Defence Minister Harjit Sajjan is expected to be among numerous cabinet ministers headed to new jobs when Prime Minister Justin Trudeau reveals the makeup of his next cabinet tomorrow.
Liberal sources tell CBC News they are expecting a significant cabinet shuffle which will include the heads of multiple senior portfolios.
Health Minister Patty Hajdu, who took on that job just months before the pandemic, will also be moved to a new job. There are plans to add a second junior minister to the health portfolio.
Two to three current ministers are expected to be dropped from the cabinet entirely, sources also say.
The next cabinet will be sworn in Tuesday morning during a ceremony at Rideau Hall.
Trudeau has said the cabinet will have both gender parity and what he has called "proper regional distribution."

At least one senior minister will be keeping her job. Deputy Prime Minister and Minister of Finance Chrystia Freeland has agreed to remain in both roles, Trudeau has said.
While Sajjan will no longer oversee the embattled Department of National Defence — now embroiled in a sexual misconduct crisis in the military's leadership — he is expected to remain in cabinet with a new portfolio.
Sajjan, a former lieutenant-colonel in the army, has been minister of defence since 2015. The Conservatives and NDP have called for his resignation over accusations that he has failed to respond to the military's sexual misconduct problems.
Trudeau is expected to select a woman as Canada's next defence minister. Anita Anand, the current minister of public services and procurement, is considered a top candidate for the job.
Former prime minister Kim Campbell is the only woman ever to serve as Canada's defence minister. She held the title for the first five months of 1993.
Anand has raised her profile while leading Canada's vaccine procurement efforts during the pandemic.
Time for some new faces?
Sources say Sean Fraser, who has represented Central Nova since 2015 but has never served in cabinet, is likely to be among those named to cabinet tomorrow.
Marci Ien, the former CTV journalist who now represents Toronto Centre, and Randy Boissonnault, who reclaimed the riding of Edmonton Centre after a defeat in 2019, are also seen as top prospects for cabinet.
Pascale St-Onge, elected in Brome—Missisquoi, is considered one of the few rookies with a chance at nabbing a minister's role. St-Onge recently worked as a union leader in Quebec's cultural sector.

The last version of the Liberal cabinet had 37 ministers, including Trudeau. When Trudeau took office in 2015, he named a cabinet of 35 people. The cabinet was shuffled last on Jan. 12, 2021.
Trudeau's commitment to gender parity and the loss of four women ministers may necessitate several of the changes expected to be revealed tomorrow.
Ministers Maryam Monsef, Bernadette Jordan and Deb Schulte were all defeated in the recent election.
Catherine McKenna, the current minister of infrastructure and communities and the former environment minister, did not seek re-election.

Prime Minister Justin Trudeau will unveil a cabinet Tuesday that he promises will have gender parity and "proper regional distribution." Like all prime ministers, he's expected to make appointments that reflect the diversity of the country.
There are many reasons MPs covet a spot around the cabinet table — such as the opportunity for more power and influence. Ministers are also paid $88,700 on top of the current annual base MP salary of $185,800 and are entitled to an official car and driver.
As we wait to learn who's in and who's out, here are a few interesting facts about cabinets and cabinet-making.
Why are ministers called 'honourable' for life?
Ministers are appointed to the Queen's Privy Council by the governor general on the recommendation of the prime minister. The Constitution states that the body — which includes past cabinet ministers and other prominent Canadians, such as former speakers of the House of Commons — is there to "aid and advise" the Crown.
Membership in this exclusive group lasts for life unless the appointment is withdrawn by the governor general on a prime minister's advice.

Privy councillors can use the title "honourable" and the initials "P.C." after their names after swearing to "keep secret all matters committed and revealed" to them "in this capacity, or that shall be secretly treated of in Council."
Do ministers need to be elected MPs?
No. Nothing stops a prime minister from naming someone to cabinet who does not already have a seat in the House of Commons. As noted in last week's Minority Report newsletter, however, it's customary for such ministers to quickly get a seat in either the House or Senate.
When he formed his first cabinet in 2006, Stephen Harper surprised many by naming unelected Montreal lawyer Michael Fortier as his minister of public works and government services. Fortier later became minister of international trade.

