City of Toronto Chief of Staff Jeff Fielding sat down with Municipal World CEO Susan Gardner at the 2019 Municipal Innovators Community Conference to discuss using best practices to address local government challenges and why it is essential to create an innovative culture within municipal systems.

Fielding shared some of those insights with delegates at the 2019 Municipal Innovators Community Conference, as well as in a one-on-one interview with Municipal World CEO Susan Gardner. In their conversation, the two talked about using best practices to address local government challenges and why it is essential to create an innovative culture within municipal systems.

Identifying Best Practices

One key piece of advice Fielding has for municipal employees, he explains in the video, is to be hyper-focused on finding not just common practices, but rather the best ones currently being circulated in the local government sector.

When it comes to identifying best practices, Fielding said it all comes down to breakthrough. In the private sector, people are always looking for the breakthrough technology or product. In terms of municipal government, or government in general, he explained, the vision needs to be about things that will advance the organization more quickly.

Essential Need for Public Engagement

Achieving this kind of innovative change requires the engagement of the general public, Fielding said.

“People aren’t shy anymore; they are prepared to tell you what’s on their mind and what they want and how they want it,” he said. “So, working through that engagement process so you get meaningful results from involving people; I think that’s critical.”

Creating Innovative Municipal Cultures

That said, Fielding emphasized it is also essential engage the people within the municipal organization in order to create an innovative culture.

The municipal sector, he added, has always been blamed for being risk adverse. After all, when mistakes are made by public servants, they quite often end up on the front page of a newspaper. And so, he said, there is a reluctance to try something different.

Unfortunately, that is the antithesis of an innovative culture.

“When you are using public money and something isn’t successful, therein lies the rub,” Fielding said. “We have to be ale to figure our way through that process so that we can challenge ourselves to do things differently, potentially not succeed, learn from that, and advance.”  MW

City Manager Jeff Fielding announced his decision to step down from the position with the City of Calgary on January 8, 2019

The City of Calgary is set to begin its search for a new city manager as Jeff Fielding will be stepping down from the position in the coming months.

“I love this city, I love this province,” said Fielding during Tuesday’s announcement. “It was a dream come true. It was the best job I ever had. I’ve worked with the best people across the organization.”

“Circumstances have changed for my family that require that I return back to Ontario."

Fielding will be leaving the City of Calgary in March and has accepted an undisclosed position with the City of Toronto. "I was very fortunate to find a meaningful job with the City of Toronto.”

“Jeff has provided incredible leadership to the organization through challenging times,” said Mayor Naheed Nenshi in a statement released Tuesday afternoon. “I am personally very sad to see Jeff go, and wish him the best in the new role.”

Nenshi says the search for Fielding’s successor will be conducted locally and internationally to secure the best possible candidate. It’s expected the process will take months and will likely require the naming of an acting city manager following Fielding’s departure.

Richibucto area riding needs to keep farms strong, candidate says

The Green Party is hoping to take the riding of Kent North surrounding​ Richibucto, a reliable Liberal riding during recent elections.

The Liberals won by a landslide in 2014, when Bertrand LeBlanc earned more than 4,000 votes and secured the riding for the Liberals for a second term. But Green candidate Rebeka Frazer-Chiasson took second place with more than 1,700 votes. 

Now Green party candidate Kevin Arseneau wants to take first place.

Arseneau said he's been knocking on doors and is consistently hearing that people are fed up with the two parties that usually control the province and are looking for another option.

The organic farmer from Rogersville said he believes the riding needs a strong voice for rural economic development and he also wants to revitalize family farms in the area.

"We have to stop seeing rural development as one-size-fits-all," he said. "Kent North will thrive when we start looking at economic development in a different way for every community that's part of the riding.

 "I think we have to trust the people on the ground," said Arseneau.

The Liberal candidate won Kent North by a large margin in 2014

 "I feel confident, but obviously the real test will be Sept. 24," he said. "We've never been this close to winning."

But Liberal candidate Emery Comeau said he is confident he'll be able to secure the riding much like past Liberal candidates. ​Comeau was the assistant to former MLA Bertrand LeBlanc and stepped forward when LeBlanc decided not to seek re-election.

Comeau agrees that rural economic development is a key concern for voters, along with the condition of local roads.

