Jagmeet Singh's outreach has been about thwarting violence, not stoking it

These spaces are exactly where Singh's message needs to be heard

NDP leader Jagmeet Singh's presence at various rallies has been scrutinized and condemned. What it hasn't been, really, is understood.

I met Jagmeet Singh when I was in Grade 8. He was president of the Sikh Students Association at Western University, and I was attending a function he had organized for young people at the local gurdwara, where Sikhs go to worship.

He quickly became a mentor. We used to play basketball together, he would cook me dinner and, a couple years later, he even helped me with my biology homework. His political journey is one that I've joined him on in the past — most recently, as the communications director on his leadership campaign.

 But the greatest kindness he did for me was helping me deal with the trauma of the 1984 Sikh genocide.



Grappling with trauma 


In my formative years, I was so affected by the events surrounding 1984 that I couldn't sleep. I did not experience the events of 1984 directly, but its horror was always present.

The 1984 Sikh genocide started with the Indian government's imposition of harmful social and economic policies in Punjab. It quickly turned into horror, where thousands of Sikhs were disappeared and extrajudicially murdered. Some were secretly cremated by the police and many more were burned alive in government-planned massacres.

I was fortunate that much of my family escaped the violence. Many had already settled in Canada and the rest were living in Kashmir, dealing with another set of human rights violations. But as a child, I still wondered things no child should have to wonder: Would someone try to hurt me, too? Was my family safe? Could it happen here, in Canada?
My experience was not isolated. Many young Sikhs like me grew up in a climate of fear, even in the relative calm of Canada. We were taught to repress our pain, not to speak about 1984, about the genocide, because "you don't know who's listening." Even in Canada, it wasn't uncommon for vocal human rights advocates to hear that members of their family had been picked up, tortured and "disappeared" by state security forces in India.

The children of my generation got the message: don't be too vocal about human rights, or you'll pay a price. Or your loved ones will.

Jagmeet Singh taught me how to channel that pain and turn it into something positive. Instead of avoiding it, he talked to me — and so many others — openly and honestly about the 1984 Sikh genocide. About how it was okay to feel enraged, and helpless. And about how the first step toward healing was to turn that rage into something positive for our community, lest we perpetuate the cycle of violence. For me, that path led to law school and graduate studies in conflict, law and transitional justice. It could have gone another way.

Self-determination


Canada opened its arms to Sikhs when the community was vulnerable, and Sikh Canadians are forever thankful. They are politically engaged and patriotic. Canada offered them safety and the freedom to talk about human rights and self-determination. All Sikh Canadians want is for India to be as good to them as Canada has.

Here's another thing that seems to be missing in discussion of this issue: "self-determination" doesn't mean violent separation. It doesn't even necessarily mean the creation of a new state. It means the right of the Sikh community in India to determine their own future. It's a right shared by all peoples, from Quebec to Catalonia. It's a right so important that it is enshrined in the very first article of the United Nations Charter.

That brings me back to the news of today, and the controversy over Singh's attendance at a procession in San Francisco in 2015. First off, Singh understands that the photos of Jarnail Singh Bhindranwale, which were present there, mean different things to different people; that for many victims of genocide, they are a marker of pain and an unavoidable symbol of survival — similar, in some ways, to how iconic images of Malcolm X and Che Guevara have become emblematic of resilience for many others.

Singh wasn't there because he is an extremist or because he supports violence; he has expressly condemned political violence in statements over the last few days. Rather, he was there because he knows his words can make a difference in those spaces. He understands that these events may be the last occasions where he can help young Sikhs find a positive outlet for their pain, before they are consumed by it. It is telling that most media coverage hasn't criticized what Singh said, but only the forum in which he said it.

These spaces are exactly where Singh's message needs to be heard. If he can connect with a single young person in one of those audiences, the way he connected with me, and make that person understand that things can be okay, then he doesn't deserve our condemnation. He deserves our praise.

It looks more and more like the PC leader is an empty vessel willing
to play the role of right-wing zealot in Ottawa and social liberal at
Queen’s Park



He says he’s a political pragmatist. But in reality, he’s more an
empty vessel willing to play the role of right-wing zealot in Ottawa
and social liberal at Queen’s Park. I can’t think of a past PC premier
who’s won with that strategy.