Harper appointed Fortier to the Senate weeks later but said his minister would seek a seat in the House in the next federal election. Fortier did just that in 2008, stepping down from the upper chamber to run in the former Quebec riding of Vaudreuil-Soulanges, where he finished a distant second to the Bloc Québécois incumbent.
Jean Chrétien also named two unelected ministers in 1996 — Stéphane Dion for intergovernmental affairs and Pierre Pettigrew for the international cooperation portfolio. Considered star Quebec Liberals, both were elected to the House in byelections two months later.
Do ministers need to have specific expertise in their portfolio?
Nope. The minister of agriculture doesn't need to know how to run a farm, for instance (though it might be useful).
Still, it's hard to imagine a PM naming a minister of justice and attorney general who is not a lawyer. The justice minister is responsible for developing justice policy and the attorney general provides legal services to the government, according to the Justice Department.
But Privy Council Office spokesperson Pierre-Alain Bujold told CBC News "there is no legal requirement that the position of Minister of Justice and Attorney General of Canada must be occupied by a lawyer or someone with a legal background."
Former prime minister Joe Clark, who was not a lawyer, briefly served as the acting minister of justice and attorney general in Brian Mulroney's cabinet from Dec. 8, 1988, to Jan. 29, 1989.
How many prime ministers were cabinet ministers previously?
While a cabinet spot is seen as a possible stepping stone to the big chair, the last two prime ministers — Trudeau and Harper — did not serve as ministers or in government before assuming power. Brian Mulroney also never served as a minister or in government before becoming prime minister.
Fifteen of the 23 people who have served as prime ministers so far had prior ministerial experience on their resumes.
The finance ministry appears to be the best gig for those with loftier ambitions; five former finance ministers have gone on to become prime ministers. Trudeau has announced already that Finance Minister Chrystia Freeland will stay in that role.

Several prime ministers also took on cabinet portfolios while serving in the big chair. And some, such as Joe Clark, served as ministers after having previously served as prime minister.
Who were the youngest people ever appointed?
Jean Charest holds the record as the youngest MP named to cabinet. He was 28 when Mulroney named him minister of state for youth in 1986.
Karina Gould, the current international development minister, was 29 when she was first named to the cabinet in 2017 as minister of democratic institutions. Her appointment made her the youngest ever female cabinet minister.
What were the biggest and smallest cabinets?
The number of people in a prime minister's inner circle has varied over the years. The Library of Parliament has listed the size of federal cabinets going back more than 150 years.
According to their data, prime ministers John A. Macdonald and Alexander Mackenzie had the smallest cabinets — 13 members each (including themselves) in 1870 and 1874, respectively.
In the modern era, Kim Campbell had a 24-person cabinet (including herself) in 1993, all of them full ministers.
Trudeau has not named a minister of state since coming to power in 2015. The cabinet he named in January topped out at 37 ministers, including himself.
What is the 'Acting Ministers Minute'?
Trudeau can also be expected soon to release a cabinet pecking order to be consulted in an emergency.
The "Acting Ministers Minute" published by the Privy Council Office, lists the order of ministers who would act for the prime minister, at least temporarily, "in the event of his being unable to perform the functions of his office."
Though it's mostly a custom, the list drew some extra attention in the earliest days of the COVID-19 pandemic.
In the most recent version from February, Deputy Prime Minister Chrystia Freeland is listed at the top of the chart.

The ministers that follow her are listed according to the date they were first sworn into cabinet, putting veterans Lawrence MacAulay and Carolyn Bennett in the number two and three spots.
MacAulay was appointed to cabinet in 1993, while Bennett was named in 2003.
Transport Minister Omar Alghabra, who became the newest member of the current cabinet in January, is listed at the bottom. He is poised to move up if he is reappointed this week and new faces join the cabinet.
The document also states who would step in as acting minister for a cabinet colleague who is "unable to perform the functions of his or her Office" and lists secondary acting ministers — just in case.

Politics-watchers say Alberta is very likely to get a seat at the cabinet table when Prime Minister Justin Trudeau announces his picks on Tuesday.
Despite persistent political tensions between the federal and Alberta governments over everything from climate change to equalization, Albertans voted in two federal Liberal MPs last month: Randy Boissonnault in Edmonton Centre and George Chahal in Calgary Skyview.
Boissonnault was first elected in 2015 but lost his seat in 2019. He won it back last month by a narrow margin of 577 votes.
He served previously as a special adviser to the prime minister on LGBTQ2 issues.

"I think [he] developed quite a high profile in that position. Hard worker, worked hard to regain the riding for the Liberal Party this time," said Anne McLellan, who served four terms as a federal Liberal MP in Edmonton and as deputy prime minister, minister of health and minister of natural resources.
"I would be surprised, let me put it this way, if Randy were not invited by the prime minister to serve in this cabinet."

