Murray firmly holds reins but Loney moves up in Winnipeg mayoral race, new poll suggests
'There is sort of an opportunity still for this race to develop and kind of a different story to be written'
Loney has 14 per cent support from decided voters in the Probe survey, conducted for the Winnipeg Free Press and CTV and released Monday.
That's up from six per cent in a previous survey, which came out at the end of July. It's the biggest jump of any candidate in the online poll of 600 Winnipeg adults, done from Sept. 8-18.
Murray, who was Winnipeg's mayor from 1998 to 2004, remains the preferred candidate among those polled, even if that support was lower than in the July poll. It was 44 per cent in July and is at 40 per cent in the new poll.
Scott Gillingham, who has served for two terms as a city councillor, continues to hold second spot in the race at 15 per cent support, a dip from 16 per cent in July.

"The big story, and we don't want to lose sight of this, is Glen Murray's lead. He has a really significant lead over all of the other candidates," said Mary Agnes Welch, a partner at Winnipeg-based Probe Research.
"That's kind of like the don't-miss-the-forest-for-the-trees story."
But underneath that, in the trees, is the jockeying for second place, to determine who is Murray's main challenger, she said.
Coun. Kevin Klein, who only entered the mayoral race in late July and was not considered in the survey from that month, sits in fourth place with 10 per cent support.
Klein's level of backing is "not quite as well as we might have thought a councillor would do, but he's still in the race," Welch said.
Robert-Falcon Ouellette, who was running third in the July report, dropped to fifth spot as he lost six percentage points.
Jenny Motkaluk saw her support cut in half, from eight per cent in July to just four now.
The remaining six candidates are all polling in the low single digits.
Motkaluk finished second to Brian Bowman in the 2018 mayoral race with 38 per cent of the popular vote. Bowman, who has been Winnipeg's mayor since 2014, is not seeking re-election.
'Even more undecided now'
Despite the current polling numbers, the shape of the race remains somewhat uncertain.
Nearly four in 10 Winnipeggers do not yet know who they will vote for and even among those with a preferred candidate at the moment, fewer than half are very certain of that choice.
"They're even more undecided now than they were earlier in the summer," Welch said. "They might waver; they're not 100 per cent locked in.
"So even though Glen Murray has this crazy big lead, I think there is sort of an opportunity still for this race to develop and kind of a different story to be written."
Nearly four in 10 voters in Winnipeg are undecided (39 per cent), with another eight per cent indicating they do not plan to vote at all on Oct. 26. (Probe Research Inc.)
Welch blames a glut of promises for creating confusion among voters, with no single, galvanizing issue taking the spotlight.
"There's been a lot of announcements [but] there hasn't been one overarching narrative," she said.
Winnipeg's election is Oct. 26.
With a sample size of 600, the results have a margin of error of plus or minus four percentage points, 19 times out of 20, of being representative of the entire adult population of Winnipeg.
The sample consists of 236 Winnipeggers randomly recruited via live-agent operator, 208 Winnipeggers randomly recruited via interactive voice response and 156 members of Probe Research's online panel. All respondents completed the survey on an online platform.
Minor statistical weighting was applied to the sample to ensure age and gender characteristics properly reflect the city's population.

Our PM at the time Paul Martin opened up the riding by appointing John Harvard (the liberal incumbent) to be lieutenant governor and Murray was in like a dirty shirt. He didn't even live in the riding. Long and short he lost the election to Stephen Fletcher.
Oh it was going to be epic.
Despite all the hoopla, in the end Murray failed to garner sufficient support to deliver this New Deal. What he did manage to get through Winnipeg’s City Council was the basic proposition that the city needs a bigger share of provincial and federal revenues, no more than what the Federation of Canadian Municipalities has been calling for over the last seven years. Today, that is all that is left of Glen Murray’s “New Deal.”"

Well then you’ll really be disillusioned by the Probe poll released yesterday.
In Winnipeg the NDP is at 52 per cent and the Tories have 25 per cent. The Tories haven’t budged since a poll taken three months ago. The NDP has held a commanding lead in Winnipeg in three polls since March.
The poll was released days after an Angus Reid poll delivered more bad news for Stefanson.
Angus Reid, which tracks public approval of premiers across the country, found Stefanson was once again dead last, with 22 per cent support, a drop of one per cent from the last poll.

Canada and FCM invest in stronger asset management in New Brunswick communities
Ottawa– From roads and buildings to wastewater systems – strong asset management is key to building stronger communities. Municipalities of all sizes need tools and resources to make evidence-based decisions that support long-term asset management and build a healthier, safer and more prosperous future for all Canadians.
That is why the Government of Canada is investing $590,510 in 17 New Brunswick communities through the Municipal Asset Management Program (MAMP), delivered by the Federation of Canadian Municipalities (FCM). As Canada moves toward a strong recovery, these projects will help communities make data-driven decisions about key infrastructure and ensure long-term infrastructure performance.
With funding from MAMP:
- The City of Edmundston will collect data on the electrical distribution network assets present in the city and the Madawaska Maliseet First Nation and store and manage the asset information digitally with spatial modeling in an Enterprise-GIS system. This modeling will help the city to improve management of the electrical distribution network.
- The City of Miramichi will complete condition assessments on the following City owned buildings: Police Station, City Hall mechanical system, Miratech mechanical system, Miramichi Civic Centre roof, Lord Beaverbrook Arena roof, and Loggieville sewer lagoon.
- The Town of Quispamsis will study and assess the condition of outdoor park and recreation assets in the town. The study will provide the town with an asset inventory data standard for outdoor recreation sites, a condition assessment program, replacement cost estimating, useful life estimating, and criticality rating guidelines.