TORONTO - PC leadership candidate Patrick Brown got a huge boost to
his campaign from two prominent Conservative power-brokers Thursday.

Postmedia CEO Paul Godfrey and Derek Burney, former ambassador to the
U.S., former chief of staff to Prime Minister Brian Mulroney and key
adviser to Prime Minister Stephen Harper, held a news conference in
support of Brown.

What was most evident was their frustration with the provincial party
and the way it’s alienated so many groups — unions, teachers, public
servants.

“This party in the past number of years has picked fights with labour,
which aren’t necessary,” Godfrey told reporters.

“You can sit down and talk to them. You can differ with them. You can
agree with them, but the fact is you have to talk to them,” he said.
That struck me as remarkably sage advice.

Of course, there are those who’ll suggest I’m saying that because
Godfrey will soon become my boss, once Postmedia completes its
purchase of Sun Media.

To that I say I’m way too old to kiss butt to keep my job.

Judging from the reaction from other reporters, I’m guessing that’s
not the case at other newspapers.

Some reporters, apparently, were surprised to discover that (a)
Godfrey is a Conservative and (b) newspaper owners decide editorial
policy.

Reporters wanted to know if Godfrey’s support of Brown meant the
newspaper chain would be echoing that support. That’s a fair question.

But for the Toronto Star to suggest that Godfrey is meddling in
politics is a bit like the Archbishop of Canterbury complaining that
the Pope is meddling in religion.

All newspapers have their political viewpoints — views generally
moulded by their owners.

When was the last time the Star supported a Conservative?

Frankly, I’m shocked, shocked. Who knew Paul Godfrey was a Conservative?

He told reporters he’d been a member of the party all his adult life.

Anyone who suggests they’re just finding this out now is either
deluded or naive.

I worked for Godfrey when I was City Hall columnist and when I first
came to Queen’s Park. He never once called me to tell me what to
write.

Did he influence the choice of which political parties we backed
editorially in elections, or who we supported editorially for mayor? I
expect so, much as I’d expect the owners of the Star, Globe and Post
to do the same thing.

The Post runs columns from writers with views right across the
political spectrum and

Burney has been known to savage Harper in his column in the Globe.

Look, the PC Party in Ontario is in a grave state of disrepair.

It needs all the help it can muster to rejuvenate and regenerate and
to get back to the grassroots party members say they’re looking for —
but never actually seem to be able to find.

Godfrey is being open and upfront in his support for Brown. He could
easily have simply pulled strings behind the scene.

Better still, Godfrey and Burney gave the Tories sound advice. It’s
high time someone talked turkey to this party that screws up at every
election. The PCs were down to a membership of 10,000 and before this
campaign were on life support.

They should be glad of any help they can get.

“We’ve had a select few at Queen’s Park dictate party policy,” Brown
said, and vowed to open up party decision making.

His main opponent, Christine Elliott, says the campaign is far from
over and won’t be until the convention May 9.

“We’re doing well in our membership totals,” she told reporters.

She has good support right across all 107 ridings and will be
travelling across the province to shore up that support, she said.

“I’m not going to stop until it’s voting day,” she said. Elliott also
confirmed that no matter the outcome, she’ll stick around as an MPP
and run in the next election.

At least Godfrey’s finally injected some news into what has until now
been a dreary campaign.

For that, reporters from all news outlets are eternally grateful.

Patrick Brown will resign from his seat in Parliament this week, as he
begins shifting his focus to the provincial legislature.

Brown won the leadership of the Ontario PC Party on Saturday, besting
the veteran MPP Christine Elliott in the contest for the job.

The CBC's Mike Crawley reported Sunday that Brown will formally resign
from his federal seat Wednesday after Question Period.

Brown has represented the riding of Barrie since he was first elected
to Parliament in January 2006. He was re-elected two more times as the
MP.

The new PC leader has yet to say when he'll try to win a seat in the
Ontario legislature.

The interim Public Sector Integrity Commissioner refused to appear at
OGGO today, what a lack of transparency from the government!

