As a retired service member who is worried re how veterans are cared for when injured while in service, I tend to look more to the idea of a pension for life over a one-time payout. If a Nation wants young men & women to do the Nation's bidding around the globe then there must be some assurance that the Nation will care enough for those serving to look after them over a lifetime should they be injured.
Canada currently relies on a volunteer force. The volunteers who are injured return to a community once released due to injuries. It is from communities that Canada gets its volunteers. Volunteers poorly treated by a Nation & struggling to get by in a community does not help the Nation maintain a proper strength in personnel. A life time pension shows that a Nation respects the volunteer.

This is not what Trudeau pledged in the 2015 election campaign. Time and again during the election campaign he promised to return to the Pension Act of 1919 and abolish the New Veterans Charter that was brought in by Paul Martins Liberal government in 2005. He met with veterans groups, held press conferences and even held one in Belleville in Aug 2015 flanked by every liberal candidate who had military service and many retired military members who had been invited and he swore the NVC would be no more and the Pension Act would be restored, he swore he would never fight veterans in court. He lied, the NVC remains and he immediately, once elected, continued fighting the veterans in court. This is a carrot, a method of damage control as he's been savaged in the media and by veterans groups for his lies and his callous remarks to a Afghanistan veteran who lost a leg that "he was asking for too much". Veterans will not be swayed, this does not hold water and they will continue to fight for the restoration of lifetime disability pensions as was promised.

Veterans alleged deductions violated their charter rights
Ottawa has agreed to pay $100 million to settle a four-year legal battle with disabled veterans who had launched a class-action lawsuit after some of their financial benefits were clawed back.
The settlement, which must still be approved by the Federal Court, would provide more than 12,000 of veterans with payments of between $2,000 and $50,000 depending on when they served and the severity of their disabilities.
It is the latest in what could be a string of such settlements as the Liberals have indicated that they plan to resolve several other class actions brought forward by current and retired military personnel.
"I believe the proposed settlement is fair and provides both sides with needed closure," Veterans Affairs Minister Seamus O'Regan said in a statement announcing the agreement in principle.
"Now that this matter may soon be behind us, the government of Canada will continue working to better serve veterans and their families. I believe this decision shows that we intend to ensure that veterans in Canada are better off now than they were before."
The lawsuit was launched in 2014 after the federal government clawed back financial assistance from thousands of low-income veterans because they were also receiving disability pensions for injuries sustained while in uniform.
The veterans alleged that the deductions, which took place between April 2006 and May 2012, violated their charter rights by discriminating against them because they were disabled.
A Federal Court hearing is scheduled for December, where the government and lawyers representing the veterans are expected to ask for the settlement to be approved.
The settlement represents the latest win for veterans and military personnel after several previous proposed class-action lawsuits were similarly resolved before reaching trial, most notably an $887-million agreement in 2013 for military pension clawbacks.
The Liberals also ordered government lawyers in February to launch settlement talks for three proposed class-action lawsuits filed by former Canadian Forces members who say they experienced harassment and discrimination while in uniform.
Yet the community also suffered a devastating loss last month when the Supreme Court opted not to hear an appeal brought by a group of disabled veterans called the Equitas Society, who were fighting the Liberals to bring back lifelong disability pensions.
Those pensions were abolished in 2006 and replaced by a lump-sum payment and career-training assistance, much to the chagrin of the Equitas members and other veterans, who said it provided significantly less financial compensation than the old system.
The Liberals have promised their own pension plan, which comes into effect next year, but the Equitas members and others have complained that it also falls far short.

John graduated from the Royal Military College with an Engineering
Degree in 1965. A coveted Rhodes Scholarship took him to Oxford
University until 1967. He then spent 28 years in the Canadian Forces
retiring in 1995 as the Senior Serving Canadian Military Engineer. He
remained in the Department of National Defence as the Assistant Deputy
Minister Infrastructure and Environment until 1998. At which time he
became the Commissioner of the Canadian Coast Guard in the Department
of Fisheries and Oceans.
In 2005 he was named the Associate Deputy Minister of National Defence
and assumed responsibility for the Communications Security
Establishment where he remained until he was named the Skelton-Clark
Fellow at Queen’s University on 1 Feb 2012. He concluded his
fellowship in April 2013 but will remain associated with Queen’s as an
Adjunct Professor in the School of Policy Studies. He is now the owner
of the “John L Adams Group”

"The lawsuit was filed in fall 2012 by the group that claims the New
Veterans Charter is unconstitutional and violates the Charter of
Rights and Freedoms. It was approved by a unanimous vote of Parliament
in 2006 and amended in 2011 as a result of public outcry.
Current and former Canadian Forces members are appalled that the
lifetime disability pension for disabled soldiers has been replaced by
lump-sum payments.
Inside court, government lawyer Paul Vickery told a three-judge panel
the appeal was necessary because the soldiers’ claims could negatively
impact fundamental democratic principles.
He told court that while the government readily acknowledges the great
value and sacrifice of the soldiers, Parliament is the “only
appropriate forum” for resolving the claims made in the lawsuit.
“The appeal which the attorney general brings before you is not
brought out of any lack of appreciation of those services,” Vickery
said.
A second federal lawyer then attacked the plaintiffs’ main argument
that they deserve benefits in line with the previous regime, the
Pension Act, based on historical promises. He did not dispute that the
new scheme is “less generous.”

As your attachment sent today refers from Premier Graham, our position
is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.
As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada and
the US. These issues do not fall into the purvue of Detachment
policing in Petitcodiac, NB.
It was indeed an interesting and informative conversation we had on

Biography
On September 17, 2013, Anita Biguzs was appointed Deputy Minister of
Citizenship and Immigration Canada. Prior to this appointment, Ms.
Biguzs was Associate Deputy Minister of Citizenship and Immigration
Canada and Associate Deputy Minister of Transport, Communities and
Infrastructure from June 2010 to June 2013.
Ms. Biguzs served as Associate Secretary of the Treasury Board
Secretariat (TBS) from January 2009 to June 2012 where she was
responsible for the provision of strategic advice and support on the
management of the government’s resources and oversight of the
financial management functions in departments and agencies.
Before joining TBS, Ms. Biguzs held numerous senior management
positions in various federal departments and central agencies
including Assistant Secretary of the Operations Secretariat supporting
the Cabinet Committee on Operations and Director of Operations in the
Economic and Regional Development Policy Secretariat of the Privy
Council Office, Executive Director in the Social and Cultural Policy
Sector of the Treasury Board Secretariat, Director General for
Multiculturalism and Human Rights in the Department of Canadian
Heritage, and senior positions in policy and international affairs in
the Department of Health and Welfare. In addition, she spent a
two-year executive interchange assignment in the pharmaceutical