"With some of the controversies and scandals around the prime minister and his government in the last few years, I can't see him going with George," said political adviser Najib Jutt, who has worked with the Liberals, Greens and Conservatives at the federal level.
"He can always shuffle in George later if he does a cabinet shuffle in a year or so. I think Randy will probably be the logical choice."
Both McLellan and Jutt say an Alberta MP in cabinet can focus policy attention on the economy, the state of the energy sector and Indigenous rights.
Relations between Alberta and Ottawa have been acrimonious over the years. Jutt said bringing an Albertan into cabinet allows the Trudeau government to signal that it is "still listening to Alberta and taking Albertans' concerns seriously."
McLellan said her 12 years of experience in cabinet taught her that provinces or regions that do not have representation in cabinet can struggle to be heard and understood at the federal level.
"If you don't have that authentic lived reality around the cabinet table, it is too easy for myths to be perpetuated, misrepresentations to take hold," she said.
"Every day, I was struck by the fact that it is important to have a voice around that table who comes from and is of a place like Alberta, which is a big, complex place that's got a bunch of issues that are really important to our economic future as a province [and] to the nation."

Lawyers for the Conservative incumbent in Calgary Skyview who lost her seat to Liberal George Chahal will ask a Calgary judge to quash the federal election results in that riding because of the controversy surrounding campaign flyers, CBC News has learned.
The investigation has been taken over by the Office of the Commissioner of Canada Elections (CCE).
Calgary police are not investigating any criminal wrongdoing but confirm they are in a supportive role for the CCE.
Chahal, a former city councillor, won the sole non-Conservative seat in the city that had previously been held by incumbent Jag Sahota.
But the flyer left by Chahal and provided to CBC Calgary by homeowner Glenn Pennett, a retired police officer, directs the voter to a polling station 16 kilometres from the one where he said he was required to cast a ballot.
Sahota's lawyer, Kyle Shewchuk, provided CBC News with a copy of the flyer he says is identical to the one taken by Chahal, which includes information about the proper polling station.
Commissioner of Canada Elections to investigate
On Tuesday, Shewchuk said that not only will his firm be filing a Court of Queen's Bench application to invalidate the results in Calgary Skyview, his client was contacted by the Commissioner of Canada Elections (CCE), which told Sahota it is investigating.
The CCE would not confirm its investigation to CBC News "in keeping with the confidentiality provisions of the [Elections] Act."
"The CCE generally does not confirm whether it has received a complaint or has initiated an investigation into a particular issue," said spokesperson Véronique Aupry in a written statement.
"That said, I would point out that these same confidentiality provisions do not extend to individuals outside of our office, including complainants or those who may be the subject of a complaint."
CBC News reached out to Chahal's spokesperson with the developments Monday night but did not receive a response.
The Liberal Party of Canada did not immediately respond to a request for comment.

Chahal captured on security camera
Pennett has a doorbell security camera that captured the moment the night before the election. After he posted the video to Facebook, it received thousands of views.
The video shows Chahal walk up to Pennett's front door in the northeast Calgary neighbourhood of Temple before removing a flyer put there by members of Sahota's campaign team, which included instructions on how and where to vote.
The flyer Chahal left directed the voter to St. Clare Elementary School in a different neighbourhood, 16 km from St. Thomas More School, the polling station listed on Sahota's flyer, which Pennett said matched information on the voting card he received from Elections Canada, and was where he cast his ballot.
The Canada Elections Act contains a section on impairing or preventing the transmission of election advertising, which includes defacing or removing election signs or other election advertisements.
If charges were laid by the commissioner, possible penalties set out in the act include a fine of up to $5,000 and up to six months in jail. The commissioner can also use informal means to resolve a complaint, like a caution or information letter.
Results of the Monday, September 20, 2021, general election will remain unofficial until the Chief Electoral Officer has confirmed the name of the member of Parliament elected in each constituency.
The expected date for the return of the election writs is Monday, October 11, 2021.