Lets just say say I downloaded and saved then watched these webcasts
several times with great interest after I watched the webcast of April
28th. After my recent conversations with the OGGO clerk and several
others I suspect that you all know why by now.

Pierre Karl Péladeau is kicking off his Parti Québécois leadership
campaign Sunday afternoon in his riding of St-Jérôme, Que.

Péladeau, also known as PKP, joins five other candidates vying for the
PQ’s top job.

■Parti Québécois will have new leader in May 2015
■Pierre Karl Péladeau will run for Parti Québécois leadership

Péladeau announced his intention to run on Thursday at the University
of Montreal, after much speculation and back-and-forth on whether he
would take the leap.

The other candidates who have signed up to run are sitting MNAs
Alexandre Cloutier, Bernard Drainville, Jean-François Lisée and
Martine Ouellet, and labour rights activist Pierre Céré.

However, recent polls have put Péladeau far ahead of his opponents.

Also the majority shareholder of major media corporation Québecor,
Péladeau has a number of notable PQ members on his side, including
former premier Bernard Landry and 18 former PQ MNAs and ministers.

Péladeau said on Thursday that he wants to be a unifying leader and
that his focus is on sovereignty for Quebec.

Leadership hopefuls have until Jan. 30 to toss their hats into the ring.

The PQ’s membership will vote for the new leader in May 2015.

The Premier of Quebec, François Legault, expressed his surprise that
Canada had decided to deny permission for a visit to the country by
exiled Catalan president, Carles Puigdemont, which was to include a
visit to the National Assembly of Quebec. Puigdemont had been invited
to the country by Maxime Laporte, president of leading Quebec cultural
organization the Société Saint-Jean-Batiste de Montreal (SSJB).
However, the Canadian authorities revoked the travel permission he had
been granted just one day before the scheduled departure date.

For this reason, Legault told media, he intends to ask Canadian prime
minister Justin Trudeau for an explanation of the country's veto of
Carles Puigdemont. "I don't understand the federal government's
decision. I'm baffled. I would like Justin Trudeau's government to
explain its decision," he said. "At present it appears that it
shouldn't be rejected," he added.

So far, the Canadian government has given no explanation for annulling
the travel permission it had previously granted to the Catalan
pro-independence politician. Lawyer Gonzalo Boye in conjunction with
Canadian attorney Stéphane Handfield is preparing an appeal to be
presented to the Canadian courts.

On October 4th, 2017, the Quebec National Assembly unanimously passed
a motion deploring "the authoritarian attitude of the Spanish
government that caused acts of violence during the referendum on the
independence of Catalonia."

Carles Puigdemont, the president who led Catalonia to the 2017
independence referendum and its subsequent declaration of
independence, has been in exile in Belgium since October 2017.
Attempts by Spain to seek his extradition failed after a German court
rejected the rebellion charge that Spanish justice had laid against
him, and he is now free in Europe, and only wanted in the Kingdom of
Spain.

provinces and the Canadian government via Immigration, Refugees and

permanent residency through provincial nominee programs; however, IRCC

MONTREAL -- The exiled former president of Spain's Catalonia region is
fighting a Canadian government decision to refuse him entry into the
country to attend an event hosted by a Quebec nationalist group.

Carles Puigdemont, who fled Spain in 2017 to avoid prosecution after
his regional government held an unauthorized referendum on
independence, has hired Montreal immigration lawyer Stephane Handfield
to plead his case.

Handfield filed a motion Monday in Federal Court seeking judicial
review of the Immigration Department decision.

He said the Catalan separatist, who lives in exile in Belgium,
received an Electronic Travel Authorization from Canada. But on March
31, two days before his scheduled arrival in Quebec, the government
revoked the permit without giving a reason, Handfield said.

"It's as if we're saying he is undesirable in Canada," Handfield said
in an interview. "That he is akin to a terrorist or a member of
organized crime."

Maxime Laporte, president of the Societe Saint-Jean-Baptiste, the
nationalist group that had invited Puigdemont, accused the federal
government of denying Quebecers the right to hear the Catalan
separatist politician's "liberating speech."

Mathieu Genest, spokesman for Immigration Minister Ahmed Hussen, said
in an email that the government cannot comment on specific cases.