 "They're concerned about the finances of province, health care and education," he said. "We have an aging population and we're losing our youth."

"Road were the most common thing talked about," said Comeau.

The government under Brian Gallant has made progress keeping young people in the region, he added.

"The platform that Brian has, I find it's all there," he said.

"We're very confident, but we don't take anything for granted," he said. "I'm going to keep doing what I'm doing, meeting people, but I feel good where I am."

NDP candidate says he won't win

New Democratic Party​ candidate Neil Gardner, a professor with St. Thomas University, also says that bringing back youth is a big issue for Kent North and can be done through economic development.

He said while it's not likely the NDP will win the riding he noted that the party's 2014 candidate, Allan Marsh, secured 13 per cent of the vote.

Gardner believes transparency about government subsidies to corporations is also an important issue.

"It's time New Brunswickers took the province back from the corporation," he said. "We shouldn't be a company province anymore."

Roger Richard said he's hoping to get a few votes as the independent candidate, but isn't doing any campaigning to get them.

He decided to run as an independent after the Green Party decided to support smart meters.

"Either you are for the environment or you are not and that's why." 

Richard said he doesn't think any of the parties have a strong enough voice when it comes to protecting the environment.

Katie Robertson is running in Kent North for the Progressive Conservative Party and Roger Richard is running as an Independent.

Voters go to the polls on Sept. 24.

Union of the Municipalities of New Brunswick (UMNB) has announced that Dan Murphy has accepted the position of Executive Director. Murphy takes over from Margot Cragg, who announced her departure earlier this spring.

Murphy has worked in the government and non-profit sectors for more than 10 years. He has served in various senior leadership roles with ministers at the federal and provincial levels, as well as with the New Brunswick Non-Profit Housing Association. Fluently bilingual, Murphy brings a strong knowledge of government as well as issues that directly affect municipalities.

“The Board of Directors is pleased that Dan has agreed to join UMNB as our new Executive Director,” said UMNB President Alex Scholten. “His experience working with stakeholders, building relationships with members, and passion for New Brunswick’s municipalities will serve the UMNB well as we move forward.”

Scholten added that the board would also like to extend thanks to Cragg for her dedication to the association and its members, as well as to Kandise Brown, who served as Interim Executive Director as the board conducted its search for a new ED.

Murphy holds a bachelor’s degree from St. Thomas University, as well as a master’s degree in Political Management from Carleton University. He is ready to put his skills and experience to work for the members of UMNB.

“The UMNB membership is made up of dedicated individuals from all regions of New Brunswick. I am excited to work on their behalf as we navigate issues related to local governance reform and a new strategic plan for the organization,” said Murphy. “I am looking forward to connecting with mayors and councillors over the next few weeks to hear their thoughts and ideas of how UMNB can continue to support their work to create vibrant communities in our beautiful province.”

Dan Murphy grew up immersed in politics. His father was the mayor of their hometown of Rexton, New Brunswick, population 900. As a teenager, Murphy worked as a page in the New Brunswick Legislature. He then went on to study history and political science at St. Thomas University in Fredericton. After hearing about Carleton’s new political management program, he decided to make the leap to Ontario and join the inaugural class.

Murphy liked the idea of being a trailblazer. He also liked the idea of exploring politics in another part of the country. “I knew how we did things in New Brunswick, but I wondered what the process was like in Ontario, Alberta, British Columbia?” says Murphy. “No one has a monopoly on ideas.”

Murphy also saw the value of being in the national capital. “It’s easy to volunteer for a political party, to get on the Hill, to talk politics and meet people. The network you can build when you’re living in Ottawa is limitless. You can reach out and touch decision-makers.”

The skills Murphy acquired at the program were especially useful after graduation. In 2012 Murphy helped organize the New Brunswick premier’s leadership bid, in 2013 he managed the premier’s byelection campaign, and in 2014 Murphy was the director of candidate support for the New Brunswick Liberal Association during the province’s general election. “Based on what I learned at Carleton, it took me from the minor leagues to the major leagues. It was a step up. I got to learn from the pros.”

For Murphy, the program not only exceeded expectations and gave him a solid foundation for his career, but it’s also given him one more interest to bond over with his father. “It gives both of us a chance to talk shop a lot,” he laughs. “I can’t say I have any future plans to run for mayor, but you never know.”