An investigation has been launched into an incident involving Liberal MP-elect George Chahal, Calgary police confirm.
Chahal, formerly a city councillor, ran for the Liberals in the riding of Calgary Skyview and captured the sole non-Conservative seat in the city from incumbent Jag Sahota on Monday.
The day before the election, he was captured on a doorbell camera removing one of Sahota's campaign flyers and replacing it with one of his own.
A Calgary police spokesperson confirmed that a complaint was received.
"The report has been directed to our Anti-Corruption Unit that handles investigations of a sensitive nature or involving a public official," read a statement from the spokesperson.
"We are in the very early stages of the investigation and at this point we have not yet determined if the investigation will remain with CPS or be transitioned to another investigative body, such as Elections Canada."
Chahal's campaign said they were not aware of the investigation.
"Neither George or the campaign have been contacted by the Calgary Police Service and we have not been made aware of any ongoing investigation related to this matter," said campaign manager Randall Zalazar in an email.
Sitting member of police commission
Chahal is also a sitting member of the Calgary Police Commission, the civilian oversight board, serving as one of the council representatives.
The commission said Chahal requested he be excused from his responsibilities for the duration of the campaign.
"The commission has just become aware that there is an investigation into [Coun.] Chahal's alleged conduct during the campaign and will need to consider any steps to be taken," Heather Spicer, executive director and legal counsel for the commission, said in an email.
Zalazar said Chahal will remain a councillor and a commissioner until he is sworn in as a member of Parliament.
"He has not participated in the work of the Calgary Police Commission since the last public meeting [on] June 29, 2021, and has been excused from its work since then," he said.
Campaigns allege flyers had incorrect info
The Chahal campaign has said the brochure was taken because it contained the wrong polling location.
In a written statement sent to CBC News earlier this week, Zalazar said: "While dropping off polling info flyers prior to polls opening on election day, George removed a piece of campaign literature that identified an incorrect polling location for the person residing at the address.

"All through election day, campaign volunteers found incorrectly labelled materials across the eastern side of the riding. Our campaign contacted Elections Canada and advised them of the issue."
But the Sahota campaign, as well as the homeowner who captured the footage, said that wasn't the case.
Homeowner Glenn Pennett said it was Chahal's flyer that had the incorrect information.
CBC News contacted both Elections Canada and the Commissioner of Canada Elections on Wednesday to get clarification around the rules if a candidate removes an opponent's campaign materials and to confirm whether incorrectly labelled materials had been reported by Chahal's campaign.
Penalties could include fine, jail time
Elections Canada responded that if there was a contravention of the Canada Elections Act, it would be up to the Commissioner of Canada Elections to investigate and decide.
The office of the Commissioner of Canada Elections says it won't confirm if it has received a complaint or started an investigation.

Cabinet contender
Lori Williams, a professor of political science at Calgary's Mount Royal University, said the investigation is a big hit for an MP that was likely to be tapped for cabinet as one of only two Liberals elected in Alberta.
"When you know there are questions around the judgment of an MP-elect before cabinet selections have been made, it's much less likely that they'll be chosen for cabinet unless the investigation shows there's nothing to worry about, no charges will be laid, no offence being considered," she said.
"Unless that sort of information comes up in time for the cabinet picks, this is likely to disqualify George Chahal from membership in the cabinet."

Patrick O'Hara was driving home to Léry, Que., from Parliament Hill earlier this month when he got the call telling him that he wouldn't become a member of Parliament after all.
In the end, he came up 12 votes short.
"There's a feeling of ... what just happened? You're in awe and shock," O'Hara said.
Two weeks earlier, the rookie Bloc Québécois candidate in the riding of Châteauguay-Lacolle had every reason to believe a summer federal election had changed his life forever.
Feeling "ecstatic" and energized after having been declared the winner, he had started the process of hiring staff and "building the roadmap to taking over the riding."
The results had him unseating Liberal incumbent Brenda Shanahan by 286 votes in one of the tightest races in the country.
In a Facebook post two days after election day, Shanahan conceded defeat, congratulated O'Hara and tried to buck up supporters by reminding them that "life is good."
But days later, Shanahan requested a judicial recount in the riding, overseen by a superior court judge, in response to a "potential anomaly" in the count of one ballot box from an advance poll.
The request came on the heels of an earlier issue: A returning officer noticed that 410 votes had been mistakenly recorded for O'Hara, rather than 40 votes — an error that was corrected in the validation process.
O'Hara said he was still "pretty confident" everything would work out in his favour.
The recount started on Oct. 4. O'Hara was in Ottawa for orientation sessions at the time, meeting with other incoming MPs still buzzing from their victories in September.
The final numbers, released on Oct. 6, showed Shanahan had finished with 18,029 votes to his 18,017.
"Twelve votes," O'Hara said with a chuckle. "You know, you'd rather lose by 2,012. And then you're trying to figure out who are the 13 people that didn't make it to the voting."
'Landslide Shanny'
Shanahan said she spent the days after the election focused on making arrangements to move out of her constituency office and the one on Parliament Hill. She said she was disappointed but felt content knowing her team "gave it our best shot."
Shanahan, a former banker, said the earlier discrepancy in the vote caused her to wonder if there might be other errors.
The recount ultimately found that, in the tally of one box of advance poll votes, the NDP candidate had mistakenly received Shanahan's votes "to the tune of several hundred," she said. Correcting that "human error" ultimately put her over the top.
Politicians can sometimes sense whether victory or defeat is lurking around the corner, she suggested.