Winnipeg mayoral candidate Glen Murray denies harassment claims as complainant stands by allegations
Some rivals in mayoral race have called on Murray to withdraw following CBC News investigation
Winnipeg mayoral candidate Glen Murray denies allegations he physically harassed a former employee of the Pembina Institute during his one-year tenure as head of the environmental organization — and that employee is standing by his claims.
The allegations were first reported earlier Thursday in a CBC News investigation into the 370 days Murray spent in 2017-18 in what he called his "dream job" as executive director of the Calgary-based clean energy think-tank.
The investigation also revealed allegations Murray used sexual innuendo in the workplace and drank to excess at some organization functions before being forced out following complaints about his management.
Duncan Kenyon, who served as the Pembina Institute's oil and gas director and as its Alberta director, alleged Murray rubbed up against him, pelvis to buttocks, during a company social function in Banff, Alta., in March 2018.
Kenyon said he's not surprised his former boss would deny his allegations because, while he told his supervisor and several colleagues about the alleged incident, there was no documentation of what Kenyon says happened.
He also questioned whether Murray would know what happened that night, given Murray's alleged level of intoxication at the time.
On Thursday afternoon, Murray showed up a half hour late to a media availability he called to address the allegations. He arrived to a standing ovation and chanting from supporters gathered inside his campaign headquarters.

Murray said since being approached with questions about his time at the Pembina Institute, he's been "going over in my mind every interaction, every conversation and every opportunity where something could have happened."
"I'm not perfect. Who is?" Murray said. "But I am certain the reported sexual harassment from today is not true."
Murray said while his time at the Pembina Institute was a time of ambition and hard work, it was also a time of great change in his personal life.
"And it is clear that I allowed that pressure to spill over into my work life. I am sorry for this and I take responsibility," he said.

Murray said when it became clear his leadership style wasn't a good fit for the culture of the organization, he and the Pembina Institute's leadership team together "came to the realization that parting was the best way forward."
Documentation obtained by CBC News shows Murray was presented with a termination notice and was given the option to resign instead, which he did on Sept. 9, 2018.
Murray did not take questions from reporters following his remarks.
The CBC News investigation into Murray's time at the Pembina Institute also prompted several of his campaign rivals to call on him to withdraw from the race.
Mayoral rivals call for Murray's withdrawal
"I would like to see all people running for mayor, for the sake of the city, to come out and ask Glen to withdraw," Kevin Klein said.
"I think that that's the appropriate thing to do here. They're serious, serious allegations."
Rana Bokhari later followed Klein's lead, saying Murray needs to "sincerely apologize to the people he has wronged" and bow out of the race.
"How many passes do we give him? Is this who we want to represent Winnipeg?" Bokhari wrote in an emailed statement.
Scott Gillingham said what Murray and his campaign do now is up to them. Gillingham also said he would worry about how Murray might treat city staff as mayor, given the allegations about his management at the Pembina Institute.
"There's a pattern that seems to follow him from city to city to city. The article presents a picture of chaos and instability," Gillingham said.
Shaun Loney called the allegations against Murray concerning, but stopped short of asking him to withdraw — although Loney said he thinks the details revealed about the front-runner may improve his own chances in the race.
"When you're running for office, you bring your past with you. And I'm bringing my past here with me today," Loney said.
"For me, I'm just glad that I've conducted myself in such a fashion that my co-workers would stand here with me today."

Winnipeg mayoral candidate Glen Murray's time at 'dream job' mired by harassment, poor management allegations
Election front-runner forced to leave job at the helm of Alberta's Pembina Institute after 1 year
Winnipeg mayoral candidate Glen Murray was forced to leave his "dream job" as the head of a clean energy think-tank after one year, following complaints about his management, according to former staff and communications obtained by CBC News.
Murray's lawyer denies this, claiming he resigned "for personal and family reasons."
A CBC News investigation into the 370 days Murray spent in 2017-18 as the executive director of the Pembina Institute — a Calgary-based environmental organization — also revealed allegations Murray used sexual innuendo in the workplace, physically harassed a former employee at a company gathering and drank to excess at some organization functions.
Former Pembina employees described Murray as a "chaotic personality" who breached confidentiality, refused to accept briefings, failed to show up to some internal meetings, showed up late to some meetings with government and corporate leaders, often did not respond to communications and engaged in questionable management practices.
Murray's campaign declined repeated requests for interviews about his time at Pembina. The candidate himself said on Tuesday he would be happy to answer questions about Pembina and advised CBC News to make an appointment, but his campaign later denied the request.
Murray's lawyer, Bailey Harris, said in a letter on Tuesday any harassment allegations against Murray stemming from his time at Pembina are "categorically untrue" and said they were never brought to her client's attention.
"Mr. Murray wishes to be very clear: no allegation or report of sexual harassment was ever raised with Mr. Murray while he was employed by the Pembina Institute or after," Harris said in her letter.
'High-risk, high-return appointment'
A Probe Research poll published Sept. 23 suggested Murray was the leading candidate to become Winnipeg's next mayor in the Oct. 26 election, with the support of 40 per cent of decided Winnipeg voters.
Murray originally served as Winnipeg's mayor from 1998 until 2004, halfway through his second term, when he resigned to make an unsuccessful bid to become a federal Liberal member of Parliament.
He then moved to Toronto, where he was eventually elected in 2010 as a Liberal member of Ontario's Provincial Parliament. Within months, he was appointed to cabinet.