Tech giant exempted from new rules for finding Canadians to fill jobs

The federal government has granted an exemption to Microsoft Canada
that will allow the company to bring in an unspecified number of
temporary foreign workers to British Columbia as trainees without
first looking for Canadians to fill the jobs.
A notice posted on the Citizenship and Immigration Canada website says
foreign workers will receive specialized training in a new human
resources development centre in the province. The tech giant will not
have to perform a labour market impact assessment (LMIA) — a rigorous
process that would include a search for Canadians who could fill the
positions.
The exemption was granted under a provincial-federal agreement that
gives a pass to companies that gain provincial approval.
The Canadian government argues the arrangement is the result of a
significant investment by Microsoft that will create jobs for
Canadians as well at a new 400-person training centre.
Nevertheless, some legal observers say the decision appears at odds
with the government's promise to crack down on abuse in the system in
order to protect Canadian jobs.
"There is certainly no justification that I can see that would support
granting an exemption to a large number of foreign workers to come
into Canada to take away jobs that could easily filled by Canadians,"
said Toronto immigration lawyer Lorne Waldman.
"On the one hand, the government is telling us they are protecting
Canadian jobs; on the other hand they're signing agreements with big
corporations in which they're allowing them to bring in foreign
workers."
Two-year work permits
The government notice says the new training and development centre
will focus on "software and engineering." The centre will add 400 jobs
that will "include paid internships for Canadian students and
long-term employees," as well as "bring international employees into
18-month rotational training positions."
This notice of an exemption for Microsoft under the Temporary Foreign
Worker Program was posted on Citizenship and Immigration Canada's
website. (CIC)
The notice also says foreign workers will be given 24-month work
permits to allow them to stay in Canada "until they are transitioned
by Microsoft into a new position elsewhere."
A source familiar with the LMIA process, who did not wish to be named,
says he's flabbergasted the government would allow the exemption,
since it gives Microsoft a significant competitive advantage
The source, who works in immigration law, noted that many other tech
companies also offer training but are not being given such an
exemption. He said the trainees who come through the centre will not
just be learning, they will be "developing product" for the company.
"It's fantastic that Microsoft wants to offer this [training centre],
but a lot of companies offer unique opportunities [like this]," he
said. "These are jobs in Canada that require work permits, and they
could find Canadian graduates from computer science programs to fill
them."
In an email, Citizenship and Immigration Canada spokesperson Sonia
Lesage said the trainees are not going to be entering the Canadian
workforce, and therefore won't be competing with Canadian workers.
"They are employees of a major international corporation who are being
sent for training at the Centre of Excellence before moving on to
positions at other Microsoft facilities," she wrote.
In a later email, Lesage said the international trainees will enter
Canada under the International Mobility Program, while other foreign
nationals at the facility "would be subject to all regular rules of
the Temporary Foreign Worker Program or International Mobility Program
(IMP), depending on their specific situation."
Waldman called this "doublespeak," because the International Mobility
Program includes all programs that are exempted from the LMIA process.
He said the online notice clearly states the exemption is being made
for the Temporary Foreign Worker Program at the request of the
province.
And, he added, the exemption sets a precedent.
"There is no other exemption that is specific to a corporation, and it
does not fall within any of the other categories where exemptions are
normally given," he said. "The effect is to create a new category: the
Microsoft Exemption. And, if Microsoft can get one then why not IBM?"
U.S. immigration 'a factor'
Microsoft Canada did not immediately respond to questions about the deal.
But in an interview earlier this year with Bloomberg Businessweek,
Karen Jones, Microsoft’s deputy general counsel, said the deal will
allow Microsoft to bypass stricter U.S. rules on visas for foreign
workers.
"The U.S. laws clearly did not meet our needs. We have to look to
other places," she told the wire service. She went on to say Microsoft
didn’t choose to expand in Vancouver "purely for immigration purposes,
but immigration is a factor."
The source said that means the company will take advantage of rules
governing intra-company transfers, which require employees to work for
at least one year at a company subsidiary before being transferred to
the U.S. He says the result will be a net disadvantage for Canada.
"So we're not getting any long-term benefit here — we're just a turnstile."
But the government argues the training centre will create Canadian
jobs where there are none, saying it's "an important and beneficial
development" for the country.
"Hosting the Microsoft Centre of Excellence in Canada will also
provide training opportunities for Canadians and will create long-term
jobs that would not exist otherwise," Lesage wrote.
The department did not indicate how many temporary foreign workers
Microsoft intends to bring in each year, but said the number would
increase "over time as the facility becomes fully established."
Foreign worker changes
Last June, when Employment and Social Development Minister Jason
Kenney tabled reforms to the temporary foreign worker program, he
emphasized provinces would not get a free pass when it came to the new
rules, despite the longstanding side agreements or annexes that
allowed this exemption.

At the time, his department wrote, "Annex agreements with provinces
and territories are being changed so that employers that used to bring
temporary foreign workers to Canada through these agreements will now
be subject to an LMIA."
Kenney announced the overhaul after stories about alleged abuses
surfaced in the media.
Since then, Kenney has been under pressure from small business groups,
the restaurant and hospitality sector and provincial governments to
ease up and once again allow more temporary workers in.
Waldman argues that the fact new Microsoft employees will be trained
here means the company can't argue there's a skills shortage that
requires them to bring in foreign workers.
"Why can't we have Canadian trainees hired by Microsoft? Why does
Microsoft have to bring foreign trainees in to work in Canada without
having to prove there aren't Canadians available for the positions?"

Thousands of families living in limbo as CIC takes more than a year to
process spouse sponsorship bids

A New Zealand man who has applied for permanent residency is
struggling to keep his Ontario family together due to lengthy
processing times at Citizenship and Immigration Canada.
Blair Hacche, who has been in Canada since February 2013, lives with
Canadian fiancée Jenn Ward in Dorchester, where they are raising
13-month-old son, Dexter and six-year-old Ewan, Ward's son from a
previous relationship.
Hacche applied for residency this July, but he's now facing a wait of
more than a year before his application is initially approved, leaving
him unable to work and support his young family in the meantime.
"[It's] definitely been a struggle financially to keep the mortgage
paid and keep up with all the bills. That's definitely the biggest
strain," Hacche told Go Public.
Hacche, a university-educated computer programmer, applied for
residency under the spouse sponsorship program, which goes through two
stages of processing.
The average processing time for the first stage, an initial assessment
of the couple, stood at 16 months at the time of writing. The second,
a series of medical and background checks, adds an extra eight months.

Applicants are not eligible for a temporary work permit to cover the
first stage of the process. Hacche applied for a temporary work permit
but was rejected and cannot find an employer to sponsor another
application.

Hacche says the family is now buried in debt. They've had to borrow
money just to purchase the basics, including diapers, formula and
food.
"It's very tough, very taxing, stressful beyond anything I could have
imagined," Ward said. "We're just going through a lot right now."
Since Hacche can't get a job, Ward has had to cut her maternity leave
short and head back to work. But with two children, a single income
isn't enough.
"Because we now have Dex together here and Jen has her son Ewan from a
previous marriage, it means we have to stay in Canada," he said.
CIC suggests applying outside Canada
CIC told Hacche in an email that if he wants to speed things up, he
should leave the country and apply from the outside.
The average wait times for spouse applications from outside Canada are
two months for approval of the sponsor, plus another period for
approval of the applicant, which varies by country. In the case of New
Zealand, it adds 11 months.
Hacche said applying outside Canada would mean leaving his fiancée and
her son and taking baby Dexter with him to New Zealand.
He said he would have no choice but to take the toddler as it would be
too hard for Ward to work and take care of both children on her own.
And in the end, he said, the process would only be slightly faster.
"It would be devastating, even though I understand it would be
temporary," he said.
"To have potentially half my family ripped apart even for six months
or a year I can't even think of that happening. It doesn't seem like
that should be an option."
Hacche said he sent a letter pleading his case to Prime Minister
Stephen Harper and was told the PMO forwarded it to Minister of
Immigration Chris Alexander.
Hacche said he has never received a response.
Go Public also contacted Alexander, but had not heard back yet.
10,000 spouse applicants left in limbo
Klaudios Mustaskas, who worked at the CIC for 37 years, first as a
visa officer then as a manager, knows the immigration system inside
and out.
Now an immigration adviser for Ontario law firm Pace, Mustaskas said
Hacche's story is a common one.
Mustakas estimates there are more than 10,000 spouses of Canadians
waiting to become permanent residents from within Canada, while
struggling keeping their families intact.
While their applications are in limbo, these inland applicants cannot
work or get provincial health coverage, and if they leave the country
for any reason, they risk being turned away at the border on their
return.

"The family has to exhaust all of their savings because they have to
wait 15 months [average wait at time of interview] before the
breadwinner is allowed to work. If — God forbid — they have to go on
welfare, the sponsorship is null and void because you cannot sponsor
someone who is on welfare," he told Go Public.
"The other issue is the health benefits. So if the spouse has to wait
15 months before they are entitled to receive OHIP [Ontario Health
Insurance], that's a significant drain on the family's financial
situation."
'CIC should issue work authorization'
Mustakas said the solution is simple. He suggests that once the CIC
determines the marriage or common-law relationship with a Canadian
partner is legitimate, it allows inland applicants to work while
waiting for the application to be assessed.
"CIC should issue them a temporary work authorization until they make
the final decision. What's the harm in allowing somebody to work who's
married to a Canadian or a Canadian permanent resident?" he said.
The CIC already does that for other groups.
Spouses of foreign students can apply for a work authorization as soon
as they arrive in Canada, and are also covered by provincial health
insurance. Refugee claimants are also eligible to work once they make
their claim.
Mustakas said immigrant spouses like Hacche should have the same rights.
As for the delays, Mastakas said wait times are almost three times
longer than just a few years ago and there is no obvious reason why.
"Nobody knows. CIC has closed all of their access to the public. So
you really don't know why they are taking so long," he said.
"If the excuse is, 'We want to investigate to make sure it's a bona
fide relationship,' the reality is they don't do investigations. CIC
isn't mandated to do any outside investigations, so I really don't
understand why it takes so long."
CIC says backlog reduced by nearly 50%
Go Public asked the CIC about the delays.
The department said two years ago, it launched what it calls the
Action Plan for Faster Family Reunification, with a goal of reducing
the backlog of applicants.
CIC spokesperson Sonia Lesage said that program has been successful,
reducing the backlog by nearly 50 per cent.
"The Government of Canada is committed to improving processing times
and reducing backlogs, and has taken action to do so. We are improving
the way we process applications so that it’s faster and more
efficient," she said.