"You have a gut feeling when it's going well and you have a gut feeling when it's going bad," she said. "You have to accept the count whatever it is, but you have that gut feeling. And it did validate our gut feeling."
First elected in 2015, Shanahan fended off a Bloc challenger two years ago by 639 votes. Her razor-thin margin of victory this time reminded some Liberals of former cabinet minister Anne McLellan, who earned the nickname "Landslide Annie" for her narrow wins in Edmonton — once by a 12-vote margin in 1993.
Shanahan said she'll happily accept the nickname "Landslide Shanny."
'A loss is a loss'
O'Hara said it was a clean contest "before, during, and after," but he concedes he's still "devastated" by his reversal of fortunes.
"Anybody that sits here and tells you that they take a loss and they're positive about it, I would call them out that they're flat lying," he said. "Whether it's in a business deal, whether you're playing hockey, a loss is a loss."
O'Hara's party had a better result in another Quebec riding. Conservatives received a judicial recount in Trois-Rivières, but it was confirmed that Bloc candidate René Villemure beat the Tory candidate and former mayor Yves Levesque by 83 votes.
The Bloc also requested a recount in Brome-Missisquoi but later abandoned that effort and conceded defeat. Liberal newcomer Pascale St-Onge won by 197 votes over the Bloc's Marilou Alarie.
New Democrats likewise received a recount in the Toronto riding of Davenport but halted the process on Friday. Liberal incumbent Julie Dzerowicz topped NDP challenger Alejandra Bravo by 76 votes.

Shanahan's win confirmed that not a single Quebec seat flipped to a different party this year, something O'Hara takes as a "clear indication" that the election was not necessary.
Born in British Columbia, O'Hara came to Quebec after his parents separated when he was two. He said he surprised anglophones in the predominantly French-speaking riding by being able to switch to speaking English while campaigning door to door.
He said he was drawn to the separatist Bloc because of its leader, Yves-François Blanchet, and the party's sole focus on advancing Quebec's interests.
"At the end of the day, whatever language or community you come from, when you live in Quebec, the priorities of Quebec become your priorities," he said.
O'Hara said he plans to run again and believes that, while it's a tough pill to swallow, gracefully accepting defeat is "how you prove to the people that you're fit for the job."
For Shanahan, it's a "testament to our democratic system" that a close-fought contest could be sorted out peaceably.
Campaigns are a time for partisan politics, she said, "but once the election is over and the people's choice has been made, the elected person is now the member of Parliament."
Democracy, O'Hara said, is a privilege.
"Every vote counts, and I think I'm living proof."

Elections Canada says a ballot recount in the federal Toronto riding of Davenport has been halted, with the Liberals confirmed as winners.
The New Democrats asked that votes be recounted after the Liberal candidate edged her NDP rival by only 76 votes in the Sept. 20 general election.
The recount was stopped after it became clear, while votes were being tallied, that the result would be the same.
As a result, incumbent Julie Dzerowicz holds the seat for the Liberals over the NDP's Alejandra Bravo.
The Liberals said Dzerowicz had fought a strong, positive campaign and was looking forward to serving her Toronto constituents.
Davenport was the last recount to be completed, and now all general election results have been confirmed.