In 2017, a year before an Ontario election the Liberals would lose, Murray resigned his Toronto Centre seat to become the Pembina Institute's new executive director.
"There's no good time to get into politics and no great time to get out of politics," Murray told the Globe and Mail.
Murray, who had served as the Liberal-appointed chair of the National Round Table on the Environment and the Economy shortly after leaving his job as Winnipeg's mayor, called his new gig at the helm of Pembina his "dream job."
Founded in the 1980s, the institute conducts research and analysis into energy use and provides recommendations about energy policy.
"The chairman of the board described him as a high-risk, high-return appointment," former Pembina fundraiser Iain McMullan said of Murray.
McMullan, the first person Murray hired after he assumed the reins of the non-profit, described Murray as a magnificent presence in front of audiences who proved to be "intrinsically unreliable on pretty much everything" once he stepped off stage.
"He can be inspiring, and he can be harmful to others, in my experience," said McMullan, a veteran corporate fundraiser who served as the Pembina Institute's director of strategic partnerships under Murray.
"I've seen him give speeches — 20-to-30-minute speeches with no notes or a borrowed PowerPoint — and hold the audience in the palm of his hand. And they all thought he was fantastic afterwards. I've seen him do that. But the rest of the time, he's chaotic. He's a chaotic personality."
Allegations of sexual innuendo, harassment
Murray started at Pembina on Sept. 5, 2017. Former employees said he continued to live in Toronto while he worked for the organization but made visits to its offices in Calgary and Vancouver.
Several former employees said Murray's behaviour soon set off red flags, particularly his alleged utterance of sexual innuendo in the workplace and in one-on-one meetings with employees.
Duncan Kenyon, who served as Pembina's oil and gas director and as its Alberta director, said he once went for a walk with Murray where his boss started out praising his work, but soon began speaking about his sex life.
Kenyon said Murray raised the fact he enjoys having sex outside his relationship.
"He's blowing smoke at you and then he's moving it toward sexual conversations," Kenyon said.
"You're not having these kinds of discussions with your colleague, let alone your boss."
A former Pembina board member CBC has agreed not to name said they were aware Kenyon and two other Pembina employees alleged they were subject to Murray's use of innuendo.
That does not include Pembina's previous executive director, Ed Whittingham, who said he was subjected to sexual innuendo during a one-on-one conversation with Murray on his successor's first day on the job.
"He said some things about his personal life, and particularly the openness of his relationship with his husband and openness in terms of having sex outside the relationship that made me feel very uncomfortable and immediately had me thinking, 'My gosh, have we made the wrong choice?'" said Whittingham, referring to Pembina's decision to hire Murray.
"This is an inappropriate conversation to be having with anyone — even me, as the outgoing guy — on Day 1 of his time at Pembina."
Whittingham said he walked out of that meeting so disturbed, he thought of calling David Runnalls, the chair of Pembina's board of directors at the time.
"I thought, 'I'm probably overreacting and I'm the guy on the way out. This is my successor, and if I make that call, basically, I'm crapping all over my successor literally on Day 1.' And I didn't make that call," he said.
"And to this day, I regret not making that call."
Murray also went beyond sexual conversations to physical contact, said Kenyon. He alleged Murray rubbed up against him, pelvis to buttocks, during a company social function in Banff, Alta., in March 2018.
"He comes up to me and starts doing very suggestive sexual dancing — you know, grinding me," Kenyon said.
"It was very crowded on the dance floor, right, so it's pretty hard for people to see what was going on, exactly. You're just like, 'Oh, come on, man.' I'm being like, grinded by my boss on the dance floor. Unbelievable."

Whittingham said Kenyon came to his home two days later and told him about the incident.
"Duncan laughed it off, as sometimes we do, both men and women, but particularly men who are on the receiving end of sexual advances by other men," Whittingham said.
Kenyon also said he informed his immediate supervisor at the time, Pembina's deputy director, and said he believed he was taken seriously. That director did not respond to CBC News requests for comment.
Kenyon said he took no further action.
He said he acknowledged the role his relative privilege played in that decision, compared to a younger man or a woman placed in a similar position.
"We're older guys, this is not the end of the world for us. It's just uncomfortable," he said.
Harris, Murray's lawyer, said any harassment allegations against Murray are untrue. She also said Murray was never made aware of harassment allegations.
"To Mr. Murray's knowledge, no one ever filed a complaint against him," she said in her letter to CBC News.
Harris also said former Pembina board chair Runnalls said no harassment allegations were ever brought to Murray by Pembina's leaders.
"We are advised that the former Board Chair unequivocally said that the senior management team never brought forward any complaints of this nature against Mr. Murray," Harris said.
Runnalls confirmed to CBC News he had no knowledge of "any such claim" against Pembina and nothing was ever brought to the board.
Allegations of excessive drinking
Former employees also said Murray drank to excess at some company social functions and public events.
"He would regularly get very intoxicated at events that Pembina hosted, just rip-roaringly drunk," said Kenyon, alleging Murray could barely walk at a Vancouver event attended by Catherine McKenna, who was the federal environment minister at the time.
Kenyon also said his boss was intoxicated the night Murray allegedly physically harassed him in Banff.
Jason Switzer, a former senior advisor and director of industrial decarbonization at the Pembina Institute, backed up the allegation Murray drank to excess in the Alberta resort town.
"As we were walking … back to our hotel from one of the bars that we were at, he was barely able to walk. He was really, really drunk," Switzer said.
"I take that perhaps as a reflection of him wanting to unwind amongst colleagues, but it was certainly a situation you would never want to see someone in that kind of leadership role in, setting his first sort of engagement with his staff."
Murray's campaign team did not respond to requests for comment about allegations Murray drank to excess at company functions.
Allegations of poor management
According to former Pembina Institute employees and correspondence obtained by CBC News, Murray's management practices alienated longtime Pembina employees, leading four to quit the organization over concerns about professionalism.
"Glen discusses confidential information with any staff that will listen," a former employee wrote to Pembina board members in 2017.
"He has been told things in strict confidence that he comments on out loud at different staff meetings. This is confidential information told to him in strict confidence about sexual harassment, mental health, etc.," the former employee wrote in an email dated Nov. 17, 2017, two months after Murray joined the organization.
"This should be kept totally confidential and not be brought to light at every call or conversation in the hallway. I have concerns about lawsuits for defamation or harassment."
Former Pembina Institute employees also outline a litany of complaints about Murray.
Three told CBC News they could not get Murray to stay on message when he met with potential donors, government leaders or representatives from other environmental organizations.
"It became pretty clear — and perhaps unsurprisingly — that he was going to go his own way and that the program leads weren't going to be able to brief him," Switzer said.
"He really had his own perspectives on things, and if he liked a particular set of talking points, he'd run with them. But essentially he was going to kind of act extemporaneously on any kind of issue."
McMullan said he found Murray very difficult.
"I never really was able to get into a constructive working relationship with him in the six months we spent together. And I tried very hard," he said. "My sense was he just didn't want to be briefed."
Switzer and Kenyon also said Murray often attended meetings with people outside the organization but did not take notes to inform staff what transpired at these meetings. They also said they were often unaware of Murray's whereabouts.
"We never knew who Glen was meeting with, didn't know what he'd discussed. He never came to us to tell us he was going to go meet with so-and-so," Kenyon said.
"He would regularly take meetings without anyone there to take notes, so we just had no idea what the followups were," Switzer said.
"There was no sort of certainty that we were going to get any outcomes from any of the meetings that he was having, whether it was with government partners or corporate partners."