Hacche's fiancée Jenn Ward described the application experience as
"stressful beyond anything I could have imagined."
Mastakas and Hacche disagree, pointing to the thousands of people who
are still waiting for a more than a year just to able to work and get
health care.
"I would just like to work … I wouldn't really worry about how long I
had to wait for residence if I was allow to work while waiting. So
really, my only goal is just to get back to work, to support my
family," Hacche said.
Hacche and Ward's relationship was a long time in the making. The
couple met online 12 years ago, but it wasn't until February 2013 that
Hacche came to Canada to meet Ward in person.
They've been together ever since, but the couple fears this situation
could be the one thing that may separate them and their young family.
"We're just grasping at straws right now," Ward said. "We're just
going to try to do whatever we can to get everything over with.
"We just want to get on with our life together as a family, so he is
going back to New Zealand if it helps speed the process up. We don't
really know what to do."

Thanks a lot Canada
To whom it may concern,
I have emailed MP's several times about the issues my fiancée, Blair
Hacche, and our entire family is facing with Canadian immigration. The
issue now is that CIC are about to force me to decide which of my two
Canadian children I can live with. Some people may blame my fiancée
for separating me from one of my children but we strongly believe the
blame lies squarely on the shoulders of the Canadian government and we
will relentlessly push to have the Canadians governments inhumane
treatment and lack of compassion to our family exposed in every world
wide media outlet we possibly can. We would like to expose the
propaganda that the Canadian government tries to sell by claiming to
be a nation that places a lot of importance on family values and
unity, that is not what they have shown us.
The basics again are that Blair is a 35 year old computer programmer
from New Zealand. I am a 33 year old Canadian woman, with a 6 year old
son, Ewan, from a past marriage. Ewan’s father is Canadian. Blair
arrived in Canada on the 2nd of February 2013, was here for 6 months
as a visitor and then got a non-extendible 12 month working holiday
visa. In November 2014 we had a child together. His name is Dexter
Hacche. When Blairs work permit was a month away from expiring and he
was informed that the company he worked for would offer him a 12 month
extension to his contract through the recruiter he worked for. Blair
called CIC many times to make sure he knew his options and what he
should do. CIC neglected to tell him the most obvious solution which I
will speak about shortly and instead told him that his only option was
to get his employer to obtain a labour market impact assessment
(LMIA). At this point there was around a month left on his working
visa and he asked the recruiter to obtain the LMIA on his behalf. The
recruiter took three and a half weeks to inform him that they would
not do it despite him calling and emailing more than once a day to get
an answer from them. Blair was very short on time by the time the
recruiter informed him of the bad news. At this point Blair urgently
attempted to get an appointment with an immigration lawyer, however
none were available to him in the required time frame. He did however
get to speak to an immigration lawyer on the phone.
Neither CIC nor the immigration lawyer he spoke to informed him that
if he sent a work permit application right along with the permanent
residence application he had ready to send he would have been able to
stay in Canada and continue working on an implied status for the
entirety of the extremely long wait time for processing of the PR
application. Instead CIC informed Blair that if he sent an on-line
work permit application he would be able to continue working on an
implied status for the month it took to process that work permit
application. Blair says he would be happy to assume blame for the
situation had that best option actually been displayed to him on the
CIC website or provided by the CIC representatives or that information
was actually made more readily available by CIC. Instead Blair was
given bad advice and it has put us in a terrible position. When the
work permit application was refused we were informed that Blair had 90
days to restore his status as a visitor or submit another application.
Blair spoke to CIC and they advised him to sent a letter claiming that
a mistake had been made by CIC on the application which he did since
the refusal stated that he needed a LMIA and he was actually applying
for an open work permit to be a self employed consultant. A month and
a half later CIC finally advised him that the review was unsuccessful.
He then submitted an application to restore his status as a visitor so
that he would not be forced to split our family apart and to give us
time to figure out a solution to our financial issues.
Blair met with an immigration lawyer recently and was informed that
not only would a LMIA through a recruiter be denied as Canada will not
grant them through a recruiter, but he would have to have a job offer
that would pay at least $32 an hour directly with the company he would
work for before a LMIA would be successful. This is an impossible ask
in his position. Worse yet the immigration lawyer stated that he
firmly believes that in our situation the Canadian government will
refuse his application to restore his status as a visitor and he will
be forced to leave Canada.
We are totally disappointed and disenchanted with the Canadian
government and their apparent lack of regard for our family and our
situation. Blair is rapidly losing interest in living in Canada at all
as he states that he knows many foreigners, including Canadians, who
live in New Zealand and have not been forced under any of the stress
or difficulties that the Canadian government are forcing us under.
So what is the result of this process?
Blair is making plans to sell the house he purchased for our family to
live in here in Canada, and to pay another $8000 to ship his
possessions back to New Zealand. He will have to cancel his inland
residence application and will lose the $550 spent on that since the
application is open but has not even begun to be processed yet. He
insists that our son Dexter Hacche will return to New Zealand with him
and it is hard to fight that since Dexter and Blair are like two peas
in a pod. Dexter is so happy when he is with his father and they do
everything together. He also states that the government in New Zealand
will provide a lot more financial support that I would get if he was
to leave him here with me. I have considerable debt here due to a
custody battle over Ewan between my ex and I. We can’t afford to run
two households 13,000km apart. Therefore our house in Canada will be
sold and Blair may purchase a property back in New Zealand. If I
remain I will likely be living in my parents basement to be able to
pay off the debts. I am not a bad or uncaring mother, and in fact it
will most likely literally kill me to not be with one of my sons but I
can’t provide for both of my sons alone and Canada may be forcing me
into making a sacrifice that no one should be forced to make.
To make this extremely clear the Canadian government has given me 4 options:
Try to convince Blair to be the one who makes the sacrifice no
parent should have to make, I lose Blair and he loses his entire
family.
Let Blair and Dexter leave so I lose my fiancée and one of my
sons. I lose one of my Canadian born sons and my fiancée.
I go to New Zealand with Blair and Dexter. I lose my 6 year old
son who’s father will not allow him to leave with me and he loses his
mother.
To be completely honest we feel like any government who claims that
family value and unity is such a big thing in this country should
either open up their eyes and take a look at how policies are making
it a blatant lie and maybe change the claim to the Canadian government
has no regard or concern whatsoever about family values and unity if
one of those family members is not Canadian. There was an article
published in the Dorchester signpost this week about out family and
our problem. This is CIC’s media response about our issue:
CIC media relations adviser/spokesperson for the western region, Sonia
Lesage, said in an email statement that the Government of Canada is
committed to improving processing times and reducing backlogs, and has
taken action to do so and that they are improving the way they process
applications so that it’s faster and more efficient.
“Just two years after the launch of the Action Plan for Faster Family
Reunification, the government has reduced the backlog by nearly 50 per
cent. Had no action been taken over the long term, it was predicted
that the backlog could have increased to 250,000 persons with wait
times of 15 years by 2015.
“The Government of Canada is actively working to reunite families with
their loved ones more quickly. CIC gives the highest priority to
Family Class applications for spouses, partners and dependent children
overseas, in support of its commitment to family reunification.”
So what is the Canadian governments intention here? Ruin lives by
separating and destroying families and then trying to fix it by
reuniting them later. The fact that the Canadian government can’t see
past their own unfair policies and instead will cause the evil action
of separating a parent from a child to me means that someone needs to
really push and show the government the error of their ways, or
failing that to push and show the Canadian people, and the rest of the
world, the evil actions the Canadian government finds perfectly
acceptable.