But he said reasons that someone can be found to be inadmissible to
Canada include "criminality, having a serious health problem (and)
having lied in their application or during an interview."

The news Monday that Puigdemont had been denied entry into Canada was
criticized by sovereigntist political parties in Quebec as well as by
the federal New Democrats.

NDP Leader Jagmeet Singh told reporters in Ottawa he saw no reason why
Puigdemont wouldn't be allowed into Canada. "It's worrying," he said.
Parti Quebecois deputy leader Veronique Hivon called the decision
unacceptable.

Handfield's motion asks the Federal Court to review the decision to
"cancel the Electronic Travel Authorization" of his client. The lawyer
said he is seeking a written response from the federal government
outlining its motives for refusing Puigdemont entry into Canada.

The former Catalan president is considered a fugitive by the Spanish
government. The 2017 referendum led to an independence declaration,
but no action was taken to implement it, and no countries recognized
the new Catalan republic.

A little less than half of voters in the region of 7.5 million support
pro-independence parties, results of the last regional election show.

Also on Monday, Spanish political party officials said the country's
Electoral Board has ruled that Puigdemont and two other Catalan
separatists who fled abroad to escape arrest can't stand as candidates
in next month's European Parliament elections.

The former president of Catalonia, Carles Puigdemont, has been
prevented from travelling to Canada for a series of events in Quebec
sponsored by the nationalist St. Jean Baptiste Society.

Mr. Puigdemont has been living in exile in Waterloo, Belgium, since
October, 2017, when he fled Barcelona along with a group of cabinet
ministers in the wake of a failed attempt to declare the region
independent. They are wanted in Spain on charges of rebellion,
sedition and using public funds to hold a referendum on independence
that Madrid said was illegal. Spain has tried to extradite Mr.
Puigdemont twice without success and it has now withdrawn a European
arrest warrant. However, he faces immediate arrest if he returns to
the country.

The ex-president had been invited by the St. Jean Baptiste Society for
a four-day visit to Quebec starting on April 2. He was slated to hold
meetings with Members of the National Assembly and attend several
events at universities and community organizations across the
province. He applied for an electronic travel authorization (ETA) at
the end of March and was promptly approved by Canadian immigration
officials. However, the ETA was revoked on April 1 without an
explanation and Mr. Puigdemont had to cancel his plane ticket.

Canada requires ETAs for travellers from countries such as Spain that
are visa-exempt, which means visitors don’t need a visa to come to
Canada. It’s usually a straight-forward online process that takes a
few minutes to complete and the ETA is valid for seven years.
Applicants are asked a few questions about their health, criminal
background and travel plans.

“We don’t understand that decision,” said Gonzalo Boye, a Madrid-based
lawyer who represents Mr. Puigdemont. “Especially coming from a
country that is so friendly with and so understandable with the
situation of Catalonia.” Mr. Boye added that Mr. Puigdemont has hired
Montreal lawyer Stéphane Handfield to challenge the decision.

St. Jean Baptiste Society president Maxime Laporte said in a statement
that “It was absolutely shameful that Canada has once again been
complicit to Spanish authoritarianism.” He called on the federal
government to reverse the decision and added that Ottawa “had no
authority, and no legitimacy, to refuse Quebeckers the right to warmly
invite international leaders that inspire them.”

Mathieu Genest, a spokesman for immigration minister Ahmed Hussen,
said he could not comment on specific cases. But he said “reasons
someone can be found to be inadmissible [by a visa officer] include
criminality, having a serious health problem, having lied in their
application or during an interview.” The applicant is sent a letter
outlining why the ETA was refused, he added, and the traveller can
supply additional information to clear up the issues.

In a recent interview with The Globe and Mail at his home in Waterloo,
Mr. Puigdemont praised Quebec separatists and said he hoped to visit
the province one day as an independent country. “There has been for a
long time a great sympathy and friendship between the sovereignty
movement in Catalonia and the sovereignty movement in Quebec,” Mr.
Puigdemont said. “And especially now we have received the support of
the independence movement in Quebec. We would like to thank them
enormously.” He also praised the Canadian government for allowing two
referendums on Quebec sovereignty. Canada “shows us that there is a
democratic way of recognizing each other and how to respect the
result.”