Former staff also complained Murray was often late for meetings. Whittingham, Murray's predecessor, said he once flew into Calgary and was left waiting so long he contemplated leaving.
Whittingham said he experienced a similar wait when he arranged for Murray to meet with the CEO of a Calgary-based oil and gas company.
"He arrived 40 minutes late and the CEO, like me, was about to get up and leave," Whittingham said.
Kenyon said Murray also embarrassed Pembina at private meetings by talking over corporate and government officials.
"They couldn't get a word in. It wasn't a discussion. It was just the grand Glen Murray sermon," he said.
Kenyon said Murray also promoted less-experienced personnel into senior positions as a means of insulating himself from longer-serving staff.
"He's very personable, can be quite likable, charismatic, but really in many ways actually is cultivating people to be his allies and is not genuine in many of his interactions," Kenyon said, describing Murray's tactics as a divide-and-conquer strategy.
"Early on, people were a little bit skeptical. And then later on, it was clear he was really not doing his job."
Murray's campaign team did not respond to requests for comment about complaints about Murray's management.
'An existential threat to Pembina'
Murray's performance came to a head in March 2018 at Pembina's annual staff and board gathering in Banff, where the institute's employees from across Canada meet to strategize and engage in face-to-face time.
Former employees said in addition to drinking heavily, Murray did not properly prepare for the multi-day gathering, which they described as the most important on the Pembina calendar.
"The assembly itself was so kind of badly disorganized — after years of it being sort of meticulously organized to deliver particular outcomes — that at that point, I think there was a sort of general sense of fatigue among the staff around that," Switzer said.
"It was a shambles," McMullan said. "It drove everybody crazy because everybody was saying, 'You know, this is really important. We only do this once a year. Let's work together on the agenda.'
"And he decided he wanted to pull a bunch of rabbits out of the hat."
McMullan said those rabbits included new lines of work for Pembina and a surprise rebranding exercise for the institute.
Several former employees said the event wound up creating solidarity among staff who wanted Murray out.
"That was actually when it crystallized, to be very honest, that the people within the organization started planning to do what we had to do to get him removed, because he was doing so much damage," Kenyon said.

Following the staff retreat, Pembina directors began meeting with the intent of bringing complaints about Murray's management to the institute's board, Kenyon said.
Whittingham said he joined the effort to oust Murray after he became "the unofficial, unappointed director of sympathetic listening" to his former colleagues.
"The last thing I wanted to do was be a part of the ouster of my successor, but at that point, I thought it was such an existential threat to Pembina that I really needed to act," he said.
'He's got to go,' chair told
Whittingham said he initially met with one board member in June 2018 to assert the organization failed to conduct due diligence on Murray, and said he later told board chair Runnalls the situation with Murray was "beyond repair and he's got to go."
Whittingham said Pembina enlisted George Greene, the founder of the environmental consulting firm Stratos, to conduct a series of interviews with senior staff as well as a staff survey.
Kenyon said he was among those interviewed by Greene. Kenyon said he only discussed Murray's management and did not disclose his allegations about innuendo and grinding during that interview.
Greene interviewed Pembina employees in July and August 2018 and presented a summary of his findings to the board during an emergency meeting on Aug. 24, 2018, according to correspondence obtained by CBC.
Greene did not respond to requests for comment. Harris, Murray's lawyer, confirmed Greene presented a verbal report to Pembina's board.
Runnalls presented Murray with a termination notice one week later, according to the correspondence. Murray requested and was given the option of resigning instead, according to the correspondence.
Runnalls informed senior leaders at Pembina that Murray opted to resign on Sept. 9, 2018, according to the correspondence.
Murray formally left the organization on Sept. 10, 2018.
"While I'm looking forward to a new challenge, the Pembina Institute is a very hard place and team to leave," Murray said in a statement at the time.
In response to CBC News requests for comment this week, Murray's lawyer stated a different reason for his departure.
"Mr. Murray resigned from the Pembina Institute four years ago (2018) for personal and family reasons," Bailey Harris said in a letter to CBC News.

Publicly, Runnalls thanked Murray in 2018 for his leadership.
"In his time here, Glen has been a great accelerator for the organization and its staff," Runnalls said in a statement at the time.
This week, Runnalls declined to comment on the circumstances surrounding Murray's departure or claims made about Murray's management.
Nine days after Murray left Pembina, he was in Winnipeg, where he declared he was moving back to Manitoba and had no interest in returning to politics.
Pembina declines comment
The Pembina Institute declined to address allegations about Murray or the circumstances that led to his departure.
"For privacy and legal reasons, we are unable to comment publicly on any personnel matters," executive director Chris Severson-Baker said via email earlier this month.
"Pembina has comprehensive workplace policies and procedures in place, including policies and procedures governing respectful workplace behaviours and the prudent use of resources and assets."

Whittingham, the former Pembina director, said Murray's workplace behaviour makes him question whether the latter is fit to be a mayor.
"I think it's incumbent upon him to explain the work that he's done and why he is now qualified for a much larger leadership role, when it was very clear in the span of a year that he was completely unqualified for a smaller leadership role," he said.
Kenyon said he thinks Murray would be a toxic mayor.
"The kind of workplace he would create would be really problematic," he said.
"I would really not want to, ever want to see someone have to work in an office with him, based upon how he was at Pembina."