Hopelessness
Well, a long time has past and still no resolution. It took CIC a
month and a half to review the refusal of my work permit and to refuse
it again all the whole providing me with conflicting information. Post
it here, no email it and it will be done within 24 hours, there is no
email address so post it. Since you posted it a couple of weeks ago
you will hear by the end of the week. Nope, you might never hear
anything at all about it, they will definitely have a decision within
a month, there is no way to know how long it will take them. I am
sorry if this post seems negative about Canadian immigration but I
have worked in several countries around the world and dealt with
countless government agencies, and never have I ever been so badly
messed around, misled, and let down.
We are getting further into debt and closer to bankruptcy and losing
the house I bought for my family. There is no light at the end of the
tunnel and no prospects for success. I can't help but wish we had the
option of giving up and going to live in New Zealand for a while, I
have tried everything and come out empty handed or empty pocketed to
be more accurate. Apparently immigration doesn't care that I have
Canadian kids to feed, I should just sit around with no income for a
further 8 or 9 months waiting for first stage approval on my residence
before I can actually buy diapers or baby food, but god no matter how
much I try I just can't convince my 9 month old son to stop eating or
pooping. The amount of stress this is putting on me has made me break
out in hives for the first time ever and is also giving my fiance
constant migraines and making her feel physically ill.
I was told I put the cart before the horse applying for a work permit
before getting first stage approval on my residence application. How
the hell could anyone in my position put the horse before the cart?
I came to Canada on a tourist visa for a few months, my Canadian girl
friend got pregnant, so i got a 12 month working holiday permit, which
was the only one available to me at the time, and got a job so I could
support the family while my fiance was suffering from a very rough
pregnancy and couldn't work. I applied for residence after 12 months
when I was considered to be in a common law relationship. When my
non-extendable work permit was running out I applied for a new work
permit to allow me to work while waiting the 12 months for a residence
application to get first stage approval. Some one please tell me what
I did wrong here because I don't see how I could have done anything
better?
So my advice to anyone considering coming to Canada and getting
themselves into a position like mine is DON'T DO IT, not even if you
think you have the money to get by for 2 years without working....I
brought $130,000 into Canada from New Zealand and it is gone....
Mortgage companies are not super excited to lend money to someone who
isn't a resident and doesn't have a credit rating in Canada despite a
perfect credit rating back home....so expect to pay double the down
payment that someone else might. And if you do get a temporary work
permit and are a professional with a decade of experience and glowing
references prepare yourself to earn half what you used to.... Why
would anyone want to hire someone who may just end up having to leave
the country?.... And even when you do find a job you probably won't be
able to get a second work permit and may have to leave your kids
behind, missing their first steps, first words or other important
milestones in your children's lives because you have to leave them
behind to go home and work because there is such a big backlog of
applications that it takes 18 months for a residence application.
Maybe you would get luckier and work directly for a company or even
for a halfway decent recruiter who will obtain a Labour market impact
assessment for you instead of messing you around for weeks until it is
too late to arrange anything.
Hey CIC, I have a fantastic idea for you. Why don't you give some of
the people who you won't give work permits to jobs to help clear your
backlog? Kill two birds with one stone. Or maybe you should just look
at amending the rules to cater for the huge backlog so someone like me
me with Canadian kids to feed doesn't get totally screwed.

I am only guessing at your email address with this email which I hope
stop any further harrassment of my family and I by the RCMP. to that
end I will try to give you a call tomorrow after I speak to the Sgt at
Arms just as he requested. I do remember him from 2012 and obviously
he remembers me as well because he used my old gmail address that I
don't use or check very often. I did not think it any sort of
coincidence that as I was reading Brian Hodgson's email from earlier
today the RCMP waited until after midnight to send three members to
harasss me again when there would be few witnesses to tell the tale.
There is no need for the RCMP to come to my brother's home anymore in
a attempt to separate us. For my brother's benefit I will leave on my
own accord but shame on the RCMP for separating us just before Xmass
time. My brother is a patient man but he has been receiving harassing
phone calls all summer plus the RCMP's favourte client Barry K Winters
has published many nasty things about him and other family members
since I came to his home in July. I made no secret about being here
all summer and talked to many members of the RCMP Marianne Ryan and
Charmaine Bulger in particular. They should have informed their
underlings in Alberta that I was not a bad guy particularly after
receiving my documents.
That said I must leave Fort MacMurray in short order anyway. There
are many Federal Courts in Canada to argue the RCMP within but one
does not exist in Fort MacMurray. If I am gonna spend a lot of time
arguing government lawyers in a Federal Court I would perfer it to be
located in the Maritmes for the benefit of the witnesses I will call
to testify. If anyone wishes me to testifay in current lawsuits
against the RCMP in western Canada they will have fly me back.
The RCMP cannot deny its own reports EH Bob Paulson and Steven Blaney?

Stepping in to replace Wood Buffalo RCMP's current Superintendent
Kirke Hopkins, who has held the position since January 2009, the
municipality announced Thursday that Superintendent Bob Couture has
been tapped as the detachment's new Officer in Charge.
"I am excited to join the incredible team at the Wood Buffalo
Detachment," said Couture in the release. "Together, we will continue
to provide the highest quality of policing services to the citizens of
the municipality."
Couture has been with the RCMP since May 2010 and will continue to
serve with the Surrey Detachment in B.C. until the end of May, when
his duties there will be complete.
Before joining the RCMP, Couture worked with the Calgary Police
Service and was part of the Integrated Security Unit for the Vancouver
2010 Winter Olympic Games.
Prior to that, Couture was a member of the Canadian Forces, serving
with distinction as a Search and Rescue technician.
Holding several honours, Couture has been recognized with the Police
Exemplary Service Medal, the United Nations Medal for Service in
Cyrus, the Queen's Silver Jubilee Medal, and the Alberta Centennial
Medal, amongst others.

Buffalo," said Acting Mayor Sheldon Germain. "He brings more than 23

"There is no way in hell that I am going to sit back and let members of
the RCMP murder people. Just like I am not going to let you Honourable
Members hid behind your mandates and policies. Someone had better
realize that I have nothing left to lose but I still have a means to
expose this to the people of Canada and the world.
Now I will tell you my story and I'm going to give the names of the
RCMP members involved and expose what they have done to cover up the
truth. I am not going to start with what led up to the first attempt
on my life.
I was house sitting for a friend's mom when I witnessed the murder of
Deena Lynn Bream by Paul Collister and Bev Hosker, both members of the
Quesnel RCMP. But there was a paid informant, Dianne Fuccenecco there
also.
I phoned the Quesnel detachment of the RCMP however their night calls
go to Prince George dispatch. I told them about the gun shots that I
was hearing, eight in all. It sounded like a twelve gauge shot gun. I
never gave my name. I was told that they would dispatch the police to
the location (Sugar Loaf Ball Park in West Quesnel). The next morning
I had a surveillance team in a trailer next door. It consisted of the
following RCMP officers: Constable Gill, Constable Gruending,
Constable Hughs, Constable Hosker and later on Constable Collister.
These are the names that I was giving to Sgt. Norrise of the Kamloops
RCMP the morning after I shot Constable Collister in my home.
Unknown to me I was recorded and after the tape was tampered with was
used in court and with the Complaints Commission when I filed a
complaint. I can prove it was tampered with. I had a witness sitting
right next to me when I spoke to Sgt. Norrise and what I wait was a
lot different than the tape. What my witness suggested I tell them
(which I did) does not even appear on the tape. There are also other
discrepancies that appear on the tape.
At the time I did not know the names of the members that, with
Constable Collister, came to my property. They were Constable Kinloch
and Constable Coutier (the ones on top of my house and the ones who
pursued me across my landing). Constable Barkman, Constable McMillan,
Constable Anderson, these were the police officers that I saw at my
gate. Constable McMillan and Constable Anderson were the ones who
hunted me in my field. This was the third attempt.
The second attempt was a few months earlier in which Constable
McMillan, Constable Rogas came to my friend's home and arrested me for
obstruction of justice. I committed no crime and had no idea why I was
being arrested. I was severely beaten with a flashlight while in
handcuffs and taken to the Quesnel detachment where Constable Paul
Collister's old partner Constable Sardinea tried to murder me with a
pressure point attack that has not healed to this day."
When are the RCMP finally going to get around to investigating Barry
Winters aka Mr Baconfat and Dean Roger Ray aka Dirty Dicky Dean and

A Wood Buffalo RCMP inspector is being charged with sexual assault in
relation to a 1982 incident involving a 12-year-old girl in
Saskatchewan.
At the time of the alleged offence, RCMP Inspector Ronald Patrick
Makar was a constable in Carlyle, Sask. with two years of service with
the RCMP.
The charges stem from a criminal investigation done by Saskatchewan
RCMP after they received the complaint in April 2013. The now adult
female provided investigators with a detailed statement in December
2013. She told RCMP an adult female and a male member of the RCMP
assaulted her.
A comprehensive investigation led to charges against Makar and
Constance Haduik, Saskatchewan woman.
Makar has been charged with one count of having sexual intercourse
with a female without her consent and one count o having sexual
intercourse with a female under the age of 14.
Makar was arrested this morning in Fort McMurray. He has been
suspended with pay, and won’t return until criminal charges are
“resolved,” a RCMP release says.
This isn’t the only time Makar has been accused of inappropriate behaviour.
Two female RCMP members have also filed lawsuits against Makar a
decade ago, while working in Milestone, Sask.
In a statement of claim, they alleged they were subject to harassing
comments and “verbal abuse.” In one claim, a constable said Makar made
“disparaging allegations” about her disabled son. She had made a
complaint about Makar in 2000 about harassment two years earlier while
they were both stationed in Regina.
Makar was transferred to Alberta in May 2012. Since then, he has been
in charge of 92 employees as the Operating Officer at the Wood Buffalo
detachment.
Haduik was arrested without incident April 10 at her workplace in Kyle, Sask.
As Makar works in Alberta, employee discipline is the responsibility
of the K Division Commanding Officer.
RCMP members are subject to the same criminal law process as all
Canadian citizens, a release says. The RCMP Code of Conduct also
regulates their conduct. When a member faces criminal charges, the
appropriate disciplinary action may be dismissal, but RCMP say that
it’s dependent on the case, and isn’t automatic.
“Allegations like these are disturbing when made against a member of
the general public. For a serving police officer to be facing charges
like this is extremely disturbing said Supt. Alfredo Bangloy,
Assistant Criminal Operations Officer in charge of Saskatchewan
provincial policing, in a release.
“It is a very difficult to be here today to speak with you all about this.”
Bangloy also mentioned the bravery of the victim.
“I commend the victim who came forward. It takes great courage to
speak out in these types of situations.”
Wood Buffalo RCMP are aware of the charges, said Cst. Natasha Lytwenko
of the local detachment, who didn’t comment further.
“As disappointing as the news concerning this officer is, I know that
every day RCMP employees work hard to make a positive difference here
in Alberta and across Canada,” said Deputy Commissioner Marianne Ryan,
the Commanding Officer of Alberta RCMP, in a release.
“On days like today, we need to remind ourselves of that.”
Both accused will appear in court June 4 in Carlyle, Sask.

