Senate bill would make feds responsible for Chignecto Isthmus work
Cost to protect strip of land linking N.B. and N.S. estimated at $650 million
New Brunswick Sen. Jim Quinn says he introduced the Chignecto Isthmus Dykeland System Act to draw attention to the issue after years of discussion about how to protect the Chignecto Isthmus.
"We have to look to see what is the right thing to do and how do we get it underway as soon as possible so that we don't run into situations that could be disastrous," Quinn said in an interview Tuesday morning before the bill was introduced.
The isthmus is a low-lying strip of land with a rail line, highway, fibre optic line, and power lines protected by dikes built centuries ago. An estimated $35 billion in trade each year crosses the isthmus, which studies have said is at risk of flooding and halting that trade.
A report released last year looked at three options to protect the isthmus, with the options costing tens of millions of dollars. This year, the New Brunswick government said the estimated cost is now closer to $650 million.
The bill would invoke section 92(10) of the Constitution, which allows the federal government to take jurisdiction of undertakings that are in the national interest.
It's something Quinn said was done in 2014 when the federal government paid for a new Champlain Bridge in Montreal, as well as a new international bridge in Windsor to the United States.
"There's no doubt that the road and rail and communication infrastructure that flows through the isthmus is definitely in the general interest of Canada," Quinn said.
'Key transportation logistics point,' says Quinn
Quinn said he's interested in the issue in part because of his previous job as CEO of Port Saint John and the impact of trade on the broader economy.
"It's a key transportation logistics point for our Canadian economy," Quinn said of the isthmus.
"There's been discussions for decades on this issue. And I kind of thought, well, enough discussion. There's time now to raise this so that it's more in the eyes of the federal government."

The provinces and federal government have publicly squabbled about who should pay for the work.
The federal government has offered to pay for half of the work, while the provinces argue the federal government should cover the full cost.
The two provinces reluctantly submitted an application for funding this summer for federal funding while also asking Nova Scotia's Appeal Court to rule on whether Ottawa has exclusive responsibility to maintain the dikes and other structures.
New Brunswick Premier Blaine Higgs was asked about the bill during a news conference on an unrelated topic Tuesday morning. Higgs said there are past examples where the federal government has paid the full cost.
"So I think that Sen. Quinn has a very valid argument to make," Higgs said.
The bill goes for second reading in the Senate Thursday. Quinn said he hopes it will be sent to a committee for further discussion. However, he said he knows it won't be easy to get the bill passed.
"Hopefully we'll move forward and it will have a measure of success that will allow this thing to be addressed," Quinn said.
Storm anxiety
In the border town of Tantramar, Mayor Andrew Black welcomes the bill particularly after post-tropical storm Lee put the risk back in the spotlight.
"It seems like every big storm that comes our way, people get more and more anxious," Black said in an interview. "You know, is this going to be the storm that cuts us off from Nova Scotia?"
Community leaders have feared a storm coming up the Bay of Fundy at high tide would cause the dikes to fail, cutting off Nova Scotia.
Black said they were fortunate the conditions weren't right with Lee.
Quinn puts it more bluntly.
"We dodged a bullet yet again," he said.

Obviously this issue is clearly a federal responsibility (regardless of the political stripe in power), and would be a non-issue if it was a main link between Ontario and Quebec.
The Trudeau government, has usual, has chosen to make it political and impose their own edict from the Ottawa throne (the sunny ways myth continues).
Dominic LeBlanc, as usual, is doing nothing for the province he supposedly represents.

The line was drawn by the Crown across the Chignecto Isthmus in 1784 creating New Brunswick yet we still don't have a Constitution to this very day. We must rely on amending the Federal Charter to make changes such as creating a Language Commissioner etc. Hence IMHO everything involving New Brunswick is a Federal issue whether Dominic LeBlanc and his cohorts like it or not

A New Brunswick has donated land to the Nature Conservancy to help promote cross-border moose mating.
The Nature Conservancy of Canada has received 316 hectares of private land from a former top diplomat to promote cross-border moose love along the Nova Scotia-New Brunswick boundary.
The land conservation organization has been attempting to assemble a corridor of land on the Chignecto Isthmus between the two provinces as part of its so-called Moose Sex Project.
Derek Burney, former Canadian ambassador to the United States and chief of staff to Brian Mulroney when he was prime minister, said when he heard of the project he was amused and inspired.

James Quinn (born January 25, 1957) is a Canadian Senator from New Brunswick. He was appointed to the Senate of Canada on June 22, 2021, by Governor General Richard Wagner on the advice of prime minister Justin Trudeau.[1]Quinn was previously the president and CEO of Saint John Port Authority. Quinn brought over 30 years of experience in the marine and public sectors to Port Saint John where he began his career on Coast Guard (CG) ships and oil tanker ships in 1973. In 1981 he rejoined the CG and in 1982, he moved to the CG headquarters in Ottawa where he was promoted to leadership positions including Regional Director of the Central and Arctic Region and Director General, Marine Programs.
After 23 years with the Coast Guard, Quinn joined the Privy Council Office’s Machinery of Government Secretariat and Social Development Policy Secretariat as a Senior Advisor. In 2002, he joined Indian and Northern Affairs Canada as Director General of Lands and was promoted through several leadership positions culminating in the Chief Financial Officer/Assistant Deputy Minister role. Quinn also held the position of Chief Financial Officer at the Canadian International Development Agency before leaving government to work at Port Saint John.
Quinn is a graduate of Dalhousie University (BSc) and holds the professional designation of Certified Management Accountant (CMA) – Certified Public Accountant (CPA). He also serves as Honorary Lieutenant Colonel for the 3rd Field Artillery Regiment (The Loyal Company), 5th division army.