A Winnipeg city council candidate says he takes full responsibility for posting misogynist, homophobic and antisemitic content to social media a decade ago and wants voters to know he has changed.
Omar Kinnarath, a community organizer vying to unseat incumbent councillor Cindy Gilroy in central Winnipeg's Daniel McIntyre ward this fall, said he is a better person than he was from 2011 to 2014, when he issued tweets including derogatory references to women, gay men and Jews.
While those posts have been deleted, screen-captured images continue to circulate via social media.
Kinnarath says he takes ownership for his actions, repudiates his own statements and understands the harm he caused.
"It's not right to speak that way. You know, you do hurt people when you speak that way or express those things, and I'm just trying to learn from the people around me and become better and be more sensitive," he said in an interview earlier this week.
"I just want people — voters and the general public — to realize that I am a real person. I'm not like the typical politician that tries to hide or shy away from these sorts of things. I do face these things head on."

Kinnarath said toxic masculinity contributed to the way he was socialized and he hopes voters in the Oct. 26 election give him the chance to demonstrate that he has learned.
"I know in my work in anti-racism, where people are called out for racism, you always have to give room for them to improve and to become better people and not think that way," he said.
Tara Mann, a former romantic partner who has a child with Kinnarath, says he is indeed a better person. She described him as a good father who does good work in the West End, and said it would be a shame if his old tweets prevent him from getting elected.
Tweets present challenge: expert
The combination of the volume of his offensive tweets, and how relatively recent they are, present an electoral challenge for Kinnarath, says a reputation management expert.
Sally Housser, the senior manager of public affairs at the Alberta-based Canadian Strategy Group, said while the general public may be willing to overlook sexist, racist or homophobic statements issued decades ago, few reasonable people would have tolerated some of Kinnarath's tweets a decade ago.
The council candidate is doing the right thing by accepting responsibility for his actions, she said, but voters will ultimately decide whether or not he has made genuine efforts to educate himself and reach out to people affected by his words.
"It really amounts to, what emotion are you able to leave voters with? Do they believe you to be real or not? And I mean, that's pretty much an unquantifiable factor, but it is the key one," Housser said in an interview.

Kinnarath said he expected to answer for his old Twitter posts during this election because he's had to answer for them for several years.
"Having dealt with this stuff before and feeling the scrutiny of the public and the media, I definitely feel like it's preparing me for the scrutiny of public office," he said.
He also said he has been the victim of hateful comments himself, and acknowledged they are particularly severe because he is Muslim and a person of colour.
"The things that I said were horrible, that's for sure. But the things said to me in the last seven to eight years? It's bad," he said, referring to threats of physical violence.
"And those people have no remorse. They have no intention to learn or be better or to understand people."

After my court appearance this morning in Quesnel my lawyer Doug Christie asked me if I thought it would be okay to go on Ezra Levant’s Sun News Talk Show The Source to discuss my case. I told Doug that Levant was my arch enemy but that he was welcome to go on his show.
Late this evening (very late actually) I received the following article and video that Marc Lemire put together.

I must admit that it is a rather somewhat comical interview/discussion with Ezra vibrating as usual like some speed freak in need of a fix but regardless of the fact that he gets an opportunity to carry on the same smear campaign that the rest of his Zionist Jew buddies are doing across the Canadian mediascape and tell his audience that he ‘Hates Arthur Topham’ the message is that hate is not an emotion that ought to be governed by Canada’s courts any more than love.
The show ought to draw more attention to the site and also make more Canadians realize that no one should be charged with a criminal offence merely for expressing an opinion or facts related to anyone or any group. It certainly doesn’t make B’nai Brith Canada look good and that in itself is a positive thing.

Why is it that so-called ‘hate’ laws only ever target one certain opinion, and all the other haters are given a free pass? Would Canada’s criminal prohibition against ‘hate’ ever be found constitutional if the courts looked at the actual effects and operation of the law? After 30 years, it is as clear as day; this law targets a certain range of opinions in Canada, and has little to do with actually removing hate. As we have documented over and over, some hate in Canada is perfectly fine and non-criminal.
If you have an opinion which can be classified as ‘nazi’ or ‘anti-Semitic’ and you’re White; expect the state to drop the ‘trifecta of tolerance‘ of you. Which is a three stage, proven framework, to break and humiliate the victim — all at the expense of Canadian taxpayers who foot the bill for this multi-million dollar make-work project. The stages can be defined as: ostracized, vilified and criminalized.
Section 319 of the Criminal Code is an affront to justice and freedom in Canada and should be repealed immediately. Canada is a tolerant country with intelligent people, and we do not need the nanny state (at the behest of special interest groups and plaintiffs of fortune) looking over the shoulders of people and parsing the words of individuals that wish to express non-violent opinions on controversial subjects as race or religion.
We have tried the censorship of criminal and civil prohibition’s against ‘hate’ speech since the 1970’s with little positive effect.
Isn’t it time to give freedom a chance?