Wood Buffalo RCMP Officer Charged with Historic Sexual Assault
Today, the RCMP in Saskatchewan (F Division) announced that they have
charged RCMP Inspector Ron Makar of Wood Buffalo Detachment in Fort
McMurray with two counts of sexual assault. The charges are the result
of a criminal investigation by Saskatchewan RCMP into a complaint they
received in April 2013 relating to a 1982 incident in Saskatchewan
involving a 12 year old girl. At the time of the alleged offence, the
accused was a constable with two years of service with the RCMP.
Inspector Makar spent most of his 34 year RCMP career in Saskatchewan.
He was transferred to Alberta in May 2012. Since then he has worked as
the Operations Officer at Wood Buffalo Detachment supervising 92
employees. He was arrested this morning in Fort McMurray.
Because Inspector Makar is posted to Alberta, employee discipline in
this matter is the responsibility of the “K” Division Commanding
Officer. Inspector Makar has been suspended with pay pending further
consideration. He will not be returning to work with the RCMP until
the criminal charges against him are resolved.
RCMP members who commit criminal offences are subject to the same
criminal law process as all Canadian citizens. In addition to the
criminal process, the conduct of RCMP members is regulated by the RCMP
Code of Conduct. While in some cases where a member faces criminal

"The lawsuit was filed in fall 2012 by the group that claims the New
Veterans Charter is unconstitutional and violates the Charter of
Rights and Freedoms. It was approved by a unanimous vote of Parliament
in 2006 and amended in 2011 as a result of public outcry.
Current and former Canadian Forces members are appalled that the
lifetime disability pension for disabled soldiers has been replaced by
lump-sum payments.
Inside court, government lawyer Paul Vickery told a three-judge panel
the appeal was necessary because the soldiers’ claims could negatively
impact fundamental democratic principles.
He told court that while the government readily acknowledges the great
value and sacrifice of the soldiers, Parliament is the “only
appropriate forum” for resolving the claims made in the lawsuit.
“The appeal which the attorney general brings before you is not
brought out of any lack of appreciation of those services,” Vickery
said.
A second federal lawyer then attacked the plaintiffs’ main argument
that they deserve benefits in line with the previous regime, the
Pension Act, based on historical promises. He did not dispute that the
new scheme is “less generous.”

Biography
On September 17, 2013, Anita Biguzs was appointed Deputy Minister of
Citizenship and Immigration Canada. Prior to this appointment, Ms.
Biguzs was Associate Deputy Minister of Citizenship and Immigration
Canada and Associate Deputy Minister of Transport, Communities and
Infrastructure from June 2010 to June 2013.
Ms. Biguzs served as Associate Secretary of the Treasury Board
Secretariat (TBS) from January 2009 to June 2012 where she was

management of the government’s resources and oversight of the
financial management functions in departments and agencies.
Before joining TBS, Ms. Biguzs held numerous senior management

Foreign workers: Microsoft gets green light from Ottawa for foreign trainees
Tech giant exempted from new rules for finding Canadians to fill jobs

The federal government has granted an exemption to Microsoft Canada
that will allow the company to bring in an unspecified number of
temporary foreign workers to British Columbia as trainees without
first looking for Canadians to fill the jobs.
A notice posted on the Citizenship and Immigration Canada website says
foreign workers will receive specialized training in a new human
resources development centre in the province. The tech giant will not
have to perform a labour market impact assessment (LMIA) — a rigorous
process that would include a search for Canadians who could fill the
positions.
The exemption was granted under a provincial-federal agreement that
gives a pass to companies that gain provincial approval.
The Canadian government argues the arrangement is the result of a
significant investment by Microsoft that will create jobs for
Canadians as well at a new 400-person training centre.
Nevertheless, some legal observers say the decision appears at odds
with the government's promise to crack down on abuse in the system in
order to protect Canadian jobs.
"There is certainly no justification that I can see that would support
granting an exemption to a large number of foreign workers to come
into Canada to take away jobs that could easily filled by Canadians,"
said Toronto immigration lawyer Lorne Waldman.
"On the one hand, the government is telling us they are protecting
Canadian jobs; on the other hand they're signing agreements with big
corporations in which they're allowing them to bring in foreign
workers."
Two-year work permits
The government notice says the new training and development centre
will focus on "software and engineering." The centre will add 400 jobs
that will "include paid internships for Canadian students and
long-term employees," as well as "bring international employees into
18-month rotational training positions."
This notice of an exemption for Microsoft under the Temporary Foreign
Worker Program was posted on Citizenship and Immigration Canada's
website. (CIC)
The notice also says foreign workers will be given 24-month work
permits to allow them to stay in Canada "until they are transitioned
by Microsoft into a new position elsewhere."
A source familiar with the LMIA process, who did not wish to be named,
says he's flabbergasted the government would allow the exemption,
since it gives Microsoft a significant competitive advantage
The source, who works in immigration law, noted that many other tech
companies also offer training but are not being given such an
exemption. He said the trainees who come through the centre will not
just be learning, they will be "developing product" for the company.
"It's fantastic that Microsoft wants to offer this [training centre],
but a lot of companies offer unique opportunities [like this]," he
said. "These are jobs in Canada that require work permits, and they
could find Canadian graduates from computer science programs to fill
them."
In an email, Citizenship and Immigration Canada spokesperson Sonia
Lesage said the trainees are not going to be entering the Canadian
workforce, and therefore won't be competing with Canadian workers.
"They are employees of a major international corporation who are being
sent for training at the Centre of Excellence before moving on to
positions at other Microsoft facilities," she wrote.
In a later email, Lesage said the international trainees will enter
Canada under the International Mobility Program, while other foreign
nationals at the facility "would be subject to all regular rules of
the Temporary Foreign Worker Program or International Mobility Program
(IMP), depending on their specific situation."
Waldman called this "doublespeak," because the International Mobility
Program includes all programs that are exempted from the LMIA process.
He said the online notice clearly states the exemption is being made
for the Temporary Foreign Worker Program at the request of the
province.
And, he added, the exemption sets a precedent.
"There is no other exemption that is specific to a corporation, and it
does not fall within any of the other categories where exemptions are
normally given," he said. "The effect is to create a new category: the
Microsoft Exemption. And, if Microsoft can get one then why not IBM?"
U.S. immigration 'a factor'
Microsoft Canada did not immediately respond to questions about the deal.
But in an interview earlier this year with Bloomberg Businessweek,
Karen Jones, Microsoft’s deputy general counsel, said the deal will
allow Microsoft to bypass stricter U.S. rules on visas for foreign
workers.
"The U.S. laws clearly did not meet our needs. We have to look to
other places," she told the wire service. She went on to say Microsoft
didn’t choose to expand in Vancouver "purely for immigration purposes,
but immigration is a factor."
The source said that means the company will take advantage of rules
governing intra-company transfers, which require employees to work for
at least one year at a company subsidiary before being transferred to
the U.S. He says the result will be a net disadvantage for Canada.
"So we're not getting any long-term benefit here — we're just a turnstile."
But the government argues the training centre will create Canadian
jobs where there are none, saying it's "an important and beneficial
development" for the country.
"Hosting the Microsoft Centre of Excellence in Canada will also
provide training opportunities for Canadians and will create long-term
jobs that would not exist otherwise," Lesage wrote.
The department did not indicate how many temporary foreign workers
Microsoft intends to bring in each year, but said the number would
increase "over time as the facility becomes fully established."
Foreign worker changes
Last June, when Employment and Social Development Minister Jason
Kenney tabled reforms to the temporary foreign worker program, he
emphasized provinces would not get a free pass when it came to the new
rules, despite the longstanding side agreements or annexes that
allowed this exemption.