Mr. Boye said Mr. Puigdemont will reschedule the trip if the ETA is
granted. “There are no hard feelings,” he said. “We cannot blame a
country for something that a civil servant has done.”

Mr. Puigdemont got more bad news on Monday when Spain’s electoral
commission barred him and two other exiled cabinet ministers from
running for election to the European Parliament next month. The board
said Mr. Puigdemont and the others couldn’t become members of the
European Parliament from Spain because they were not registered as
Spanish citizens living abroad. Mr. Boye said Mr. Puigdemont will
challenge the ruling.

The decision came a day after elections in Spain that left the
Socialists with the most seats in parliament but needing the support
of other parties to form a government.

The Canadian government blocked a visit by Carles Puigdemont days
before the former Catalan president was to travel to the country at
the invitation of a group advocating Quebec independence, his lawyer
said on Monday.

Puigdemont had been scheduled to speak in Quebec earlier this month on
his experiences as a leader of the Catalonian independence movement –
including his spearheading of the region’s 2017 unilateral referendum
on separation from Spain. His schedule was to include a visit to the
province’s national assembly.

Carles Puigdemont to be excluded from European elections

But days before he was due to land in Montreal on 2 April, the
Canadian government revoked Puigdemont’s electronic travel
authorization (ETA), a document issued to those traveling from
countries from which Canada does not have visa requirements.

Enacted in 2016, the ETA program was designed in part to weed out
potential security threats.

Puigdemont is wanted by the Spanish authorities over the role his
government played in trying to break away from the rest of the country
in 2017.

 “This guy is not a criminal or a member of a terrorist group. He was
the democratically elected president of Catalonia, who happened to
have organized a referendum like we’ve had here in Quebec,” said
Stéphane Handfield, Puigdemont’s lawyer. On Monday, Handfield filed a
motion in federal court contesting the cancellation of Puigdemont’s
ETA.

A spokesperson for Immigration, Refugees and Citizenship Canada said
the ministry would not comment on individual cases. “Applicants are
asked a series of question on issues including health and criminal
history. On occasion if the department becomes aware of information
that is inconsistent with that provided by the applicant, it will
cancel the ETA,” the spokesperson said. “It is not a political
process.”

Nevertheless, Quebec sovereignty is a touchy issue for the Canadian
government. The province has often elected the separatist Parti
Québécois party, which held referendums on sovereignty in 1980 and
1995. Though the PQ lost both, separatism remains a going concern;
nearly a quarter of Québécois still consider themselves
“sovereignists”, according to a recent poll.

Many among them still despise former prime minister Pierre Trudeau for
his staunch anti-separatist stance, and have about as much regard for
his son, the current prime minister, Justin Trudeau.

“By blocking the democratically elected president of Catalonia, Canada
is showing how it is hostile to Quebec’s right of self-determination,”
said Maxime Laporte, president of the Société Saint-Jean-Baptiste, the
pro-sovereignty group that invited Puigdemont to speak. “In Quebec’s
name, the Canadian government is telling us who is welcome and who
isn’t.”

In recent years, Quebec’s independence movement has suffered the
ravages of old age and apathy, but the travel ban prompted some to ask
if the Canadian government had unwittingly helped the cause. “If they
had just let him in, there would have been far less reaction,”
Handfield says. “I think the government is now wishing it hadn’t done
this.”

Puigdemont was president of Catalonia from January 2016 to October
2017, but fled to Belgium after the Madrid government responded to his
administration’s declaration of independence by sacking him and taking
control of the region.
Other members of his government – including his vice-president, Oriol
Junqueras – stayed behind and are now on trial at the supreme court in
Madrid.

In July last year, a Spanish judge dropped the international arrest
warrants for Puigdemont and other fugitive members of his government.

The dropping of the international warrant means Puigdemont and five
former colleagues – currently in Belgium, Scotland and Switzerland –
no longer face extradition proceedings. But domestic warrants remain
in force, meaning the six will be arrested should they return to
Spain.

It emerged on Monday that Puigdemont and two of his former ministers
are to be excluded from standing in next month’s European elections
after Spain’s central electoral board upheld an appeal from two
rightwing parties.