Apparently everybody wanted to play dumb about my concerns and
allegations so that Humpty Dumpty Martin's minority government would not
fall and they could party hardy while the Queen was in Canada. As you all
know months ago, I began faxing, emailing and calling the eight other Lt.
Governors I had yet to cross paths with. I fully informed them of my
indignation towards the Governor General Clarkson and two of her other
Maritime Lieutenants Roberts and Chaisson before the latest wave of bad
acting Yankees invaded my home in the USA without warrants or due process if
law.
I made certain all of the provincial Attorney Generals and Premiers
can never deny the fact that I tried to make them well aware of my concerns
and allegations in order to make everybody should sit up and pay attention.
Not one person from any of your offices ever responded in any fashion at
all. You can be certain that I expected the deliberate ignorance. It is one
of the oldest tricks in the book that lawyers employ in order to play their
wicked game of see no evil, hear no evil speak no evil. I knew it would
happen particularly after Nova Scotia's Conflict of Interest Commissioner
Merlin Nunn had blocked my emails before I had contacted you. I have no
doubt it helped to relieve him of his ethical dilemma before the NS NDP
decided what to do about their chance to unseat the Conservatives. I have no
doubt whatsoever many lawyers in Canada were praying that the Suffolk County
District Attorney would have me back in the loony bin by April 28th and that
all your troubles would go away. I opted to let you all have your way and
did not bother you anymore until the Queen had left our shores and
Parliament quit for the summer. Now it is my turn to have some fun and raise
a little Political Hell.
While the Queen, Clarkson and Martin where all having a grand old time
on the Canadian dime my little Clan went through living hell down here.
Trust me, lawyers need to learn some new tricks. Ignorance is no excuse to
the law or me. Making some Canadian Attorney Generals and their political
buddies show me their arses is child's play to me after all that I have
experienced in the last few years. If you doubt me ask Michael J. Bryant and
Yvon Marcoux why I am so pissed at their bosses and the DHS. Then check my
work for yourself. If the tag team of John Ashcroft and Tom Ridge could not
intimidate me, believe me you people don't have a prayer. Both of those
dudes have quit their jobs but I am still standing and squaring off against
their replacements now. If it were not for all the decent folks I know, the
snotty ones like you would make me feel ashamed to be a Canadian. There is
no shortage of lawyers. It is just that ethical ones that are rare birds,
that's all. You must know how easily the Canadian people can replace you
with other lawyers if it becomes widely known how willing you are to ignore
crime if it means some fancy dude may be compelled to suffer for his own
wrongs.
The justice system is supposed to be self-policing. It should clean up
its own act rather than trying to maintain a false mask of integrity for
lawyers that are obviously criminals. It is way beyond my understanding why
you people would choose to support the likes of Paul Martin, Adrienne
Clarkson, T. Alex Hickman and Billy Matthews if you are not all as crooked
as hell as well. The deliberate ignorance and double-talk employed by the
wealthy few to dodge simple truths is absolutely offensive to ordinary
people blessed with the rare attribute called common sense. Not all folks
are like sheep. Paul Martin's latest tricks make for a very fine example of
truly how bad things are. Even amidst wholesale scandals breaking out hell,
west and crooked everywhere lawyers and politicians just close ranks and
stand together as thick as the thieves they are. I stress tested the ethics
of the ladies of the Bloc Quebecois and the Gomery Inquiry immediately after
Martin's carefully orchestrated little circus in Parliament on May 19th was
a matter of history. Lets just say I was not surprised to not hear one peep
in response from anyone other than to get a call from an unidentified and
very nervous but cocky Yankee lawyer claiming that Tony Blair was mad at me.
Pursuant to my phone calls, emails and faxes please find enclosed as
promised exactly the same hard copy of what I sent to the Canadian
Ambassadors Allan Rock and Franky Boy McKenna and a couple of nasty FBI
agents on May 12th just before an interesting event in front of our home in
Milton. I have also included a copy of four letters I have received in
response since then that you may find interesting to say the least. I also
sent you a copy of a letter sent to a lady Ms. Condolezza Rice whom our
former Prime Minister Brian Mulroney considers to be the most powerful woman
in the world. The CD of the copy of police surveillance tape # 139 is served
upon all the above named Attorney Generals as officers of the court in order
that it may be properly investigated. I will not bother you with the details
of what I am sending to you byway of the certified US Mail because I will be
serving identical material to many other Canadian Authorities in hand and
tell them I gave this stuff to you first and enclose a copy of this letter.
All that is important to me right now is that I secure proof that this mail
was sent before I make my way back home to the Maritimes.
However I will say I am also enclosing a great deal more material than
what Allan Rock had received in the UN. Some of it is in fact the same
material the two maritime lawyers, Rob Moore and Franky Boy McKenna in
particular received, while I was up home running for Parliament last year.
Things have changed greatly in the past year so I have also included a few
recent items to spice things up for you. I am tired of trying to convince
people employed in law enforcement to uphold the law. So all I will say for
now is deal will your own conscience and be careful how you respond to this
letter. If you do not respond. Rest assured I will do my best to sue you
some day. Ignorance is no excuse to the law or me.

boss recently testified before the Gomery Inquiry and following quotes prove
why I must speak out.

made an oath of secrecy; and you're hereby relieved of that oath.""Mr.
Wallace added that police and the courts, not internal rules, are
best-equipped to deal with bureaucrats who cross the line and break
the law. But Judge Gomery did not appear satisfied. "It takes a major
scandal to get the police involved," he said. "It is not in the nature of
the public service to call in the police."
Everybody knows that in order to protect the rights and interests of