At the time, his department wrote, "Annex agreements with provinces
and territories are being changed so that employers that used to bring
temporary foreign workers to Canada through these agreements will now
be subject to an LMIA."
Kenney announced the overhaul after stories about alleged abuses
surfaced in the media.
Since then, Kenney has been under pressure from small business groups,
the restaurant and hospitality sector and provincial governments to
ease up and once again allow more temporary workers in.
Waldman argues that the fact new Microsoft employees will be trained
here means the company can't argue there's a skills shortage that
requires them to bring in foreign workers.
"Why can't we have Canadian trainees hired by Microsoft? Why does
Microsoft have to bring foreign trainees in to work in Canada without
having to prove there aren't Canadians available for the positions?"

A New Zealand man who has applied for permanent residency is
struggling to keep his Ontario family together due to lengthy
processing times at Citizenship and Immigration Canada.
Blair Hacche, who has been in Canada since February 2013, lives with
Canadian fiancée Jenn Ward in Dorchester, where they are raising
13-month-old son, Dexter and six-year-old Ewan, Ward's son from a
previous relationship.
Hacche applied for residency this July, but he's now facing a wait of
more than a year before his application is initially approved, leaving
him unable to work and support his young family in the meantime.
"[It's] definitely been a struggle financially to keep the mortgage
paid and keep up with all the bills. That's definitely the biggest
strain," Hacche told Go Public.
Hacche, a university-educated computer programmer, applied for
residency under the spouse sponsorship program, which goes through two
stages of processing.
The average processing time for the first stage, an initial assessment
of the couple, stood at 16 months at the time of writing. The second,
a series of medical and background checks, adds an extra eight months.

Applicants are not eligible for a temporary work permit to cover the
first stage of the process. Hacche applied for a temporary work permit
but was rejected and cannot find an employer to sponsor another
application.

money just to purchase the basics, including diapers, formula and
food.
"It's very tough, very taxing, stressful beyond anything I could have
imagined," Ward said. "We're just going through a lot right now."
Since Hacche can't get a job, Ward has had to cut her maternity leave
short and head back to work. But with two children, a single income
isn't enough.
"Because we now have Dex together here and Jen has her son Ewan from a
previous marriage, it means we have to stay in Canada," he said.
CIC suggests applying outside Canada
CIC told Hacche in an email that if he wants to speed things up, he
should leave the country and apply from the outside.
The average wait times for spouse applications from outside Canada are
two months for approval of the sponsor, plus another period for
approval of the applicant, which varies by country. In the case of New
Zealand, it adds 11 months.
Hacche said applying outside Canada would mean leaving his fiancée and
her son and taking baby Dexter with him to New Zealand.
He said he would have no choice but to take the toddler as it would be
too hard for Ward to work and take care of both children on her own.
And in the end, he said, the process would only be slightly faster.
"It would be devastating, even though I understand it would be
temporary," he said.
"To have potentially half my family ripped apart even for six months
or a year I can't even think of that happening. It doesn't seem like
that should be an option."
Hacche said he sent a letter pleading his case to Prime Minister
Stephen Harper and was told the PMO forwarded it to Minister of
Immigration Chris Alexander.
Hacche said he has never received a response.
Go Public also contacted Alexander, but had not heard back yet.
10,000 spouse applicants left in limbo
Klaudios Mustaskas, who worked at the CIC for 37 years, first as a
visa officer then as a manager, knows the immigration system inside
and out.
Now an immigration adviser for Ontario law firm Pace, Mustaskas said
Hacche's story is a common one.
Mustakas estimates there are more than 10,000 spouses of Canadians
waiting to become permanent residents from within Canada, while
struggling keeping their families intact.
While their applications are in limbo, these inland applicants cannot
work or get provincial health coverage, and if they leave the country
for any reason, they risk being turned away at the border on their
return.

Klaudios Mustakas, a former manager with CIC, says he has a simple fix
for the problem. (CBC)
"The family has to exhaust all of their savings because they have to
wait 15 months [average wait at time of interview] before the
breadwinner is allowed to work. If — God forbid — they have to go on
welfare, the sponsorship is null and void because you cannot sponsor
someone who is on welfare," he told Go Public.
"The other issue is the health benefits. So if the spouse has to wait
15 months before they are entitled to receive OHIP [Ontario Health
Insurance], that's a significant drain on the family's financial
situation."
'CIC should issue work authorization'
Mustakas said the solution is simple. He suggests that once the CIC
determines the marriage or common-law relationship with a Canadian
partner is legitimate, it allows inland applicants to work while
waiting for the application to be assessed.
"CIC should issue them a temporary work authorization until they make
the final decision. What's the harm in allowing somebody to work who's
married to a Canadian or a Canadian permanent resident?" he said.
The CIC already does that for other groups.
Spouses of foreign students can apply for a work authorization as soon
as they arrive in Canada, and are also covered by provincial health
insurance. Refugee claimants are also eligible to work once they make
their claim.
Mustakas said immigrant spouses like Hacche should have the same rights.
As for the delays, Mastakas said wait times are almost three times
longer than just a few years ago and there is no obvious reason why.
"Nobody knows. CIC has closed all of their access to the public. So
you really don't know why they are taking so long," he said.
"If the excuse is, 'We want to investigate to make sure it's a bona
fide relationship,' the reality is they don't do investigations. CIC
isn't mandated to do any outside investigations, so I really don't
understand why it takes so long."
CIC says backlog reduced by nearly 50%
Go Public asked the CIC about the delays.
The department said two years ago, it launched what it calls the
Action Plan for Faster Family Reunification, with a goal of reducing
the backlog of applicants.
CIC spokesperson Sonia Lesage said that program has been successful,
reducing the backlog by nearly 50 per cent.
"The Government of Canada is committed to improving processing times
and reducing backlogs, and has taken action to do so. We are improving
the way we process applications so that it’s faster and more
efficient," she said.

Hacche's fiancée Jenn Ward described the application experience as
"stressful beyond anything I could have imagined."
Mastakas and Hacche disagree, pointing to the thousands of people who
are still waiting for a more than a year just to able to work and get
health care.
"I would just like to work … I wouldn't really worry about how long I
had to wait for residence if I was allow to work while waiting. So
really, my only goal is just to get back to work, to support my
family," Hacche said.
Hacche and Ward's relationship was a long time in the making. The
couple met online 12 years ago, but it wasn't until February 2013 that
Hacche came to Canada to meet Ward in person.
They've been together ever since, but the couple fears this situation
could be the one thing that may separate them and their young family.
"We're just grasping at straws right now," Ward said. "We're just
going to try to do whatever we can to get everything over with.
"We just want to get on with our life together as a family, so he is
going back to New Zealand if it helps speed the process up. We don't
really know what to do."