Liberal incumbent Julie Dzerowicz has won Toronto's Davenport riding by a margin of 165 votes, Elections Canada says.
Dzerowicz, who received 19,860 votes, beat NDP candidate Alejandra Bravo, who received 19,695 votes. Conservative candidate Jenny Kalimbet was a distant third with 4,740 votes.
Counting of all special ballots in the west-end riding was finished on Wednesday night, according to Elections Canada on its website.
The riding voted in Liberal candidates from 1962 through 2011.
Former NDP MP Andrew Cash interrupted that streak, holding the seat from 2011 through 2015. However, Cash was among the established politicians swept out amid Justin Trudeau's Liberal wave.
Dzerowicz, who worked in banking and biotechnology for two decades, was first elected in 2015. She beat Cash for a second time in the 2019 election by 1,472 votes.
Although Canada’s 44th federal election ended much the same as its 43rd — with a narrow Liberal minority — there were changes to electoral fortunes across the country.
There were favourites unseated and dramatic finishes. There were results that represent potentially significant changes for the parties involved.
Here are some of the high-profile candidates who have been rebuked at the polls, and some of those who surprisingly emerged victorious.
Significant losses:
Annamie Paul: The leader of the Green party failed to win the race in Toronto Centre for the third time, amidst lower support for her party nationwide. She had placed second behind Marci Ien in the fall 2020 byelection for the riding — but that support deflated Monday night with Paul landing in fourth spot. Internal conflict within the party marred public perception leading up to the vote, Paul conceded during her campaign.
Bernadette Jordan: The Liberals lost Jordan as their cabinet minister for Fisheries and Oceans after she was defeated at the polls Monday night by Conservative candidate businessman Rick Perkins in the riding of South Shore—St. Margarets in Nova Scotia. Jordan was first elected to the riding in 2015. Leading up to the election, Jordan had faced criticism over how she handled a call for Indigenous treaty rights to be honoured in the lobster fishing industry.
Maryam Monsef: In another cabinet loss for the Liberals, Monsef was the minister for women, gender equality and rural economic development. She lost the riding of Peterborough—Kawartha to Conservative candidate Michelle Ferreri.
Maxime Bernier: The leader of the People’s Party of Canada failed for a second consecutive time to gain a seat in the riding of Beauce. He lost to Conservative candidate Richard Lehoux, who defeated Bernier previously in 2019.
Big wins:
Mike Morrice: Morrice, a Green party candidate, won the riding of Kitchener Centre in the early hours of Tuesday with about 34 per cent of the vote. He narrowly lost the 2019 federal election by 3,000 votes to then Liberal incumbent Raj Saini. But Saini dropped out of the race too close to the deadline for the Liberals to replace him, after allegations emerged that he’d harassed a female staffer — leaving Morrice with a major opportunity.
Rick Perkins: Conservative candidate Rick Perkins defeated Liberal incumbent and cabinet minister Bernadette Jordan at the polls in the South Shore—St. Margarets riding in Nova Scotia. Perkins earned 41 per cent of the vote while Jordan captured 37 per cent.
Michelle Ferreri: Ferreri, the Conservative candidate for the Peterborough—Kawartha riding, ousted Liberal candidate and cabinet minister Maryam Monsef. That riding had long been considered a bellwether, as the winning MP has been with the winning party in every election excluding two in the past 60 years. Ferreri is a former TV news reporter.
Leah Taylor Roy: Taylor Roy took back the battleground riding Aurora—Oak Ridges—Richmond Hill for the Liberal party in a close race that saw the incumbent Conservative candidate Leona Alleslev ousted. Alleslev had won the seat for the Liberals in 2015, but crossed the floor in 2018 to join the Conservatives. In 2019, Taylor Roy was just 1,000 votes short of beating Alleslev.
George Chahal: Chahal’s win for the Liberal party in the Alberta riding of Calgary Skyview is bittersweet as he secured the lone seat for the party amid a sea of Conservative wins. However, the Liberals failed to capture a single seat in 2019, so Chahal’s success marks some improvement for party fortunes in the province.
Joanne Thompson: As the Liberal candidate for St. John’s East in Newfoundland and Labrador, Thompson’s win flips what had been the only seat for the NDP in the province. She defeated New Democrat candidate Mary Shortall, who came in second. Shortall had replaced longtime NDP MP Jack Harris, who represented the riding in the late 80s, then again from 2008 to 2015 and from 2019 until his recent retirement.
Parm Bains: Liberal candidate Bains for the B.C. riding of Steveston—Richmond East beat incumbent Conservative candidate Kenny Chiu in an upset. Chiu was elected as MP in the 2019 federal election. A second Richmond riding, Richmond Centre, may see a Liberal win as well in a close race where all final mail-in ballots may not be counted until the weekend.
Rechie Valdez: Liberal candidate Valdez won the Mississauga-Streetsville riding and becomes the first woman of Filipino descent to join the House of Commons, and the second person of Filipino descent to be elected as an MP.

Clifford has two adult children, William and Victoria. He is an Honorary Rotarian, and in his free time he is an avid gardener, an outdoorsman and downhill skier.
Clifford has excelled as a proven leader in diverse industries and understands the value of working with others to get things done.