A F F I D A V I T
I, Stephen J. May, of the City of St. John's, in the Province of
Newfoundland and Labrador, Barrister and Solicitor, make oath and say
as follows:
THAT I am a Partner in the St. John's office of PATTERSON PALMER
solicitors for William Matthews, the Member of Parliament for
Random-Burin-St. George's in the Parliament of Canada.
THAT Mr. Matthews originally retained Mr. Edward Roberts, Q.C. on or
about 30 April 2002 after Mr. Byron Prior, the Defendant/Plaintiff by
Counterclaim, had made allegations against Mr. Matthews in a
publication called "My Inheritance - The truth - Not Fiction: A Town
with a Secret". In that publication, the allegation was made that Mr.
Matthews had had sex with a girl who had been prostituted by her
mother. That girl was alleged to have been Mr. Prior's sister.
THAT upon being retained, Mr. Edward Roberts wrote a letter to Mr.
Prior. That letter to Mr. Prior is attached as Exhibit "1" to my
Affidavit.
THAT subsequent to Mr. Roberts' letter to Mr. Prior, Mr. Roberts
received a 1 May 2002 e-mail from Mr. Prior. That e-mail is attached
as Exhibit "2".
THAT subsequent to Mr. Roberts receipt of the e-mail, Mr. Prior swore
an Affidavit acknowledging that what had been said in that publication
was false. That Affidavit is attached as Exhibit "3" to my Affidavit.
Following Mr. Roberts' receipt of that Affidavit, Mr. Matthews advised
that he was satisfied not to pursue the matter any further and our
firm closed our file.
THAT on or about 25 October 2004, I was retained by Mr. Matthews
following his gaining knowledge that a web site, made a series of
allegations against him relating to my having sex with a girl of
approximately 12 years old through to an approximate age of 15 years
old. It also accused him of being a father of one of her children and
accused him of having raped that girl. Upon checking the web site I
saw that Byron Prior, the Defendant, had been identified as the author
of the material on the site.
THAT Mr. Matthews instructed me to write Mr. Prior, to remind him of
the fact that the allegations had been admitted to being false through
a 16 May 2002 Affidavit to advise him of Mr. Matthews' intentions to
commence legal proceedings if the comments were not removed from the
web site. A copy of my letter to Mr. Prior is attached as Exhibit "4"
to this Affidavit.
THAT I attach as Exhibit "5" a transcript from a 5 November 2004
voicemail left by David Amos, identified in the voicemail as a friend
of Mr. Prior.
THAT I attach as Exhibit "6" a portion of a 6 November 2004 e-mail
from Mr. Amos.
THAT until I received his voicemail and e-mail, I had never heard of Mr.
Amos.
THAT Mr. Amos has continued to send me e-mail since his 5 November
e-mail. Including his 6 November 2004 e-mail, I have received a total
of 15 e-mails as of 23 January 2005. All do not address Mr. Matthews'
claim or my involvement as Mr. Matthews' solicitor. I attach as
Exhibit "7" a portion of a 12 January 2005 e-mail that Mr. Amos sent
to me but originally came to my attention through Ms. Lois Skanes
whose firm had received a copy. This e-mail followed the service of
the Statement of Claim on 11 January 2005 on Mr. Prior. I also attach
as Exhibit "8" a copy of a 19 January 2005 e-mail from Mr. Amos.
THAT I attach as Exhibit "9" a copy of a 22 November 2004 letter
addressed to me from Edward Roberts, the Lieutenant Governor of
Newfoundland and Labrador covering a 2 September 2004 letter from Mr.
Amos addressed to John Crosbie, Edward Roberts, in his capacity as
Lieutenant Governor, Danny Williams, in his capacity as Premier of
Newfoundland and Labrador, and Brian F. Furey, President of the Law
Society of Newfoundland and Labrador. I requested a copy of this
letter from Government House after asking Mr. Roberts if he had
received any correspondence from Mr. Amos during his previous
representation of Mr. Matthews. He advised me that he received a
letter since becoming Lieutenant Governor, portions of which involved
his representation of Mr. Matthews. Mr. Roberts' letter also covered
his reply to Mr. Amos.
THAT I attach as Exhibit "10" an e-mail from Mr. Amos received on
Sunday, 23 January 2005.
THAT I swear this Affidavit in support of the Application to strike
Mr. Prior's counterclaim.

David Amos asked me to contact you. I met him last June after he became
an independent (not representing any political party) candidate in our
federal
election that was held June 28. He was a candidate in our constituency of
Fundy (now called Fundy-Royal).
I wrote a profile story about him, as I did all other candidates. That
story appeared in the Kings County Record June 22. A second story, written
by one of my reporters, appeared on the same date, which was a report on
the candidates' debate held June 18.
As I recall David Amos came last of four candidates in the election.
The winner got 14,997 votes, while Amos got 358.
I have attached the two stories that appeared, as well as a photo
taken by reporter Erin Hatfield during the debate. I couldn't find the photo
that ran, but this one is very similar.

Raising a Little Hell- Lively Debate Provokes Crowd

"If you don't like what you got, why don't you change it? If your
world is all screwed up, rearrange it."
The 1979 Trooper song Raise a Little Hell blared on the speakers at
the 8th Hussars Sports Center Friday evening as people filed in to
watch the Fundy candidates debate the issues. It was an accurate, if
unofficial, theme song for the debate.
The crowd of over 200 spectators was dwarfed by the huge arena, but as
they chose their seats, it was clear the battle lines were drawn.
Supporters of Conservative candidate Rob Moore naturally took the blue
chairs on the right of the rink floor while John Herron's Liberalswent
left. There were splashes of orange, supporters of NDP Pat Hanratty,
mixed throughout. Perhaps the loudest applause came from a row towards
the back, where supporters of independent candidate David Amos sat.
The debate was moderated by Leo Melanson of CJCW Radio and was
organized by the Sussex Valley Jaycees. Candidates wereasked a barrage
of questions bypanelists Gisele McKnight of the Kings County Record
and Lisa Spencer of CJCW.
Staying true to party platforms for the most part, candidates
responded to questions about the gun registry, same sex marriage, the
exodus of young people from the Maritimes and regulated gas prices.
Herron and Moore were clear competitors,constantly challenging each
other on their answers and criticizing eachothers' party leaders.
Hanratty flew under the radar, giving short, concise responses to the
questions while Amos provided some food for thought and a bit of comic
relief with quirky answers. "I was raised with a gun," Amos said in
response to the question of thenational gun registry. "Nobody's
getting mine and I'm not paying 10 cents for it."
Herron, a Progressive Conservative MP turned Liberal, veered from his
party'splatform with regard to gun control. "It was ill advised but
well intentioned," Herron said. "No matter what side of the house I am
on, I'm voting against it." Pat Hanratty agreed there were better
places for the gun registry dollars to be spent.Recreational hunters
shouldn't have been penalized by this gun registry," he said.
The gun registry issues provoked the tempers of Herron and Moore. At
one point Herron got out of his seat and threw a piece of paper in
front of Moore. "Read that," Herron said to Moore, referring to the
voting record of Conservative Party leader Steven Harper. According to
Herron, Harper voted in favour of the registry on the first and second
readings of the bill in 1995. "He voted against it when it counted, at
final count," Moore said. "We needa government with courage to
register sex offenders rather than register the property of law
abiding citizens."
The crowd was vocal throughout the evening, with white haired men and
women heckling from the Conservative side. "Shut up John," one woman
yelled. "How can you talk about selling out?" a man yelled whenHerron
spoke about his fear that the Conservatives are selling farmers out.
Although the Liberal side was less vocal, Kings East MLA Leroy
Armstrong weighed in at one point. "You're out of touch," Armstrong
yelled to Moore from the crowd when the debate turned to the cost of
post-secondary education. Later in the evening Amos challenged
Armstrong to a public debate of their own. "Talk is cheap. Any time,
anyplace," Armstrong responded.
As the crowd made its way out of the building following the debate,
candidates worked the room. They shook hands with well-wishers and
fielded questions from spectators-all part of the decision-making
process for the June 28 vote.