Thanks a lot Canada
To whom it may concern,
I have emailed MP's several times about the issues my fiancée, Blair
Hacche, and our entire family is facing with Canadian immigration. The
issue now is that CIC are about to force me to decide which of my two
Canadian children I can live with. Some people may blame my fiancée
for separating me from one of my children but we strongly believe the
blame lies squarely on the shoulders of the Canadian government and we
will relentlessly push to have the Canadians governments inhumane
treatment and lack of compassion to our family exposed in every world
wide media outlet we possibly can. We would like to expose the
propaganda that the Canadian government tries to sell by claiming to
be a nation that places a lot of importance on family values and
unity, that is not what they have shown us.
The basics again are that Blair is a 35 year old computer programmer
from New Zealand. I am a 33 year old Canadian woman, with a 6 year old
son, Ewan, from a past marriage. Ewan’s father is Canadian. Blair
arrived in Canada on the 2nd of February 2013, was here for 6 months
as a visitor and then got a non-extendible 12 month working holiday
visa. In November 2014 we had a child together. His name is Dexter
Hacche. When Blairs work permit was a month away from expiring and he
was informed that the company he worked for would offer him a 12 month
extension to his contract through the recruiter he worked for. Blair
called CIC many times to make sure he knew his options and what he
should do. CIC neglected to tell him the most obvious solution which I
will speak about shortly and instead told him that his only option was
to get his employer to obtain a labour market impact assessment
(LMIA). At this point there was around a month left on his working
visa and he asked the recruiter to obtain the LMIA on his behalf. The
recruiter took three and a half weeks to inform him that they would
not do it despite him calling and emailing more than once a day to get
an answer from them. Blair was very short on time by the time the
recruiter informed him of the bad news. At this point Blair urgently
attempted to get an appointment with an immigration lawyer, however
none were available to him in the required time frame. He did however
get to speak to an immigration lawyer on the phone.
Neither CIC nor the immigration lawyer he spoke to informed him that
if he sent a work permit application right along with the permanent
residence application he had ready to send he would have been able to
stay in Canada and continue working on an implied status for the
entirety of the extremely long wait time for processing of the PR
application. Instead CIC informed Blair that if he sent an on-line
work permit application he would be able to continue working on an
implied status for the month it took to process that work permit
application. Blair says he would be happy to assume blame for the
situation had that best option actually been displayed to him on the
CIC website or provided by the CIC representatives or that information
was actually made more readily available by CIC. Instead Blair was
given bad advice and it has put us in a terrible position. When the
work permit application was refused we were informed that Blair had 90
days to restore his status as a visitor or submit another application.
Blair spoke to CIC and they advised him to sent a letter claiming that
a mistake had been made by CIC on the application which he did since
the refusal stated that he needed a LMIA and he was actually applying
for an open work permit to be a self employed consultant. A month and
a half later CIC finally advised him that the review was unsuccessful.
He then submitted an application to restore his status as a visitor so
that he would not be forced to split our family apart and to give us
time to figure out a solution to our financial issues.
Blair met with an immigration lawyer recently and was informed that
not only would a LMIA through a recruiter be denied as Canada will not
grant them through a recruiter, but he would have to have a job offer
that would pay at least $32 an hour directly with the company he would
work for before a LMIA would be successful. This is an impossible ask
in his position. Worse yet the immigration lawyer stated that he
firmly believes that in our situation the Canadian government will
refuse his application to restore his status as a visitor and he will
be forced to leave Canada.
We are totally disappointed and disenchanted with the Canadian
government and their apparent lack of regard for our family and our
situation. Blair is rapidly losing interest in living in Canada at all
as he states that he knows many foreigners, including Canadians, who
live in New Zealand and have not been forced under any of the stress
or difficulties that the Canadian government are forcing us under.
So what is the result of this process?
Blair is making plans to sell the house he purchased for our family to
live in here in Canada, and to pay another $8000 to ship his
possessions back to New Zealand. He will have to cancel his inland
residence application and will lose the $550 spent on that since the
application is open but has not even begun to be processed yet. He
insists that our son Dexter Hacche will return to New Zealand with him
and it is hard to fight that since Dexter and Blair are like two peas
in a pod. Dexter is so happy when he is with his father and they do
everything together. He also states that the government in New Zealand
will provide a lot more financial support that I would get if he was
to leave him here with me. I have considerable debt here due to a
custody battle over Ewan between my ex and I. We can’t afford to run
two households 13,000km apart. Therefore our house in Canada will be
sold and Blair may purchase a property back in New Zealand. If I
remain I will likely be living in my parents basement to be able to
pay off the debts. I am not a bad or uncaring mother, and in fact it
will most likely literally kill me to not be with one of my sons but I
can’t provide for both of my sons alone and Canada may be forcing me
into making a sacrifice that no one should be forced to make.
To make this extremely clear the Canadian government has given me 4 options:
Try to convince Blair to be the one who makes the sacrifice no
parent should have to make, I lose Blair and he loses his entire
family.
Let Blair and Dexter leave so I lose my fiancée and one of my
sons. I lose one of my Canadian born sons and my fiancée.
I go to New Zealand with Blair and Dexter. I lose my 6 year old
son who’s father will not allow him to leave with me and he loses his
mother.
To be completely honest we feel like any government who claims that
family value and unity is such a big thing in this country should
either open up their eyes and take a look at how policies are making
it a blatant lie and maybe change the claim to the Canadian government
has no regard or concern whatsoever about family values and unity if
one of those family members is not Canadian. There was an article
published in the Dorchester signpost this week about out family and
our problem. This is CIC’s media response about our issue:
CIC media relations adviser/spokesperson for the western region, Sonia
Lesage, said in an email statement that the Government of Canada is
committed to improving processing times and reducing backlogs, and has
taken action to do so and that they are improving the way they process
applications so that it’s faster and more efficient.
“Just two years after the launch of the Action Plan for Faster Family
Reunification, the government has reduced the backlog by nearly 50 per
cent. Had no action been taken over the long term, it was predicted
that the backlog could have increased to 250,000 persons with wait
times of 15 years by 2015.
“The Government of Canada is actively working to reunite families with
their loved ones more quickly. CIC gives the highest priority to
Family Class applications for spouses, partners and dependent children
overseas, in support of its commitment to family reunification.”
So what is the Canadian governments intention here? Ruin lives by
separating and destroying families and then trying to fix it by
reuniting them later. The fact that the Canadian government can’t see
past their own unfair policies and instead will cause the evil action
of separating a parent from a child to me means that someone needs to
really push and show the government the error of their ways, or
failing that to push and show the Canadian people, and the rest of the
world, the evil actions the Canadian government finds perfectly
acceptable.

Hopelessness
Well, a long time has past and still no resolution. It took CIC a
month and a half to review the refusal of my work permit and to refuse
it again all the whole providing me with conflicting information. Post
it here, no email it and it will be done within 24 hours, there is no
email address so post it. Since you posted it a couple of weeks ago
you will hear by the end of the week. Nope, you might never hear
anything at all about it, they will definitely have a decision within
a month, there is no way to know how long it will take them. I am
sorry if this post seems negative about Canadian immigration but I
have worked in several countries around the world and dealt with
countless government agencies, and never have I ever been so badly
messed around, misled, and let down.
We are getting further into debt and closer to bankruptcy and losing
the house I bought for my family. There is no light at the end of the
tunnel and no prospects for success. I can't help but wish we had the
option of giving up and going to live in New Zealand for a while, I
have tried everything and come out empty handed or empty pocketed to
be more accurate. Apparently immigration doesn't care that I have
Canadian kids to feed, I should just sit around with no income for a
further 8 or 9 months waiting for first stage approval on my residence
before I can actually buy diapers or baby food, but god no matter how
much I try I just can't convince my 9 month old son to stop eating or
pooping. The amount of stress this is putting on me has made me break
out in hives for the first time ever and is also giving my fiance
constant migraines and making her feel physically ill.
I was told I put the cart before the horse applying for a work permit
before getting first stage approval on my residence application. How
the hell could anyone in my position put the horse before the cart?
I came to Canada on a tourist visa for a few months, my Canadian girl
friend got pregnant, so i got a 12 month working holiday permit, which
was the only one available to me at the time, and got a job so I could
support the family while my fiance was suffering from a very rough
pregnancy and couldn't work. I applied for residence after 12 months
when I was considered to be in a common law relationship. When my
non-extendable work permit was running out I applied for a new work
permit to allow me to work while waiting the 12 months for a residence
application to get first stage approval. Some one please tell me what
I did wrong here because I don't see how I could have done anything
better?
So my advice to anyone considering coming to Canada and getting
themselves into a position like mine is DON'T DO IT, not even if you
think you have the money to get by for 2 years without working....I
brought $130,000 into Canada from New Zealand and it is gone....
Mortgage companies are not super excited to lend money to someone who
isn't a resident and doesn't have a credit rating in Canada despite a
perfect credit rating back home....so expect to pay double the down
payment that someone else might. And if you do get a temporary work
permit and are a professional with a decade of experience and glowing
references prepare yourself to earn half what you used to.... Why
would anyone want to hire someone who may just end up having to leave
the country?.... And even when you do find a job you probably won't be
able to get a second work permit and may have to leave your kids
behind, missing their first steps, first words or other important
milestones in your children's lives because you have to leave them
behind to go home and work because there is such a big backlog of
applications that it takes 18 months for a residence application.
Maybe you would get luckier and work directly for a company or even
for a halfway decent recruiter who will obtain a Labour market impact
assessment for you instead of messing you around for weeks until it is
too late to arrange anything.
Hey CIC, I have a fantastic idea for you. Why don't you give some of
the people who you won't give work permits to jobs to help clear your
backlog? Kill two birds with one stone. Or maybe you should just look
at amending the rules to cater for the huge backlog so someone like me
me with Canadian kids to feed doesn't get totally screwed.