In May of 2004, all members seated in the 37th Parliament before the writ was dropped for the election of the 38th Parliament and several members of the legislative assemblies of NB and Newfoundland and Labrador (NL) knew the reason is the ongoing rampant public corruption. Evidence of the Plaintiff’s concerns can be found within his documents that the Office of the Governor General acknowledged were in its possession ten years ago before the Speech from the Throne in 2004. The Governor General’s letter is as follows: “September 11th, 2004 Dear Mr. Amos, On behalf of Her Excellency the Right Honourable Adrienne Clarkson, I acknowledge receipt of two sets of documents and CD regarding corruption, one received from you directly, and the other forwarded to us by the Office of the Lieutenant Governor of New Brunswick. I regret to inform you that the Governor General cannot intervene in matters that are the responsibility of elected officials and courts of Justice of Canada. You already contacted the various provincial authorities regarding your concerns, and these were the appropriate steps to take. Yours sincerely. Renee Blanchet Office of the Secretary to the Governor General” 9. The Plaintiff states that the documents contain proof that the Crown by way of the RCMP and the Minister of Public Safety/Deputy Prime Minister knew that he was the whistleblower offering his assistance to Maher Arar and his lawyers in the USA. The Governor General acknowledged his concerns about the subject of this complaint and affirmed that the proper provincial authorities were contacted but ignored the Plaintiff’s faxes and email to the RCMP and the Solicitor General in November of 2003 and his tracked US Mail to the Solicitor General and the Commissioner of the RCMP by way of the Department of Foreign Affairs and International Trade (DFAIT) in December of 2003 and the response he received from the Minister of Public Safety/Deputy Prime Minister in early 2004. One document was irrefutable proof that there was no need whatsoever to create a Commission of Inquiry into Maher Arar concerns at about the same point in time. That document is a letter from the US Department of Homeland Security (DHS) Office Inspector General (OIG complaint no. C04-01448) admitting contact with his office on November 21, 2003 within days of the Plaintiff talking to the office of Canada’s Solicitor General while he met with the US Attorney General and one day after the former Attorney General of New York (NY) and the former General Counsel of the SEC testified at a public hearing before the US Senate Banking Committee about investigations of the mutual fund industry. 10. The Plaintiff states that another document that the Plaintiff received during the election of the 39th Parliament further supported the fact he was a whistleblower about financial crimes. In December of 2006 a member of the RCMP was ethical enough to admit that he understood the Plaintiff’s concerns and forwarded his response to the acting Commissioner of the RCMP and others including a NB Cabinet Minister Michael B. Murphy QC. The Crown is well aware that any member sitting in the last days of the 37th Parliament through to the end of the 41st Parliament could have stood in the House of Commons and asked the Speaker if the Crown was aware of the Plaintiff’s actions. All parliamentarians should have wondered why his concerns and that of Mr. Arar’s were not heard by a committee within the House of Commons in early 2004. Instead, the Crown created an expensive Commission to delay the Arar matter while he sued the governments of Canada and the USA and his wife ran in the election of the 38th Parliament. In 2007, Arar received a $10-million settlement from the Crown and the Prime Minister gave him an official apology yet the US government has never admitted fault. A month after the writ was dropped for the election of the 42nd Parliament and CBC is reporting Syrian concerns constantly, Mr. Arar’s lawyer announced that the RCMP will attempt to extradite a Syrian intelligence officer because it had laid a charge in absentia and a Canada-wide warrant and Interpol notice were issued. The Plaintiff considers such news to be politicking practiced by the Minister of Public Safety. He noticed the usually outspoken Mr. Arar made no comment but his politically active wife had lots to say on CBC. Meanwhile, the RCMP continues to bar a fellow citizen from parliamentary properties because he exercised the same democratic rights after he had offered his support to Arar by way of his American lawyers. The aforementioned letter about financial crimes was from the Inspector General for Tax Administration in the US Department of the Treasury. Mr Arar’s lawyers, the RCMP, the Canadian Revenue Agency and the US Internal Revenue Service still refuse to even admit TIGTA complaint no. 071-0512-0055-C exists. However, the Commissioner of Federal Court, the Queen’s Privy Council Office and other agencies were made well aware of it before the Speech from the Throne in 2006. 