progress quickly. Most of our members haven't actually been here," said McMurray.

"This concept that we're somehow a subdivision is just so far off the mark."

McMurray says while some buying into Longview are just looking for a summer campsite, for him, preparing to survive the "major environmental disasters or the wars that seem to be on the horizon" means having access to land.

He says so far the only permanent structure in the community is a building "related to waste management," adding he can't say more while in the midst of an environmental assessment ordered by the province. 

"We're not ever going to be a threat to the ecology or the local infrastructure or anything like that, because our goal is specifically to do things better and to improve exactly those systems," McMurray said. 

But Longview's neighbours are very concerned about what this new village could mean for the environment and local services.

"It sounds absolutely dreamy," said Sandra Parkin, the incoming reeve of Charlton-Dack, a municipality of about 300 people downstream from Longview. 

"But then when you start looking at the underlying issues, the effect that it's going to have on the local communities and on the lake... It's a real shame, because you want the north to grow, but it's got to be sustainable."

The current reeve, Merrill Bond, has been lobbying the provincial government to bring in new regulations for these communities, especially when it comes to protecting drinking water

"It's ridiculous. Why can you go to this border and you got a set of rules here and a totally different set of rules here? And I mean totally different," said Bond. 

"And our government from what I can see are turning their heads. You take four or five of them in a community, you're going to destroy everything around you."

So far the Ontario government isn't saying much about the so-called medieval villages, but says it is keeping an eye on them to make sure rules are being followed.

February 9th is unofficially recognized as Pizza Day, but we really don’t think anyone should wait to enjoy this beloved dish that has evolved to include flavour combinations from nearly every global cuisine. We encourage everyone to make tonight pizza night! If you don’t feel like cooking, it’s the perfect excuse to order takeout or delivery while supporting a local Ontario business.

In honour of this day, we caught up with Tanner Demers, Pizza Chef, to learn more about the finer points of the pizza-making art.

 

Tanner is a baker and chef who found his way to pizza-making as a kind of “common ground” between the two disciplines, and now he’s hooked. After culinary training in Montreal, QC, he moved to Guelph to get started in the pizza business before his career led him to Cowabunga in Hamilton, Ontario. “I’ll stay with pizza forever. I understand it fully. Pizza is the same as creating a dish, but you put it on dough. To a pizza maker, the dough is a canvas. It’s not about traditional tomato sauce and cheese.”

 

Taking stock of Hamilton’s growing ‘pizza scene’, Demers feels it’s diverse and innovative enough to warrant its own food tour. “We have everything from classic, to Detroit-style pizza with a tiki bar. Elevated pizzerias are doing completely different things and we’ve learned that there’s no ‘pizza type’ when it comes to customers. Everyone is coming through the door.” CowaBunga does about 250 American and neapolitan-style pizzas a day, selling out days in advance.

 

A true disciple, Demers has a palpable passion for all aspects of the craft. “Great pizza is about quality ingredients, and staff who are passionate about pizza making and who understand the science of making pizza. Every time you change something - the temperature, for example. If you change the temperature, you have to change the ingredients. You have to balance the ingredients with the cooking style. I try as hard as I can to frequent local markets or find local suppliers. All of my flour comes from K2. I just started diving into cheese making with rennet-free, natural cheeses as well as yogurt and kefir. Most people just mix a dough, stretch it right away and make the pizza. There's a lot of science behind it.”

 

While he’s happy in Hamilton for now, he recently purchased land near Kirkland Lake, ON within an off-grid community and plans to open his own northern mobile pizza business someday. “I have a passion for it, and I don’t ever see myself getting bored. It’s an endless dish.”

 

Tanner’s advice for home pizza makers is to stick to the same dough recipe every time and perfect it. “It's not about the dough recipe - most are very similar - it's about the timing - when the dough is supposed to be used. It's a process of repetitive trial and error, until you get it just right.”

 

Tanner’s go-to pizza is pesto Margherita, but for the more adventurous folks, we’re sharing some of our favourite, unique tastes and textures to adorn your daily pie. There are no ‘wrong’ pizzas, so why not explore a mix of new and classic Ontario cheeses paired with different ingredients destined to become part of your regular order.