Methinks Cst Dale Drummond should have forwarded you my emails by now.
I am only guessing at your email address with this email which I hope
stop any further harrassment of my family and I by the RCMP. to that
end I will try to give you a call tomorrow after I speak to the Sgt at
Arms just as he requested. I do remember him from 2012 and obviously
he remembers me as well because he used my old gmail address that I
don't use or check very often. I did not think it any sort of
coincidence that as I was reading Brian Hodgson's email from earlier
today the RCMP waited until after midnight to send three members to
harasss me again when there would be few witnesses to tell the tale.
There is no need for the RCMP to come to my brother's home anymore in
a attempt to separate us. For my brother's benefit I will leave on my
own accord but shame on the RCMP for separating us just before Xmass
time. My brother is a patient man but he has been receiving harassing
phone calls all summer plus the RCMP's favourte client Barry K Winters
has published many nasty things about him and other family members
since I came to his home in July. I made no secret about being here
all summer and talked to many members of the RCMP Marianne Ryan and
Charmaine Bulger in particular. They should have informed their
underlings in Alberta that I was not a bad guy particularly after
receiving my documents.
That said I must leave Fort MacMurray in short order anyway. There
are many Federal Courts in Canada to argue the RCMP within but one
does not exist in Fort MacMurray. If I am gonna spend a lot of time
arguing government lawyers in a Federal Court I would perfer it to be
located in the Maritmes for the benefit of the witnesses I will call
to testify. If anyone wishes me to testifay in current lawsuits
against the RCMP in western Canada they will have fly me back.

Stepping in to replace Wood Buffalo RCMP's current Superintendent
Kirke Hopkins, who has held the position since January 2009, the
municipality announced Thursday that Superintendent Bob Couture has
been tapped as the detachment's new Officer in Charge.
"I am excited to join the incredible team at the Wood Buffalo
Detachment," said Couture in the release. "Together, we will continue
to provide the highest quality of policing services to the citizens of
the municipality."
Couture has been with the RCMP since May 2010 and will continue to
serve with the Surrey Detachment in B.C. until the end of May, when
his duties there will be complete.
Before joining the RCMP, Couture worked with the Calgary Police
Service and was part of the Integrated Security Unit for the Vancouver
2010 Winter Olympic Games.
Prior to that, Couture was a member of the Canadian Forces, serving
with distinction as a Search and Rescue technician.
Holding several honours, Couture has been recognized with the Police
Exemplary Service Medal, the United Nations Medal for Service in
Cyrus, the Queen's Silver Jubilee Medal, and the Alberta Centennial
Medal, amongst others.
"I am very pleased to welcome Superintendent Bob Couture to Wood
Buffalo," said Acting Mayor Sheldon Germain. "He brings more than 23

realize that I have nothing left to lose but I still have a means to

Now I will tell you my story and I'm going to give the names of the
RCMP members involved and expose what they have done to cover up the
truth. I am not going to start with what led up to the first attempt
on my life.
I was house sitting for a friend's mom when I witnessed the murder of
Deena Lynn Bream by Paul Collister and Bev Hosker, both members of the
Quesnel RCMP. But there was a paid informant, Dianne Fuccenecco there
also.
I phoned the Quesnel detachment of the RCMP however their night calls
go to Prince George dispatch. I told them about the gun shots that I
was hearing, eight in all. It sounded like a twelve gauge shot gun. I
never gave my name. I was told that they would dispatch the police to
the location (Sugar Loaf Ball Park in West Quesnel). The next morning
I had a surveillance team in a trailer next door. It consisted of the
following RCMP officers: Constable Gill, Constable Gruending,
Constable Hughs, Constable Hosker and later on Constable Collister.
These are the names that I was giving to Sgt. Norrise of the Kamloops
RCMP the morning after I shot Constable Collister in my home.
Unknown to me I was recorded and after the tape was tampered with was
used in court and with the Complaints Commission when I filed a
complaint. I can prove it was tampered with. I had a witness sitting
right next to me when I spoke to Sgt. Norrise and what I wait was a
lot different than the tape. What my witness suggested I tell them
(which I did) does not even appear on the tape. There are also other
discrepancies that appear on the tape.
At the time I did not know the names of the members that, with
Constable Collister, came to my property. They were Constable Kinloch
and Constable Coutier (the ones on top of my house and the ones who
pursued me across my landing). Constable Barkman, Constable McMillan,
Constable Anderson, these were the police officers that I saw at my
gate. Constable McMillan and Constable Anderson were the ones who
hunted me in my field. This was the third attempt.
The second attempt was a few months earlier in which Constable
McMillan, Constable Rogas came to my friend's home and arrested me for
obstruction of justice. I committed no crime and had no idea why I was
being arrested. I was severely beaten with a flashlight while in
handcuffs and taken to the Quesnel detachment where Constable Paul
Collister's old partner Constable Sardinea tried to murder me with a
pressure point attack that has not healed to this day."
When are the RCMP finally going to get around to investigating Barry
Winters aka Mr Baconfat and Dean Roger Ray aka Dirty Dicky Dean and
their sexual harrassment and death threats against my children which
still ongoing to this very day???

A Wood Buffalo RCMP inspector is being charged with sexual assault in
relation to a 1982 incident involving a 12-year-old girl in
Saskatchewan.
At the time of the alleged offence, RCMP Inspector Ronald Patrick
Makar was a constable in Carlyle, Sask. with two years of service with
the RCMP.
The charges stem from a criminal investigation done by Saskatchewan
RCMP after they received the complaint in April 2013. The now adult
female provided investigators with a detailed statement in December
2013. She told RCMP an adult female and a male member of the RCMP
assaulted her.
A comprehensive investigation led to charges against Makar and
Constance Haduik, Saskatchewan woman.
Makar has been charged with one count of having sexual intercourse
with a female without her consent and one count o having sexual
intercourse with a female under the age of 14.
Makar was arrested this morning in Fort McMurray. He has been
suspended with pay, and won’t return until criminal charges are
“resolved,” a RCMP release says.
This isn’t the only time Makar has been accused of inappropriate behaviour.
Two female RCMP members have also filed lawsuits against Makar a
decade ago, while working in Milestone, Sask.
In a statement of claim, they alleged they were subject to harassing
comments and “verbal abuse.” In one claim, a constable said Makar made
“disparaging allegations” about her disabled son. She had made a
complaint about Makar in 2000 about harassment two years earlier while
they were both stationed in Regina.
Makar was transferred to Alberta in May 2012. Since then, he has been
in charge of 92 employees as the Operating Officer at the Wood Buffalo
detachment.
Haduik was arrested without incident April 10 at her workplace in Kyle, Sask.
As Makar works in Alberta, employee discipline is the responsibility
of the K Division Commanding Officer.
RCMP members are subject to the same criminal law process as all
Canadian citizens, a release says. The RCMP Code of Conduct also
regulates their conduct. When a member faces criminal charges, the
appropriate disciplinary action may be dismissal, but RCMP say that
it’s dependent on the case, and isn’t automatic.
“Allegations like these are disturbing when made against a member of
the general public. For a serving police officer to be facing charges
like this is extremely disturbing said Supt. Alfredo Bangloy,
Assistant Criminal Operations Officer in charge of Saskatchewan
provincial policing, in a release.
“It is a very difficult to be here today to speak with you all about this.”
Bangloy also mentioned the bravery of the victim.
“I commend the victim who came forward. It takes great courage to
speak out in these types of situations.”
Wood Buffalo RCMP are aware of the charges, said Cst. Natasha Lytwenko
of the local detachment, who didn’t comment further.
“As disappointing as the news concerning this officer is, I know that
every day RCMP employees work hard to make a positive difference here
in Alberta and across Canada,” said Deputy Commissioner Marianne Ryan,
the Commanding Officer of Alberta RCMP, in a release.
“On days like today, we need to remind ourselves of that.”
Both accused will appear in court June 4 in Carlyle, Sask.

Wood Buffalo RCMP Officer Charged with Historic Sexual Assault
Today, the RCMP in Saskatchewan (F Division) announced that they have
charged RCMP Inspector Ron Makar of Wood Buffalo Detachment in Fort
McMurray with two counts of sexual assault. The charges are the result
of a criminal investigation by Saskatchewan RCMP into a complaint they
received in April 2013 relating to a 1982 incident in Saskatchewan
involving a 12 year old girl. At the time of the alleged offence, the
accused was a constable with two years of service with the RCMP.
Inspector Makar spent most of his 34 year RCMP career in Saskatchewan.
He was transferred to Alberta in May 2012. Since then he has worked as
the Operations Officer at Wood Buffalo Detachment supervising 92
employees. He was arrested this morning in Fort McMurray.
Because Inspector Makar is posted to Alberta, employee discipline in
this matter is the responsibility of the “K” Division Commanding
Officer. Inspector Makar has been suspended with pay pending further
consideration. He will not be returning to work with the RCMP until
the criminal charges against him are resolved.
RCMP members who commit criminal offences are subject to the same
criminal law process as all Canadian citizens. In addition to the
criminal process, the conduct of RCMP members is regulated by the RCMP
Code of Conduct. While in some cases where a member faces criminal
charges the appropriate disciplinary sanction may be dismissal from
the RCMP, it is dependent on the case and is not automatic.