The Unconventional Candidate
David Amos Isn't Campaigning For Your Vote, But….

FUNDY—He has a pack of cigarettes in his shirt pocket, a chain on his
wallet, a beard at least a foot long, 60 motorcycles and a cell phone
that rings to the tune of "Yankee Doodle."
Meet the latest addition to the Fundy ballot—David Amos.
The independent candidate lives in Milton, Massachusetts with his wife
and two children, but his place of residence does not stop him from
running for office in Canada.
One has only to be at least 18, a Canadian citizen and not be in jail
to meet Elections Canada requirements.
When it came time to launch his political crusade, Amos chose his
favourite place to do so—Fundy.
Amos, 52, is running for political office because of his
dissatisfaction with politicians.
"I've become aware of much corruption involving our two countries," he
said. "The only way to fix corruption is in the political forum."
The journey that eventually led Amos to politics began in Sussex in
1987. He woke up one morning disillusioned with life and decided he
needed to change his life.
"I lost my faith in mankind," he said. "People go through that
sometimes in midlife."
So Amos, who'd lived in Sussex since 1973, closed his Four Corners
motorcycle shop, paid his bills and hit the road with Annie, his 1952
Panhead motorcycle.
"Annie and I rode around for awhile (three years, to be exact)
experiencing the milk of human kindness," he said. "This is how you
renew your faith in mankind – you help anyone you can, you never ask
for anything, but you take what they offer."
For those three years, they offered food, a place to sleep, odd jobs
and conversation all over North America.
Since he and Annie stopped wandering, he has married, fathered a son
and a daughter and become a house-husband – Mr. Mom, as he calls
himself.
He also describes himself in far more colourful terms—a motorcyclist
rather than a biker, a "fun-loving, free-thinking, pig-headed
individual," a "pissed-off Maritimer" rather than an activist, a proud
Canadian and a "wild colonial boy."
Ironically, the man who is running for office has never voted in his life.
"But I have no right to criticize unless I offer my name," he said.
"It's alright to bitch in the kitchen, but can you walk the walk?"
Amos has no intention of actively campaigning.
"I didn't appreciate it when they (politicians) pounded on my door
interrupting my dinner," he said. "If people are interested, they can
call me. I'm not going to drive my opinions down their throats."
And he has no campaign budget, nor does he want one.
"I won't take any donations," he said. "Just try to give me some. It's
not about money. It goes against what I'm fighting about."
What he's fighting for is the discussion of issues – tainted blood,
the exploitation of the Maritimes' gas and oil reserves and NAFTA, to
name a few.
"The political issues in the Maritimes involve the three Fs – fishing,
farming and forestry, but they forget foreign issues," he said. "I'm
death on NAFTA, the back room deals and free trade. I say chuck it
(NAFTA) out the window.
NAFTA is the North American Free Trade Agreement which allows an
easier flow of goods between Canada, the United States and Mexico.
Amos disagrees with the idea that a vote for him is a wasted vote.
"There are no wasted votes," he said. "I want people like me,
especially young people, to pay attention and exercise their right.
Don't necessarily vote for me, but vote."
Although…if you're going to vote anyway, Amos would be happy to have
your X by his name.
"I want people to go into that voting booth, see my name, laugh and
say, 'what the hell.'"

PICTOU, NS – Today’s decision by the Canada Newfoundland and Labrador
Offshore Petroleum Board (CNLOPB) to allow seismic blasting in the
Gulf of St. Lawrence was met with shock and concern by a coalition
calling for a moratorium on oil and gas development in the Gulf of St.
Lawrence. The coalition - made of aboriginal, fishing, and
environmental organizations - is calling on municipal, provincial,
federal, and aboriginal leaders to act swiftly to halt the testing.
“With this decision, the CNLOPB has approved an activity that could
damage this entire precious ecosystem,” according to Mary Gorman of

immediately, and action taken to allow jurisdictions bordering on the

Bennett was assisting Cape Bretoners opposing a coal-fired power plant
at Point Aconi in Nova Scotia when he first caught the attention
Elizabeth May, then Sierra Club Canada’s executive-director. May liked
his approach – among other things, he’d brought his wife and two
daughters to a potluck supper meeting and assured the group he was
there to hear from them, not issue orders. Several years – and, after
an interview on a train ride from Toronto to Ottawa -- later, she
hired him as the Club’s director of atmosphere and energy.
He managed environmental education campaigns; was the Club’s main
spokesperson on air, energy, automotive and climate change issues;
prepared fundraising proposals; and wrote position papers and research
articles.
During this period, Bennett also headed the Climate Action Network, an
association of up to 100 environmental, health, labour and faith
organizations from 10 provinces and two territories. There, he was
also the chief spokesperson, wrote releases and papers, and acted as
liaison with government officials, ministers, MPs, their staffs and
industry leaders. He did similar work with a successor organization,
ClimateforChange.ca.
It was then that he was involved in preparing reporters for the
federal Conservative government’s climate plan. “I figured we had to
talk to the media. We had to meet the government head-on, and say what
they were doing was going backward. We were very effective.”
The work “succeeded to the extent that when Stéphane Dion became
Liberal leader, the party thought the climate and environment were
where they should campaign. They were right; they just did it very
badly.”
A spirit of collaboration
Most recently, Bennett was communications director for the Green Party
of Canada, including the 2008 campaign in which the Greens, led by
May, won nearly a million votes and was the only party to increase its
total.
“It’s a well-rounded background, ranging from activist events to
negotiating in the halls of power,” Bennett says. “My knowledge covers
the spectrum of issues across the country.”
Bennett’s experience has demonstrated the importance of collaborating
with other groups and including as many people as possible, and their
ideas, in whatever work must be done. That was especially obvious in
the creation of the Green Budget Coalition, which analyzed federal
budgets in terms of their impact on environmental concerns.