11. The Plaintiff states that from June 24, 2004 until the day he signed this complaint he has diligently tried to resolve the breach of his rights under the Charter that are the subject of this complaint with any public official in Canada whom he believed had the mandate or the ability to request that the Crown investigate and correct the malicious actions and inactions of the RCMP, Sergeants-at-Arms and Aides-de-Camp in all jurisdictions. Until June 16, 2006 the Plaintiff did not have irrefutable proof to support this complaint. Time did not permit him to address it immediately in Federal Court in 2006 because his slate was full. For instance on June 16, 2006 while dealing with deeply troubling private family matters, he was running against the Attorney General for his seat in the NS provincial election while arguing members of the RCMP about strange calls he got from someone in Ottawa who claimed the Department of Public Safety as her client, dealing with many liberal party members who were about to witness in Moncton NB the first debate of all those who wished to become their new leader, assisting a farmer in his attempt to get some authority to properly investigate the demise of his cattle and discussing with members of the Saint John NB City Council the actions of a sergeant in the Saint John Police Force who was calling friends of the Plaintiff and claiming that he was drug dealing member of a bike gang that they should stay away from while he was preparing to intervene in pipeline matter that was about to heard by the National Energy Board in Saint John . 12. The Plaintiff states that in April of 2007 he wrote a complaint about this matter and returned to the Capital District of NB in order to file it and argue the Crown before the Federal Court if it did not wish to settle. A clerk of this court informed him that his complaint was not composed correctly, so he began to rewrite this complaint. However, as soon as it was known what the Plaintiff was about to file he was subject to further police harassment and his family began to suffer from constant slander, sexual harassment and death threats on the Internet and on the telephone that continues to this very day while the RCMP, the FBI and many other law enforcement authorities continue to ignored the obvious evidence of cybercrime practiced against many people including his minor children. 13. The Plaintiff states that the Crown’s only response has been further harassment by the RCMP including false arrest and imprisonment and theft of his property by the Fredericton Police Force supported by other law enforcement authorities in Canada and the USA. The Governor General has had the Plaintiff’s documents for over ten years to study. The Crown now has one of the complaints that the RCMP has been delaying since 2003. It is as follows: The Complaint 14. The Plaintiff states that on June 24, 2004 during the election of the membership of the 38th Parliament the Crown breached his right to peaceful assembly and association under Section 2(c) and (d) of the Charter. The Sergeant-at-Arms of the Legislative Assembly of NB (a former member of the RCMP) supported by the Fredericton Police Force (FPF), the Corps of Commissionaires (COC) and at least one RCMP officer acting as Aide-de-Camp to the NB Lieutenant Governor barred the Plaintiff under threat of arrest from the legislative properties in NB. 15. The Plaintiff states that whereas the Crown refused to put anything in writing to either confirm or deny that he was in fact barred from the legislative properties in NB, he returned to the public property whenever he deemed it necessary to do so as he ran for public office three more times. For example, when the Plaintiff was a candidate in the election of the 39th Parliament for the riding of Fredericton, he was asked to come into the legislative building of NB to record a live interview for an Atlantic Television (ATV) news cast shortly before polling day. On that occasion, the Sergeant-at-Arms and his Aides-de-Camp did not attempt to bar the Plaintiff from access to legislative property quite possibly because they did not wish their actions to be recorded by ATV. However, the Crown made matters worse in short order. CBC barred the Plaintiff from an all-candidates’ debate on the University of New Brunswick (UNB) campus and on polling day two District Returning Officers on the UNB campus after viewing identification threatened to have the Plaintiff arrested stating that they did not believe he was on the ballot. 16. The Plaintiff states that the NB Sergeant-at-Arms continued with his threat of arrest after the election 39th Parliament. Dominic Cardy is with a group called The National Democratic Institute. Its members include such people as former U.S. President Jimmy Carter. The group's mission is to teach democratic values and spread democracy around the world. Cardy has taught about democracy in Algeria, Bangladesh, and Cambodia during the past few years. When he heard his friend John Carty was running for office back in his home town of Fredericton, he hopped on a plane. "It was a strange experience," Cardy said. "One evening I was watching the sun go down over the pyramids, and the next evening watched it go down over Fredericton airport as I came into land." Cardy is no relation to the NDP candidate. But he loves elections and loves getting people pumped up about democracy. Carty the candidate is running against federal Indian Affairs Minister Andy Scott, Conservative Pat Lynch, Green candidate Philip Duchastel and independent David Amos. The riding has sent Scott to Ottawa for the last four elections, despite the best efforts of the other parties. Cardy says he doesn't care how tough the race his – he just wants people to participate in the process.
